ASP’s origins date back to 1875 with the establishment of McIlwraith McEacharn, also known as the Scottish Line. For 90 Years the company traded successfully between Europe and Australia until in 1964 McIlwraith McEacharn joined with Adelaide Steamships to create the 3 rd Party Ship Management entity called Associated Steamships Pty Ltd. In 1991 Associated Steamships, now owned by Cyprus Coal Ltd was merged with the ship management arm of ANL Ltd to create ASP Ship Management, with ANL holding the major shareholding of 60%. In 1997, ASP Ship Management was acquired by the Pan Gulf Group as part of a global expansion of its ship management business and that business was subsequently spun off as an independent entity. The new group adopted the ASP acronym from its Australian subsidiary to become the ASP Ship Management Group and used it as a new identity without losing that of the regional fleet offices. The name change brings the Glasgow office in line with other ASP Group companies, being 100 per cent owned by the ASP Ship Management Group. With this change, new organisational structures in line with the ISM code have been introduced and a programme has begun to implement the Group s Quality Management System in the Glasgow office with the aim of achieving world class standards of quality and safety onboard the managed vessels. ISO 9001 and 14001 accreditation is a target before the end of 2005. With the introduction of latest technology systems such as STAR and Axapta, this will differentiate ASP from other ship managers, raising the ASP profile and reputation in Europe. ASP Europe CEO Matt Dunlop advises that while business expansion is intended, this is not the Group s main priority. The emphasis is on keeping our existing clients content and giving them the service they expect he told ASPects. Staff of ASP s Western Australian office went to sea last month on the Australian naval supply vessel HMAS Westralia, for which the office provides logistical support, making it the only office in the ASP Group worldwide to provide services to a naval vessel. The day s cruise for families and friends took the ship out into the Indian Ocean, where entertainment and displays included small arms marksmanship and a fly-past of Royal Australian Hawk aircraft. (see story, Page 5). 02 Instant communications are vital to most corporate organizations these days, and nowhere more so than in the international ship management industry. The latest development in the ASP communications network serving the needs of the Group, our staff and our customers is the updated ASP website, discussed in detail on Page 3. This allows worldwide interfacing for the Group s operational communications. It also provides protected access for customers to examine the status of their vessels under ASP management. You will note that the website has been completely redesigned, incorporating the distinctive lighthouse logo and providing comprehensive links to all areas of interest to our customers, our staff and our other associates. The site will be constantly monitored, providing updates and other initiatives towards continuous improvement of communications, and the promotion of the Group s services. Another interesting development has been the appointment of Jean Keraudren, CEO of CMS Crew Management Services as a ship owner s negotiator at the International Bargaining Forum (IBF), the body at which worldwide shipowner associations jointly conduct negotiations with the International Transport Federation (ITF) on terms of employment for seafarers. This appointment further consolidates the ability of CMS to provide its customers with maximum value in the crewing of their vessels. The expansion of Mariner Travel following the acquisition of World Travel opens up increased opportunities for new services to customers as well as strengthening the core business of providing transport for crew management. Our new offices in Mumbai are basically a response to the increasing importance of the Indian Sub-continent on the world economic stage and the burgeoning development of the country s maritime industry. We look forward to substantially increasing our business in this region. The new site better reflects the modern and dynamic image associated with both ASP and the ship management industry. It opens up new levels of service to our clients, provides more efficient internal corporate information, and creates a potent marketing and public relations tool for the Group. Requirements and ideas were sourced from throughout the ASP Group, from listening to client requirements and benchmarking against industry peers. Client Extranet ASP has recently invested a lot of time and money in implementing the world s leading Business Systems software products. One of the major benefits to clients of this investment is the quality and variety of reports that can now be provided in a timely manner. The client extranet allows these reports to be uploaded and be immediately available on www.aspships.com for access via their own unique secure logon. Whenever an ASP employee uploads a new report to their site, an alert email is automatically sent to the client. ASP produce a wide range of client specific financial and operational reports automatically generated from the Star and Axapta Business Systems. Drill-down financial reports have also been developed, allowing clients to start at a summary level and navigate through to transactional details via the website. 