tions); (d) the transfer of the Grangemouth and Lav ra refineries from the Refining and Marketing segment into Olefins and Derivatives; (e) the transfer of the Mardi Gras pipeline from the Exploration and Production segment to the Refining and Marketing segment; and (f) the transfer of the Hobbs fractionator from the Gas, Power and Renewables segment to Olefins and Derivatives. Outlook BP Group Chief Executive, Lord Browne, concluded: "World economic growth appears to have been sustained at close to trend rates, despite thedisruptions and uncertainties following hurricanes Katrina and Rita. "Crude oil prices averaged $61.63 per barrel (Dated Brent) in the third quarter, an increase of$10 per barrel from the second quarter average, and more than $20 per barrel above the sameperiod last year. Hurricanes Katrina and Rita resulted in the loss of as much as 1.5 mmb/d ofproduction in the US Gulf of Mexico. However, in recent weeks, the temporary loss of GulfCoast refining capacity and signs of weaker consumption have caused crude prices to driftdownward. Nonetheless, prices are expected to be well supported into the winter. "US natural gas prices averaged $8.53/mmbtu (Henry Hub first of month index) in the thirdquarter, up nearly $2 per mmbtu versus the second quarter. Hurricanes Katrina and Rita shutin about 20% of US domestic output and raised prices to around imputed distillate parity. Weexpect US gas prices to continue to trade close to distillate parity. "Average global refining margins reached a record $12.35/bbl in the third quarter. HurricanesKatrina and Rita caused extensive damage to refining facilities in the US Gulf, shutting-in5mmb/d of refining capacity, of which 1.5 mmb/d is yet to return to operation. Oil productstocks and anticipated recoveries in refining capacity generally are adequate to meet currentdemand but the situation remains finely balanced and vunerable to further disruptions or acolder than normal winter. Therefore, refining margins are likely to remain high during thefourth quarter. "During the third quarter, retail margins have been impacted negatively by high and risingproduct prices. As the fourth quarter opens, some easing in wholesale gasoline prices isevident. However, significant uncertainty exists about the strength of the consequent marginrecovery and the outlook for marketing margins remains highly volatile. "We anticipate production from the deepwater Gulf of Mexico to be back to normal, with theexception of the Shell-operated Mars project, by the end of the year. Thunder Horse isexpected to start production in the second half of 2006. The Texas City refinery is expected toresume production late in the fourth quarter, with initial gasoline production expected duringDecember. "Our strategy is unchanged. We continue to execute it with discipline and focus. Our ability tocapture the benefit of current prices and margin strength underpins continued dividend growthand continuing share buybacks subject to market conditions and constraints. Capitalexpenditure is now expected to be approximately $14 billion for the year and around$15 billion in 2006." Baker, III of Houston has agreed to chair an independent panel to review and make recommendations for improvement of safety management systems and corporate safety culture at BP Products North America, Inc., the subsidiary responsible for the company s U.S. refining operations. I deeply appreciate Secretary Baker s willingness to lead the panel and the willingness of the other panel members to accept this important assignment. The panel will have BP s full support and cooperation. We are determined to do everything possible to prevent a tragedy like this from ever happening again by ensuring that safety practices at our operations are effective and comprehensive. This inquiry is a vital part of that effort," said BP chief executive John Browne. Secretary Baker said: My goal in chairing the Safety Review Panel is to make sure that it returns with a thorough, independent, and credible report. We will determine if the corporate culture at BP Products North America is properly focused on preventing tragic accidents like the one that occurred in Texas City or if improvements are required. This review will meet the recommendations of the U.S. Chemical Safety Board and we will let the chips fall where they may. That is exactly what I told BP when it contacted me about chairing this panel, and the company said it expects no less." The independent panel is being formed in response to a recommendation received August 17 from the U.S. Chemical Safety and Hazard Investigation Board (CSB) which is investigating a series of explosions and significant hydrocarbon releases at the BP Products North America, Inc. refinery in Texas City. A March 23, 2005 explosion and fire at the Texas City refinery claimed the lives of 15 workers and injured over 170 more. BP has been notified by the CSB that its plans for the panel, when fully implemented, will satisfy the objective of the board s recommendation. The panel will not duplicate the efforts of the CSB to determine the specific root causes of the March 23 incident, but it will instead conduct a review of safety management and culture. The independent panel has been asked to complete its work within one year and will make public its findings and recommendations. The members of the panel are: Secretary James A. Baker, III served as Secretary of State (1989-92), Secretary of the Treasury (1985-88), and White House Chief of Staff (1981-85 and 1992-93). From 1997 to 2004, Secretary Baker served as the personal envoy to the United Nations Secretary-General in seeking a political solution to the conflict over Western Sahara. In 2003, he was appointed Special Presidential Envoy on the issue of Iraqi debt. Secretary Baker is currently a senior partner