You asked me to talk about energy and about the challenges and opportunities of the next decade. That's a very broad subject which involves economics, trade, international relations, investment, technology and, of course the environment. I'll try and touch on them all those issues but I'll speak primarily from the perspective of business, and focus on the contribution which I believe international companies can make here to meeting the challenges in China and across the world. By international companies I mean those enterprises such as the so called super majors with the scale and reach to operate globally. The first issue is the growth in the amount of energy required to meet demand - both here and internationally. On the consensus of forecasts - and using the figures published by the International Energy Agency the world will consume some 250 mbdoe by 2015 - which is just only 11 years away. That is almost 30% per cent more than the world consumes today, and that takes account of improvements in efficiency. Over 40% per cent of that increase come in Asia - led by China, and the forecasts show that the growth in energy demand is equivalent to the total consumption of commercial energy in this country in the first four decades of the last century. Over a thirty year period from 1985 to 2015 energy demand in China will have grown by 170 per cent. That growth is a mark of the success of the economic transformation which has quadrupled the size of the Chinese economy over the last 20 years and the improvement in living standards which China has achieved. But it does raise challenges - for the world and for China. Most of that increased demand will be supplied by hydrocarbons - that is oil and gas. Much work is being done on alternative and renewable forms of energy. We're major investors in that work - as the world's second largest company in photovoltaics and through the research work we're undertaking on the potential for the use of hydrogen. But it is all embryonic. Alternative and renewable energies provide only a tiny proportion of the world's energy supplies. There are no renewable or alternative fuels yet available which can compete with hydrocarbons and while there are some very interesting technical possibilities for the long term, we don't believe that new forms of energy will make a material contribution to global energy supply within the next 20 years. The world will need oil and gas, not least to supply the fuel for the 240 million additional vehicles which are predicted to be on the road by 2015 and the 3,000 Gigawatts of additional electricity supply which will required. In both cases around one fifth of the global increase will come here in China. That is one challenge. The second and related fact is that the increase in global demand will almost all be met through trade. 44 million barrels of oil are now traded internationally every day 78% more than in 1985. By 2015 oil trade will have risen to around 64 million barrels per day and almost half of that oil will flow to Asia. Gas trade is more limited but it is growing and the potential of Liquefied Natural gas and long distance pipelines look set to extend that growth. We're beginning to see the development of a single international gas market. Global gas trade is now 1.6 billion cubic metres per day. By 2015 it could be over 3 billion cubic meters per day with about 20 per cent of that accounted for by imports into countries in Asia. The growth in demand has a further implication. That is the impact of increased hydrocarbon consumption on the environment. Worldwide, emissions of carbon into the atmosphere have risen by 12.5% since 1990. By 2015 if no further action is taken we could have reached a level of carbon in the atmosphere 50 per cent higher than it was thirty years ago - and close to the level regarded as the sustainable limit. That is one element of the environmental impact. The other is the impact of increased energy consumption on air quality particularly in the world's cities. By 2015 more than half the world's population will live in cities - including some 700 hundred million people in this country. And the fourth aspect of the challenge is the need for long-term investment - to find and develop the energy required, to bring it to market, often over long distances, to provide the means by which that energy can be used. Just to quote one example of what is involved. We're preparing now to develop a great gas field in Indonesia - the Tangguh field. We plan to have that gas onstream before the end of this decade and to be supplying to a number of countries in the region including China. That is a multi billion dollar project - involving not just production facilities but also LNG ships and terminals, and beyond that facilities for the transmission of the gas to the final consumer - to power stations, industry and individuals. That is one of the biggest new energy projects in the world - but on its own it will supply just half of one per cent of the world's incremental energy demand by 2015. To meet global energy demand in full, according to the most recent authoritative estimate will require investment of around $ 450 billion a year over the next decade. Those are substantial challenges. But at the same time there are great opportunities. The first is the opportunity which has been created by technical advance and political change over the last few years to establish genuine energy security. I believe the growth in trade which I talked about a moment ago would be unsustainable if all the supplies came from a single region. That used to be the fear - and it used to provoke calls for self sufficiency and for the development of domestic energy supplies - even if those supplies were more expensive or more damaging to the environment. I think we are moving beyond that. The diversity of supply over the next decade and beyond is remarkable. The Middle East will always be important as a source of oil but in the case of both oil and gas the new supplies are coming from a range of different countries. From West Africa and the Gulf of Mexico - where technical advances have made it possible to produce from water depths of 3000 metres and more. From the Caspian - thanks to political change and advances in pipeline technology - and from Indonesia. Most important of all is Russia which has huge volumes of both oil and gas and which can supply markets both to the West in Europe and to the East - including markets here in China. That diversity means that international energy supplies are probably more secure now and for the period ahead than they have ever been. No one importing country need ever rely on a single source. That is one great opportunity, and it is closely linked to another - the development of international trade which has been the source of so much of the growth in the world economy over the last half century. On the best estimates global poverty rate has declined from about 55% in 1950 to 23% in 1998 almost a billion people have been lifted out of poverty over the last half-century - more than in any other period in human history. Open markets - in goods and services and investment have helped that to happen. Over the last 50 years international trade has grown 18 fold. And the growth in energy trade - particularly in oil and gas - will increase that still further because trade is never a one-way process. Trade will create new markets - not least in the countries which are now providing new supplies of energy and that in turn will create new opportunities for exports and employment. The next opportunity comes from the fact that market developments and advances in technology are opening up more diversified sources of supply and allowing more oil and gas to be recovered from producing fields. Technology has progressively allowed us to identify new fields more easily, to develop fields by drilling fewer wells, and to increase recovery factors. Technology has also kept down the costs of transportation. One of the principal reasons for the increase in Natural Gas trade is the reduction in the cost of developing LNG facilities. Such technical breakthroughs have spread across the world because the industry has become more global than ever - with the supermajors in particular able to apply, very rapidly, a breakthrough made in one place across the whole spread of their operations around the world. And in addition