03 SHIP MANAGEMENT The client extranet function has replaced email and the old snail mail methods of delivery for many clients and is also very useful for recipients who are out of the office but need access to their reports. Some clients also have read-only access to their data in the ASP Business Systems via the website providing this level of transparency is very important in a client relationship. Staff Intranet A company s intranet should be used as a corporate information tool and be a focal point for information sharing and education. All ASP s internal systems and listings are available on the intranet to ASP employees e.g. QA System, Ship Management Database, IT Change Request Logs, Phone Directory etc. even the Australian Rules Football Tipping software is available on-line. The intranet also has functionality for discussion forums, document sharing and version control. As the usage of the intranet becomes more engrained in ASP s culture it will be used more and more to bring people together internally it will become the main information repository of the company. New websites for CMS Crew Management Services and Mariner Travel will also shortly be unveiled. Reflecting a modern and dynamic image. Star Fleet Management System Fleet Perspective The Star IPS Planned Maintenance System and its associated modules, first installed on an ASPSM managed vessel in June 2003, is now providing a universal, uniform and structured approach to both shipboard and shore-based operational requirements. On ASP vessels, the flexibility of the Star IPS system has proved invaluable in the structure of operating methods to meet the demands for ships of widely varying types and functions. One of the first conventions introduced was to establish uniform numbering and naming protocols, and a database of work instructions to ensure minimum operational standards based on International Safety Management and industry requirements. Access grants for each of the various users of the system have been structured to meet the stringent requirements of classification societies and ASP s own company standards of security and accountability. Maintenance schedules, work instructions and reporting functions across the Star IPS fleet are now of one standard, and any maintenance or operational issues raised by management, ASPSM Marine Standards or statutory authorities can be quickly addressed across the fleet. The capacity of Star to centralize documentation and process controls, and its ability to replicate data between ship and office has enabled shipboard users to obtain progressive analysis of operating documents, data and processes. When reporting, and investigating accidents and near misses, it is important to establish a closed-loop reporting model. Usually there are several levels of management involved in these incidents, and access to records and clear avenues of communication between all parties is important. Document control and accountability at all managerial levels to ensure satisfactory closure is essential. The Star IPS Event module centralizes these processes and permits ready and immediate access to information and progress status. Deficiencies or observations issued by port state authorities, SIRE inspections or any of our industry s normal operating audit processes can now be centralized and the process managed in the Star IPS Event module. Report functions, mapped to information in the supporting database tables, can be constructed to meet the demands of the vessel and client. New features such as guarantee claim documents for new buildings are being introduced, and development of a Dry Dock Specification form is in progress by the software designers. ASP now have a Star training centre in the ASP Mumbai office, ensuring that ASP crew will regularly receive the highest standard of Star IPS training. Star Fleet Management System - Shore management With many ASP vessels now fitted with Star, the managing office server automatically receives data from each vessel daily regardless of location. Office and vessel systems are updated in both directions ensuring maximum co-ordination. The regular update of maintenance, safety and purchasing data from the vessel provides the Ship Manager with real-time monitoring of the vessel s condition leading to efficiency in the operation of the vessel. The use of Crystal Reports provides a single point of data entry while allowing ASP to produce client-specific operational reports on any data in the system and securely publish these to the client s section on the extranet. Some clients also have direct access to their vessel in Star IPS to enable them to monitor vessel condition. Axapta System The Axapta accounting system has now been installed in ASP offices in Australia, Europe and Asia. The flexibility and depth of function of Axapta has allowed ASP to design and modify the system to increase efficiency gains and meet the requirements of a diverse number of clients as well as covering the business needs of the Group s broad range of operations. ASP will continue to strive to ensure they have the best business systems in the industry by responding to client requirements and by regular internal assessment. ASP audit its systems and processes continually to keep them aligned to client initiatives. 