at Baker Botts LLP. Retired Admiral Skip Bowman , former Director of Naval Nuclear Propulsion, is president of the Nuclear Energy Institute. Admiral Bowman was responsible for the operation of more than 100 nuclear reactors aboard Navy aircraft carriers and submarines and for U.S. Navy nuclear training and research facilities. Senator Slade Gorton is a former United States Senator and member of the 9/11 Commission. Senator Gorton served in the United States Air Force and Air Force Reserves, as Attorney General of Washington state, and as a member of the National Commission on Federal Election Reform. He is of counsel at Preston Gates Ellis & Rouvelas Meeds LLP. Mr. Dennis Hendershot is a chemical engineer who has more than 30 years of experience in chemical process research and development, plant design and operation, and process safety. He chairs the Inherently Safer Process Subcommittee of the American Institute of Chemical Engineers Center for Process Safety. Dr. Nancy Leveson is Professor of Aeronautics and Astronautics and Professor of Engineering Systems at the Massachusetts Institute of Technology (M.I.T.). Dr. Leveson s research focuses on accident investigation and modeling, addressing both the social and the technical factors that cause accidents. Ms. Sharon Priest is the first woman elected as Arkansas Secretary of State, and former president of the National Association for Secretaries of State. She is the executive director of the Downtown Partnership, a non-profit organization devoted to developing downtown Little Rock, Arkansas. She serves on the board of directors of the Federal Reserve Bank of St. Louis, Little Rock Branch, and served as a member of the National Commission on Federal Election Reform. Dr. Isadore Irv Rosenthal is a former board member of the U.S. Chemical Safety and Hazard Investigation Board and a senior research fellow at the Wharton Risk Management and Decision Processes Center where he is conducting research on low probability - high consequence chemical process accidents. Dr. Paul V. Tebo is a retired Dupont vice president who led the company s global petrochemical business and also oversaw the company s highly respected safety program, considered by many to be the industry gold standard. Dr. Douglas Wiegmann is a senior associate consultant and clinical research scholar within the Division of Cardiovascular Surgery at Mayo Clinic in Rochester, MN. He is an expert in the field of human factor analysis in accident investigations and is a former investigator for the National Transportation Safety Board. Mr. Duane Wilson is retired vice president, Refining, Marketing, Supply & Transportation-Fuels Technology for ConocoPhillips. He currently serves on the University of Tulsa Board of Trustees. BP will also appoint a member of the United Steel, Paper, Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers Union (USW) to the panel. Notes to Editors BP has accepted responsibility for the March 23rd explosion and for the management failures and employee mistakes which contributed to or caused the explosion. The company has set aside $700 million to compensate victims of the explosion and has worked to resolve claims arising from the incident. Settlements have been achieved with the families of most of the workers who died and with many workers who suffered serious injuries. BP has entered a settlement with the U.S. Occupational Safety and Health Administration resolving more than 300 separate alleged violations of OSHA safety regulations. BP paid a fine of $21.3 million. The company agreed to a number of corrective actions, including the hiring and placement of process safety and organizational experts at the refinery. Under the agreement, BP does not admit the alleged violations or agree with the way OSHA has characterized them. BP continues to cooperate with the U.S. Chemical Safety and Hazard Investigation Board, the U.S. Environmental Protection Agency and the Texas Commission on Environmental Quality regarding the Texas City explosion and related concerns. BP will issue a final incident investigation report in November. Completion of the report has been delayed because it has taken longer than expected to complete testing of key equipment due to Hurricane Rita and additional time required to identify and select testing contractors. BP published an interim report May 17 which identifies the immediate causes of the incident. The Texas City refinery is one of five refineries owned and operated by BP Products North America Inc. It is BP s largest and most complex refinery with a rated capacity of 460,000 barrels per day and an ability to produce up to 11 million gallons of gasoline per day. Hebe-1 is the ninth successful discovery BP has drilled in Block 31, following Plut o, Saturno, Marte, Venus, Palas, Ceres, Juno and Astraea. The well is located 16 kilometres Southwest of the Ceres discovery announced earlier in the year. Hebe-1 was drilled by the Jack Ryan drillship, in a water depth of 2,008 metres, some 361 kilometres north-west of Luanda, and reached a total depth of 4,823 metres below sea level. The well was tested at a maximum rate of 5,956 barrels of oil a day (b/d) through a 2 inch choke. BP is currently evaluating development concepts in the south-eastern region of the block. Sonangol is the concessionaire of Block 31. BP as operator holds 26.67 per cent. Partners in Block 31 are Esso Exploration and Production Angola (Block 31) Limited (25 per cent), Sonangol E.P. (20 per cent), Statoil Angola A.S. (13.33 per cent), Marathon International Petroleum Angola Block 31 Limited (10 per cent) and TEPA (BLOCK 31), LIMITED, (a subsidiary of the Total Group) with 5 per cent. During the 1990s, BP made very substantial investments in Angola s offshore oil and it is now an important part of the company s