Hualien Port is situated on the eastern coast of Taiwan and is about 44 nautical miles away from Suao Port, about 90 nautical miles away from Keelung Port, about 198 nautical miles from Taichung Port, and about 202 nautical miles away from Kaohsiung Port. The navigational administration scope of Hualien Harbour Bureau is the water area along the coast south of the mouth of the Hoping-River and east of the tip of Oluanpi. Existing Port Facilties -------------------------------------------------------------------------------- director-general:ding-hsun-hsiao ??Located in the northeast part of Hualien city,Taiwan, Hualien Harbour is an artificial harbour surrounded by breakwaters on the east and west sides. Confronting the Pacific Ocean on the east and leaning on the central mountain range on the west, Hualien Harbour is one of the four international harbours in Taiwan. ??The initial construction of Hualien Harbour was completed in 1939. At that time, there were only three wharves,used mainly for shipping sugar to Japan and for round-the-island cargo shipping.After restoration, the government designated Hualien Harbour as an international harbour on September 1, 1963, to promote economic prosperity and production development in the eastern area. By 1991, the first, second, third and fourth.expansion projects had been completed successively. ??Therefore, the harbour equipment and installation are complete and sufficient for the task of developing production and transportation for the eastern area. Also, in order to meet the requirements of the surface shipping, the Harbour Administration has spared no effort in completing the harbour equipment and reinforcing the management operation of the harbour, thus enabling Hualien Harbour to come up with the maximum benefit for the government under the government policy for economic development. Hualien Port is located on the eastern coast of Taiwan at a latitude of 23 degrees 59 minutes and 11 seconds north and a longitude of 121 degrees 37 minutes and 35 seconds east. It is man-made and was formed by closing up the breakwater. Construction of this Port was began in 1931 and was finished in October 1939. After a total of nine years. Its main functions were the transportation of goods around the island and the shipping of sugar to Japan. Originally, there were three docks,410 meters in length.They could accommodatingly three ships under 3,000 tons, and the annual volume of goods handled was 200,000 tons. During World War II , all facilities in the Port were destroyed. After Taiwan was restored in 1945, the Keelung Harbor Bureau, Hualien Branch Office, was established to manage all the business of this Port. Recovery was started in 1946, and was finished in 1956, providing transportation around the island. ??In order to improve the economics of the eastern coast, the first stage of the extension program was started in 1959 and was finished in October 1962, the Port was also opened to international trade. At the same time, the Hualien Harbor Bureau, which was subordinated to the Provincial Department of Communications, was established. Since the volume of transportation increased year by year, the second and the third stages of the extension program were finished in succession from 1969 untill September 1978, in order to meet the business needs. Although facilities in this Port were good, the pond water area and the narrow navigation route could not meet future shipping needs and limited its development. Therefore, the fourth stage of the Hualien Port extension program was planned in 1976 to enlarge the pond water area and the navigation route and to construct a deep-water dock for large ships to anchor. This program was started on July 1, 1978, and continued for thirteen years. It included the construction of nine deep-water docks and the enlargement of the pond water area to 1,010,000 square meters. After the extension finished in December 1991 ships between 30,000 tons and 100,000 tons could also anchor. The annual volume of goods handled was increased to 34,000,000 tons, enough to help develop the economics of the whole eastern coast area and also enough for future use. Hualien port is the only international commercial port in eastern Taiwan with vast port land and hinterland. It allows for the development of high value-added industries, given its waterfront geological advantage, and for development into a tourist attraction. 2. There is a sufficient buffer zone between the port and the downtown area.This permits the establishment of port facilities without major obstruction: the port operations will not adversely affect the living environment of the local residents. 3. There is a total of 25 docks in the port, 16 inside the inner port, with the largest being able to dock vessels at the 15.000-ton level. Nine are located in the outer part of the port, allowing for the docking of vessels from 30,000 to 100,000 tons. Behind each dock is a spacious storage yard where goods can be piled up for transshipment. 4. Situated as the gateway to northeastern and southern Asia and facing the pacific Ocean, Hualien port is ideal for waterways leading up to Asia from the United States and Canada, and vice versa. Its geographic location facilitates transshipment. 5. Privatizing port operations may lower costs for cargo owners, enhance efficiency, boost competitiveness on the international market, and help realize the liberalization and internationalization of our port operations.