04 SHIP MANAGEMENT Garry Linney - IT Projects Manager ASP staff spend a day at sea with the Navy A rare opportunity for family and friends to spend a day on board the Royal Australian Navy tanker HMAS Westralia turned into a day to be remembered for staff from ASP s Rockingham office in Western Australia. ASP Ship Management, which supplies logistics support for Westralia, were represented by Colleen Gibbons and Natalie Pausin and the Navy s System Program Office (ASP s client) was represented by Muriel Davies. With Westralia ready to deploy for operational duties which would take her away from her base port for more than six months, a special day at sea was arranged for friends and families. It was an early start for some to be onboard in time for the ship to leave at 0800 hrs, sail up the channel in Cockburn Sound and venture out into the Indian Ocean past Rottnest Island. Ship s staff put on a day of displays and entertainment starting with the launching of their rigid inflatable Seaboat which is used for sea rescue and deployment of boarding parties and the excitement continued with a fire fighting exercise. A small arms firing display was an opportunity for the ship to demonstrate their skills with machine guns. Spectators were supplied with ear plugs and rocket flares were fired off as targets to give the Navy something to shoot at. Later, two Royal Australian Air Force Hawks flew low over the ship and capped off the excitement with some aerobatics. It was an opportunity to be at sea on a ship which the three administrators spend all of their time looking after but so rarely get to see and experience it in this way. ASP conveys a very special thanks to the Commanding Officer, Commander Peter Stafford RAN and the ship s company who were such excellent hosts. Among the passengers on the Westralia s family day were, from left: Muriel Davies, Colleen Gibbons and Natalie Pausin from the ASP office. Unique naval contract held in Western Australia ASP Rockingham W.A. is the only office in the ASP Group worldwide to have a naval vessel under its care. The office at Rockingham was established in 2002 after ASP Ship Management competed for and won a four-year contract with the Department of Defence Amphibious and Afloat Support System Program Office (AASSPO) to provide maintenance and logistics support to the RAN auxiliary oiler HMAS Westralia. Her role is to refuel warships at sea using a uniquely naval operation called Replenishment At Sea (RAS). Westralia was built to Lloyds Rules at Cammell Laird s yard in Birkenhead UK in the late 70s. She started life as the Hudson Cavalier and was soon taken up by the UK s Royal Fleet Auxiliary as RFA Appleleaf and saw active service in the Falklands War. In 1989 she was chartered to the Royal Australian Navy and soon after was purchased and fully transferred to Australian duties. She continues to be maintained under Lloyds Classification Society rules. ASP, as logistics support contractor, manages the maintenance of all ship and marine engineering aspects of the vessel, developing technical specifications for planned and corrective maintenance and the procurement of services, spares and replacement equipment. This variety of ship management is very similar to ASP s 05 SHIP MANAGEMENT core seagoing business and its ship managing experience is able to add significant value to AASSPO s naval operations. ASP Ship Management contracted for, implemented and delivered HMAS Westralia s intermediate docking at FORGAC s Cairnscross in 2004. This was a highly successful operation using standard commercial to commercial contracting for a standard docking. Since then, ASP has conducted periods of maintenance in Fleet Base West, Garden Island, Rockingham and in Darwin. Westralia is now recording excellent levels of reliability. By far the most significant issue for HMAS Westralia is her age and the Navy has already purchased her replacement, currently trading as the Delos, built at Hyundai s Mipo yard in Korea. To be renamed HMAS Sirius she will commence operations later this year. Cover story HMAS Westralia undergoing propeller repairs. Three dockings keep ASP team busy in Singapore Fitting new engine timing chains to the tankers Juniper and Jasmine as well as carrying out extensive maintenance and repair work on the Scottish Wizard kept ASP Australia managers and superindendents busy between April and June at the Sembawang Dockyard in Singapore. Superindendent Ron