upstream portfolio. BP has interests in four blocks with operatorship of two. Operatorship of Block 31 was awarded to BP Exploration (Angola) Limited in May 1999. The Block covers an area of 5,349 square kilometres and lies in water depths of between 1,500 and 2,500 metres. BP also operates Block 18, in which it has a 50% equity. TunisieTelecom, the public Tunisian telecommunications operator, will build four telecommunication repeater stations powered solely by photovoltaic solar power in the open desert. In this very remote area of the Great Southern Desert, which is still not connected to the electricity grid and where the climatic conditions are extreme (temperatures in excess of 50 C or 122 F, sand storms, etc.), the choice of solar power was obvious. Apex-BP Solar was selected by the Tunisian operator for its experience in remote sites and for its ability to complete this turnkey project, which includes the supply, installation, commission and training for solar power centres, including the photovoltaic array and the air-conditioned shelter to house the electronic equipment. All local telecommunications services such as civil engineering, commissioning and training will be provided by TELEMAGH, Apex-BP Solar's partner in Tunisia. This project includes system installation with peak power ranging between 9 kWp and 31 kWp for a total installed capacity of 71 kWp. The contract as a whole amounts to a sum of 570,000, or roughly $680,000. Following this announcement, C dric Dupuy, Sales Director of Apex-BP Solar and Director of BP Solar Maroc, stated "this project is proof of the technical and commercial excellence of Apex-BP Solar, which has met the requirements of the historical Tunisian operator's specifications, demonstrating once again its know-how and ability to innovate". Khaled Fourati, Managing Director of TELMAGH affirmed that "this project once again demonstrates TELMAGH s ability to reposition itself in advanced fields, whether closely or remotely concerned with that of telecommunications and always in association with internationally renown partners who are leaders in their field. This strategy remains unchanged today. We have one of the best exploration records in the industry. While industry average 'wildcat' exploration has a one in four success rate, we have achieved seven out of ten in the last several years. In the last six years, we have participated in more giant field discoveries than any of our major competitors. We are making a significant change in the scale of our business. Having achieved leadership positions in Alaska, the North Sea and in North American gas production, we are now developing new fields in the deep water of the Gulf of Mexico, in Angola, in Azerbaijan, in Trinidad, and in the liquefied natural gas business in Asia Pacific. We are also making an investment of over $6bn in Russia through our joint venture company TNK-BP, covering oil and gas fields, refineries and service stations. Over the next five years, more than 50% of the entire capital allocated for investment into upstream is intended to go into the five new profit centres referred to above, and they are expected to begin to contribute significant annual improvements in earnings and free cash flow starting in 2004. In addition to building these new profit centres, we also strive to maximise productivity in our existing upstream profit centres, the most notable of which are the North Sea, Alaska and North American gas. Productivity is optimised by maximising the economic recovery of barrels from these assets and by pursuing a best-in-class operating cost structure. At present our shipping fleet is undergoing a multi-billion dollar renewal and expansion programme We have direct or indirect interests in several major crude oil and natural gas transportation systems. The main existing crude lines are the Trans Alaska Pipeline System (TAPS) in the USA, which transported an average million barrels of oil a day in 2002, and the Forties Pipelines System (FPS) in the UK sector of the North Sea where average throughput in 2002 was 820 thousand barrels a day. One of the main natural gas pipelines we operate and have a 29.5% interest in is the Central Area Transmission System (CATS) a 400-kilometre natural gas pipeline system in the central UK sector of the North Sea, which in 2002 transported 1.7 billion cubic feet of gas a day to Teesside in North East England. We also operate and have a 66% interest in the Destin Pipeline in the Gulf of Mexico, capable of transporting 1.2 billion cubic feet of gas a day. We have a 30.1% stake, in the Baku-Tbilisi-Ceyhan (BTC) oil pipeline currently under construction, operating the project on behalf of the Azerbaijan International Operating Company (AIOC). AIOC also operates the Western Export Route Pipeline between Azerbaijan, the Black Sea coast of Georgia and the Azeri leg of the Northern Export Route Pipeline between Azerbaijan and Russia. We have interests in several other pipelines in the US and UK. In the Gulf of Mexico we are constructing the deepest water pipeline system ever built, the Mardi Gras pipeline system, lying in more than 7,000 feet of water with over 450 miles of pipeline. The system includes five pipelines sized to transport a total of 1.0 million barrels of crude oil per day and 1.7 billion cubic feet per day. BP has an overall 65.4% ownership interest and is the Operator. In terms of shipping, our fleet is going through a multi-billion dollar renewal and expansion programme, with 11 new tankers delivered in the last year and another 30 plus ships on order. They include refineries, petrol stations, lubricants and business marketing In recent years, rapid growth has led to a larger and stronger footprint. We now retail fuel and, in many cases, everyday convenience items, through more than 25,000 petrol