Welcome Message Welcome to the homepage of the Marine Department of the Hong Kong Special Administrative Region (SAR). The Port of Hong Kong has always been a key factor in the development and prosperity of Hong Kong SAR. It handles about 90 per cent, by weight, of Hong Kong's trade and has been one of the busiest container ports in the world. It also remains one of the busiest in terms of vessel arrivals and departures, and cargo and passenger throughput. Being the administrator of the port, our principal function is to ensure safe operation of the port and all Hong Kong waters as well as the administration of the Hong Kong Shipping Register. Our mission is "to promote excellence in marine services". Keeping in touch with the world through the Internet is one of the many measures we have taken to achieve that goal. Most of the port facilities are privately owned and operated, with minimal interference from government. The Marine Department, headed by the Director of Marine, is responsible for all navigational matters in Hong Kong and the safety standards of all classes and types of vessels. Our stated mission is "to promote excellence in marine services". The functions we perform are, briefly, to facilitate the safe and expeditious movement of ships, cargoes and passengers within Hong Kong waters; ensure compliance with international and local safety and marine environmental protection standards in respect of ships registered and licensed in Hong Kong and using Hong Kong waters; administer the Hong Kong Shipping Register and develop policies, standards and legislation in line with international conventions; ensure compliance with international and local requirements on the competency of seafarers for ships registered and licensed in Hong Kong and using its waters, and to regulate the registration and employment of Hong Kong seafarers; co-ordinate maritime search and rescue operations within Hong Kong international area of responsibility and ensure compliance with international convention; combat oil pollution in Hong Kong waters, collect vessel-generated refuse and scavenge floating refuse in specified areas of Hong Kong waters; and provide and maintain in the most cost-effective manner the number of government vessels that departments need to conduct their business. Services and Organization The Marine department is staffed by well-qualified and experienced professional and technical officers. We provide a wide spectrum of services which can be broadly classified into five areas, each of which is headed by an Assistant Director: Planning and Services - strategic planning for port development, passenger terminals, pollution control, public cargo handling facilities, buoys and navigational aids, hydrographic services Port Control - port operations, navigational safety, marine emergencies, search and rescue co-ordination, licensing and control of local craft Multi-lateral Policy - marine accident investigation, and the development of policies, standards and legislation Shipping - the Hong Kong Shipping Register, enforcement of ship safety standards, marine industrial safety, surveys of foreign-going ships and local craft, examination, certification and discipline of seafarers Government Fleet - design, procurement, operation, crewing and maintenance of government vessels.