Scott reported that, although the work on the Juniper and Jasmine was largely routine, both being comparatively new vessels, it was planned to replace the timing chains on the ships main engines. In each case, the timing chains were removed from the main engine, and the old crankshaft chain wheel removed by gouging, then splitting the wheel with hydraulic jacks. The chain tightener wheel was also replaced. The second moment compensators were dismantled to replace their chain wheels, and new timing chains were fitted. Sea trials were conducted for a period of six hours, and after two hours running at normal service speed (118 RPM) the chain drive was inspected and no abnormalities were observed. The Juniper was docked on May 1 and the work was completed on May 18. The Jasmine entered dry dock on May 20, and left on June 10. Major works on the Scottish Wizard (pictured below right) were the complete renewal of the exhaust gas boiler and repairs to the shaft alternators. The ship was also completely repainted. Sea trials and subsequent running under load back to Australia indicated the machinery was operating as designed. Scottish Bard was scheduled for docking at Sembawang in September. Shipping Manager Retires from QAL Queensland Alumina Limited (QAL) Shipping Manager Bill Robson is retiring after 29 years of service with the company. He has been a close and valued contact for ASP in the management of the four coal-fired vessels on the QAL bauxite trade. Although Bill has officially retired from QAL, he has agreed to provide his services to the refinery on a parttime consultancy basis for the next three years. A true friend of ASP Australia for more than a decade, Bill s passion and Bill Robson (pictured right), retiring Shipping Manager, QAL. enthusiasm for the job at hand will be sorely missed by shorebased and seagoing staff alike. We wish Bill and his wife, Helen, every success as they enter this new phase of semiretirement. Main timing chains (above) were replaced on the Jasmine and the Juniper . 06 SHIP MANAGEMENT Australia to manage bunker barge ASP Australia, in conjunction with the Singapore-based Hong Lan company, has taken over technical management of the bunker barge Amorena, operating in Sydney for Shell Australia. ASP Australia CEO Bob Bird told ASPects that Hong Lan, a highlyregarded bunker barge owner and operator and ASP had jointly successfully tendered for provision of bunker barge services to Shell, with ASP taking over all technical and crew requirements. ASP has also been in discussion with Shell about the management of a new 4000dwt bunker barge to replace the aging Amorena in mid-2006. First vessel for ASP Hamburg ASP s new office in Germany, which opened in Hamburg in June, will take over its first vessel on September 21. The vessel, a new building, Maersk Nagoya, (pictured right), has a capacity of 2500teu. She was launched at Volkswerft Shipyard, in Stralsund, Germany, on August 12. The ship is on charter from her German owners to Maersk Sealand and is expected to trade to United States, Australian and New Zealand ports. The 33,110dwt vessel is equipped with an 8L70MC-C engine which has one cylinder more than the normal 2500teu Class vessel from Volksweft, and is built with 4 generator sets instead of 3 to serve 550teu reefers. Reefers below deck will be water-cooled. She will have cranes each with a SWL of 45 tonnes at a 23 metre outlay. Volkswerft Stralsund (the People s Yard, Stralsund ) is in the former DDR (East Germany), and now belongs to the AP Moller-Maersk Group. ASP Hamburg Managing Director Allan Nielsen said the contract for the management of the Maersk Nagoya was an historic landmark for the new German office, and is expected to be the first of several vessels scheduled to come under management by the end of 2005, and there were other projects under negotiation. Accurate navigation in Pacific rescue Some good navigation avoided a night-time rescue of a drifting boat by the 1025dwt chemical/oil tanker Grete Theresa in the Wallis and Futuna Islands north of Fiji on July 7. The Grete Theresa had berthed at Port Leava, Futuna Is the same day after her first cargo-carrying passage since changing from the Danish to the Singapore flag and coming under ASP management on June 20, 2005. Before departure from port the local police asked the Master, Captain Timoci Tamani, to keep a lookout for the Vicky 2, a small outboard-powered boat which had been reported overdue on a 135-nautical mile voyage from Wallis Island to Futuna. The Grete Theresa departed Port Leava at 1415hrs in a freshening southeasterly and at 1645 hrs the Master received an email from the Governor of Wallis and Futuna Office requesting the ship to rescue the Vicky 2, which at 1357 hrs was reported near 14 deg 00.43 South and 177 deg 50.98 West. The Master and Second Officer Samoa Taulaga plotted the distress position and noted that it was bearing 066 deg from the vessel at only seven miles range. Ship Manager Tim Wong at the ASP Fiji office was immediately informed of the situation under Ships Emergency