stations worldwide. They serve nearly 13 million customers each day through a collection of powerful brands, including Arco, Castrol, Amoco, Aral and BP. We use the BP and Amoco brand names in the USA east of the Rocky Mountains and ARCO to the west. We have kept the Aral name for use in Germany. In Europe, we are the second largest fuels' retailer overall, and the largest fuels' retailer in Germany - the biggest market. We have over 2,700 outlets in Germany today, mostly branded Aral, and this gives us a gasoline market segment share of about 22%. We are also number one or two, in most of our other European markets. We are the largest automotive lubricants marketer across Europe with a 17% market segment share, and again the largest player in Germany. In North America, we are the second largest fuels' marketer, with its Amoco Ultimate gasoline providing the highest premium grade ratio. We are developing our retail presence in China with partners Petrochina and Sinopec. They have established 324 petrol stations so far, with a plan to reach 500 by the end of 2003, and more than 1,400 by the end of 2007. The group is developing retail sites with large convenience stores that include a caf and bakery, and which offer freshly prepared foods. Retail shop sales at $5bn are only 2-3% of group turnover but carry a higher margin than petrol retailing and are growing. In Refining, our key objective is to operate safely an advantaged refining system more profitably than those of our competitors. We own, wholly or in part, 24 refineries: our share of processing capacity is 3.5 million barrels a day. Of these 24 refineries, 5 are in the USA, with 1.5 million barrels a day; 13 are in Europe, with 1.5 million barrels a day; and 6 are in other parts of the world with 0.5 million barrels a day. In addition and through our new joint venture with TNK, we have access to 5 Russian refineries. Air BP is one of the world's leading suppliers of fuel and fuel-related services to the aviation industry, with more than 10% of the market. It sells around 0.5 million barrels a day of aviation fuel in 90 countries. Sales grew by over 40% in the four years to 2002, much faster than the market. Castrol is the market and technical leader for automotive lubricants for the retail consumer and for specialised industrial lubricants. Castrol is also the market leader in marine lubricants and among the leaders for aviation and commercial vehicles. Castrol is currently the third largest marketer of lubricants overall but is gaining market share. We manufacture and market lubricant products and supply business customers and end-consumers in over 60 countries directly, and in the rest of the world through local distributors. Our business is concentrated on the sectors of automotive lubricants, especially in the consumer sector, but we also have a strong presence in business markets such as commercial vehicle fleets, marine and specialized industrial segments. We aim to achieve growth by further focusing our resources and capabilities on selected market spaces. Customer focus, distinctive brands and superior technology remain the cornerstones of our long-term strategy. We market lubricants through the two major brands of Castrol and BP, and several secondary brands including Duckhams and Veedol. The Veba acquisition strengthened our lubricants position in Germany and in Central Europe with the addition of the Aral brand to the BP Lubricants portfolio. In the consumer markets, we supply lubricants, other products and related business services to intermediate customers such as retailers and workshops (who in turn serve end-consumers including owners of cars, motorcycles and leisure craft) in the mature markets of Western Europe and North America and also in the fast growing markets of the developing world, such as Russia, China, India, Middle East, South America and Africa. The Castrol brand is recognized worldwide and we believe it provides us with a significant competitive advantage. In the commercial vehicle and general industrial markets, we supply lubricants and lubricant-related services to the transportation industry and to automotive manufacturers. Aromatics and acetyls Our aromatics and acetyls businesses have recently joined our Refining and Marketing business segment. BP has leading proprietary technology in these areas and benefits from strong positions in the growing Asian markets. Acetyls products are largely used as chemical intermediates in the production of derivative products. They are used in multitude of everyday consumer goods. BP is one of the leading free market supplier of acetyls products. Our other aromatics chemicals are essential raw materials for our aromatics chemical purified terephthalic acid (PTA). Our activities include shipping and trading of liquefied natural gas (LNG), and funding and building gas import terminals Our gas business markets gas, power and natural gas liquids (NGL) products. It finds markets for the large gas resources that we have in Alaska, Indonesia, Trinidad and other areas and develops the means to deliver gas to access these markets. The business also adds value to other Group businesses by integrated marketing and trading of energy and energy solutions and the development of high efficiency cogeneration plant to support Group manufacturing and processing facilities. Our markets are growing faster than most other parts of the energy business. Natural gas is growing at about 3% per annum - clear evidence of the continuing shift towards lower carbon fuels. New technology is helping natural gas to continue its penetration of the power sector, which will account for more than half of demand growth. LNG is set to enjoy particularly strong volume growth, forecast to be as much as 10% per annum. NGLs are growing at some 4%, reflecting