Procedures and of the ships intention to deviate from its voyage plan to rescue the Vicky 2. A second update on the distress position enabled the officers of the Grete Theresa to calculate the direction and rate of drift of the disabled boat. The ship s course was altered to put the vessel on a heading towards the calculated distress position. The Vicky 2 was sighted at 1720 hrs, almost dead ahead, fine on the port bow. The officers were elated at the accuracy of their calculation and preparations were soon under way to pick up the boat and its occupants. Darkness was already setting in and relief was felt by all crew at avoiding the prospect of a night-time search. At 1745hrs the Grete Theresa manoeuvred itself cautiously closer to the Vicky 2 and at 1755 hrs the boat was safe alongside. The rescued occupants, Tauvale and Maizem Emanuel, with their customary Pacific Island smiles, were excitedly gesturing their gratitude in French. The Grete Theresa slowly steamed back to Futuna with the Vicky 2 in tow, before resuming passage for Wallis Island where she moored for discharge at 1831hrs on July 8. ASP s offices in Mumbai have moved to new premises to accommodate expanding business, both for ASP Ship Management India and CMS Crew Management Services. ASP Ship Management India Managing Director Jayantha Halangode and CMS Crew Management Services General Manager Captain Vincent Pereira officially opened the new offices at a ceremony on July 18th. The ceremony followed the Hindu tradition of having a pooja for the respective offices, placing offerings at the office entrances to ensure good fortune. ASPSM and CMS now occupy adjoining offices, each of about 2500 square feet, on the seventh floor of Building 5, Solitaire Corporate Park, Chakala, Andheri (East), Mumbai. A total of seventeen staff members are currently accommodated in the two offices. The new Mumbai office is currently installing the STAR IPS/CPS system on all their managed vessels. The STAR project engineers, Atul Kumal Singh and Sameer Kokaje, will also be assisting with the installation of the STAR IPS/CPS system throughout the Group fleet. ASP Group Managing Director John Bowering said the move to the new office was made in response to increasing business development and opportunities in the maritime industry of the sub-continent. 09 SHIP MANAGEMENT Modern building in Mumbai houses new offices for ASP India and CMS. Warning on use of electronic charts Shipowners and their officers are increasingly confused by the proliferation of electronic charts which, if not produced by an authorised hydrographic office, could be inaccurate and lead to costly and indefensible accidents when used as the primary system of navigation. The warning comes in the latest issue of North of England P&I club s loss-prevention newsletter Signals. The only electronic charts that should be used as the primary system of navigation are official Electronic Navigational Charts or ENCs, which are provided and continually updated by government-authorised hydrographic offices, says Tony Baker, head of the A rated club s risk-management department. North of England says there is no guarantee that non-official electronic charts are up-to-date or accurate. They do not comply with SOLAS chapter V requirements or IMO resolution A.871(19) and, as such, a vessel s ability to defend claims or limit liabilities may be compromised, says Baker. The 54 million GT club is reminding its members that ENCs should only be used as part of a SOLAS-specified Electronic Chart Display and Information System or ECDIS. A backup system is also required, which subject to flag-state rules could be an independently powered, duplicate system or an appropriate folio of up-todate, fully corrected paper charts. Use of non-official electronic charts on an ECDIS downgrades it to a generic electronic chart system that can only be used as a navigational aid, says the club. ENCs are comprehensive vector charts specified by the International Hydrographic Organization and store information in a database format, which allows it to be selectively displayed and queried. North of England points out that world-wide coverage of ENCs is far from complete, in which case shipowners can use official Raster Navigational Charts or RNCs to fill in the gaps though this may also be subject to flag-state approval. RNCs are simply electronic versions of official hydrographic-office paper charts and can also be updated automatically, says Baker. However, if they are being used for navigation, they must be used in conjunction with an appropriate fully up-to-date set of paper charts. Anti-piracy union Thailand is supporting Singapore to be the regional hub for combating piracy in the Malacca Strait. The Bangkok Post has reported that Singapore sought Thailand s backing to become a centre for sharing information and training to tackle increasing problems in the world s busiest commercial sea lane during talks between their foreign ministers in Singapore. Foreign Minister Kantathi Suphamongkhon had offered Thailand s support. Many countries have become increasingly concerned about piracy in the strait, through which one-third of global shipping trade and about half of the world s oil cargo pass. Mr Kantathi suggested that the issue of maritime security in the Malacca Strait bounded by Thailand, Singapore, Malaysia and Indonesia, should also be opened to other countries. The countries have agreed to coordinate efforts to guard shipping against piracy but rejected assistance from outsiders, including the United States, who expressed an interest in helping patrol the strait. Thailand would only play a supportive role, while the main role of patrolling the strait would still be left to Singapore, Malaysia and Indonesia, Mr Sihasak said. Other countries like the US could give support in terms of financial and technical assistance. Mr Kantathi and Singapore Foreign Minister George Yeo also agreed on September 1 and 2 as the date for the summit between the two leaders in Chiang Mai. Product tanker for ASP Scandinavia ASP Scandinavia in Mariehamn Finland, has opened up management in the tanker trade with the product tanker Baltic Claire. Mariehamn also has firm orders for management of another six 3400dwt product tankers and two 4450dwt chemical tankers. The Baltic Claire was taken under management in Tallin, Estonia in August, when the vessel also changed her flag and her name from Matvik. The 5245grt vessel is under charter to GT Trading, Helsinki, Finland and will trade to Baltic and European ports with fuel oil. 10 SHIP MANAGEMENT World Watch 11 SHIP MANAGEMENT Asian Gypsy Moth a destructive pest that travels by sea The most common vehicle for the spread of one of the world s worst invasive and destructive pests, the Asian Gypsy Moth (AGM), is international shipping, and many vulnerable countries have strict regulations to prevent infestation by sea. Most stringent are the very detailed rules and procedures imposed by the United States, Canada, Australia, and New Zealand, specifically aimed at prevention of Gypsy Moth infestation. The moth is indigenous to China and the Russian Far East, but has since become established in Japan and Korea. At present, the various restrictions focus on Russian Far Eastern ports south of 60deg latitude, but it is expected that this may alter. A bulletin from BIMCO, the world s largest shipping industry association, last year highly recommended (and in some cases necessary) that shipowners/ operators obtain a so-called Certificate of Freedom from Gypsy Moth issued by the State Plant Quarantine Inspection Service of the Russian Federation for vessels trading from those ports. The BIMCO Bulletin states: Such a certificate must state that the ship has been inspected and is free of any life cycle stages of the Asian Gypsy Moth. In order for the certificate to be valid the inspection must be undertaken on the day of departure from the last high risk Russian Far East port visited. Female Gypsy Moths can fly up to 40 kilometres, increasing the likelihood of their spread and distribution. Furthermore, as the female moth is attracted by light, it may lay egg masses on surfaces of ships exposed to night lights. However, if a ship is lit with shore-based floodlights, egg masses could be found in all locations. The Gypsy Moth larvae feed and hatch on a wide variety of trees in many countries and can completely defoliate whole plantations. Gypsy Moths have a tremendous capacity to increase in numbers and feed on a wide range of trees and shrubs. Populations can rapidly build to large infestations causing widespread defoliation, weakening or sometimes killing trees. Defoliated forests are susceptible to disease, fire, erosion, and may provide a poor habitat for other forms of plant and animal life. Newly infested states are subject to restrictive quarantines to prevent further spread of the insect. When numerous, Gypsy Moth caterpillars can become a nuisance by crawling over such objects as buildings, vehicles, roads, and lawn furniture. Some people suffer allergic reactions when they contact hairs from the caterpillar. Asian Gypsy Moth is not known to occur in the United States, but its introduction into the US would pose a major threat to the forest habitats on the North American continent. This is due to the broad range of host plants this insect will feed on and the fact that the female AGM is an active flyer that is capable of flying up to 25 miles (40 K). AGM is native to Asia. When Asian Gypsy Moth is detected in the US, an eradication program is implemented. One significant pathway that has been identified is via ships and cargo from the Far East. PPQ, in cooperation with USDA s Forest Service have an agreement with the Russian government to conduct detection surveys in Far East Russia, Vladivostok, to determine AGM population levels. Analysis of these population levels helps determine the risk, seasonby- season, of introduction via ships and cargo coming from or transiting Far East Russia. In 1991, Asian Gypsy Moth egg masses on a Soviet ship docked in Vancouver, British Columbia, were found to be hatching. Because it was feared that larvae may have blown onshore, steps were taken to detect and identify new Gypsy Moth introductions into northwestern North America. During the summer and fall of 1991, Asian Gypsy Moth adults were found in Portland, Or, and Tacoma, Wa, in the United States, and in Vancouver, BC, in Canada. In 2000, eighteen states reported survey results for AGM. One moth was captured near Portland, Oregon. An eradication program was conducted in 2001 in the area of the capture in Oregon. Extensive trapping will be conducted in 2002 to verify eradication. The Asian Gypsy Moth has a wide host range and is known to feed on foliage of over 600 tree and plant species that are found in commercial forestry, horticulture and amenity plantings and wilderness areas. Examples of trees at risk include: pine, eucalypts, acacia, apples, pears, cherries and oaks. The Office of the Chief Plant Protection Officer (OCPPO) coordinates Australia s surveillance program for AGM. Field monitoring is carried out by the state and territory agencies whose primary responsibilities are agriculture and forestry. Primary areas at risk are ships and shipping containers, so the trapping program is centred in the first ports of call for the pest. AGM is of great concern due to its potential for rapid establishment and spread. It can cause severe damage to trees over a large area, heavy infestations may result in complete defoliation of trees, repeatedly. Defoliation can kill trees directly, or reduce vigour leading to secondary insect infestation or disease infection, also resulting in tree death. As well as having direct economic effects on commercial forestry and horticulture, AGM has the potential to reduce the aesthetic, recreational and biodiversity values of parks, rangelands and wilderness areas. Cooperative Partner for CMS China CMS Crew Management Services has appointed the Guangzhou Huayang Maritime Co Ltd to recruit its seafarers in China, in liaison with the CMS China office in Xiamen. The company, the third largest manning agency in China was chosen for its proven efficiency and integrity, CMS Chief Executive Officer Jean Keraudren said. The agency is also responsible for setting the curriculums and Stolt NYK Australia Management of the 9939dwt chemical tanker Stolt Australia by CMS Crew Management provides an opportunity to train a pool of officers and ratings with specific expertise in operating this type of vessel. Service on the Stolt Australia, the only chemical tanker of her class in Australia enables seafarers to gain marketable skills and add chemical tanker endorsements to their qualifications. 12 CREW MANAGEMENT Ship operators and bunker suppliers challenged by new regulations The necessity for ships to install separate tanks for different grades of fuel oil and for crews having to be constantly aware of which grade the engines are burning is imminent. On May 19, 2005 Marpol Annex VI which sets global caps on the sulphur content of bunker oil came into force after ratification by the necessary 15 states which control more than 50 per cent of the world s shipping, and calls on IMO to monitor the worldwide sulphur content of fuel. Annex VI not only provides that fuel oil should not contain more than 4.5 per cent of sulphur, but also sets out special more stringently controlled Sulphur Emissions Control Areas (SECA) where sulphur content of fuel oil must not exceed 1.5 per cent. The Baltic Sea is already designated as a SECA and a similar designation for the North Sea, including parts of the English Channel, is expected to be adopted in mid-2005. In such areas, sulphur content of fuel must not exceed 1.5 per cent, or alternatively, ships must fit an exhaust gas cleaning system to limit sulphur emissions. Bunker suppliers have drawn attention to the fact that the new SECA designations impose special challenges. Multiple grades of bunker fuel will have to be kept both ashore in terminals and on board vessels. The logistical issues of producing, storing and delivering another grade of product will have to be faced and it is not yet known where customers will want the new fuels or how much they will require. Where the low sulphur fuel will be sourced from and which ports will be able to supply it, are other questions that must be answered. A recent article in Shipping World and Shipbuilder from ExxonMobil Marine Fuels, pointed out that bunker suppliers must either invest in desulphurisation and cleaning technology or source more marine fuel from low sulphur crude. Annex VI also prohibits deliberate emissions of ozone-depleting substances, which include halons and chlorofluorocarbons (CFCs). New installations containing ozonedepleting substances are prohibited on all ships, but new installations containimg hydro-chlorofluorocabons (HCFSs) are permitted until January 2020. Annex VI also sets limits on emissions of nitrogen oxides from diesel engines. A manadatory technical code defines how this shall be done. The Annex also prohibits the incineration on board ships of certain products such as contaminated pa
