Kemaman is located on theEast Coast Region of Penisular Malaysia at Latitude 4 18'15.0" N and Longitude 103 28.0'24" E. Major contractors using the base are Esso Production Malaysia Inc,Petronas Carigali, Japan Taiyo operating company, Lasmo Oil, WMC Petroleum,Texaco Exploration Penyu Inc and many other multinational companies. East Wharf East wharf is a general purpose terminal which providessupport facilities to the various industries located within the State'sindustrial zone. The terminal is equipped with specialised handling facilitiessuch as conveyor belt system, pipelines and other automated cargo handlingequipment for both hazardous and non-hazardous, dry and liquid, general, bulkand containerised cargoes. LPG Terminal, Tanjong Sulong LPG Export Terminal at Tanjong Sulong was designed anddeveloped by Petronas, the national oil company for the storage and export ofliquefied petroleum gas products such as propane, butane and pressurised mixedgas. The terminal is connected to two 40 km pipeline transmission system forthe delivery of propane and butane starting from the Gas processing plant inKertih. Approach to various operational areas is through a channelapproximately 3.5 km long and 250 m wide with a depth of 16m. Ship's proceeding to any of the 3 operational areas mayrequire to use the designed anchorages: General Deep Draught Anchorage Petroleum Anchorage Quarantine Anchorage Supply Vessel Anchorage Pilotage is compulsory for all vessels entering and leavingthe port. Pilot boarding ground for deep draft vessels are at KemamanFairway Bouy. For vessels more than 6m draft, the boarding ground is within 1.6km off Beacon No. 1. Tug boats assistance is required for berthing and unberthingwithin the Port's water limits. Channelused for communication with base station at Kemaman are Channel 16, 11, 12 and09. Hose connection for Tandem mooring The tanker is to be equipped with a loading manifold inaccordance with OCIMF standards. It is to have one 16 inch 150 Ansi flangeconnection ready at the port side midship manifold. Floating storage & offloading vessel (FSO) The FSO is a flat (slab) sided barge, fitted with fenders,cranes, mooring hawser and hose for alongside and tandem loading. Its overalllength is 242 meters and the total crude oil capacity is 135,000 kilolitres.The FSO is fitted with a meter and prover system for the measurement of thecrude. A dedicated tug is in close attendance for assisting in theberthing and mooring of the tankers. Tankers between 40,000 to 85,000 dwt, can be accommodatedalongside the FSO's starboard side. In which case a dedicated tug will assistin the berthing operations. Two 12" cargo hoses will be used to transferthe crude from the FSO to the tanker. Tankers of the larger sizes, upto 150,00 dwt can be moored intandem astern of the FSO by means of a hawser secured via a chafe chain to thebow chain stopper of the tanker. Dedicated tug and support vessel will assistin the mooring operation. When moored, crude oil is transferred from the FSO bya single 16" floating hose string to the port midship manifold of thetanker. It is located 1.1 nautical milesnorth of the Malong production platform. It is also connected by pipelines tothe sotong platform thirty kilometres to the north and to the landing platformfifteen kilometres to the northeast. The terminal is named after the adjacent Malong oil field andMASA crude. The cargo exported from this terminal is a blend of Malong, Sotongand Anding crudes, produced by the three production platform. The FPSO is a converted tanker of 95,000 dwt tonnes fittedwith a process plant, water injection, gas compression systems and a largeflare on the foredeck. The flare is only used intermittently. It is equippedwith a mooring hawser and a 16-inch diameter floating hose for crude oil exportoperations. Also in an attendance is a dedicated standby vessel equippedwith fire-fighting and pollution response equipment, as well as a supportvessel for assisting in berthing and mooring of export tankers. The Kerteh Port Marine Control is equipped with a radar basedvessel tracking and traffic management computer system. They will advisevessels when VHF contact has been established. Caution Bewareof the presence of fishing crafts as normally they do now show any lights atnight. The Refinery flare and Gas Plant flare are visible at a greatdistance, but should not be relied upon for position fixing purposes as theymay not be burning at all times. Vessels should give all structures and working vessels a wideberth and not approach closer than 2 miles. Vessels should under no circumstances enter the RestrictedArea without the service of the Mooring Master. The anchorage area is 4 miles square, bounded by Latitude 4 30.0' N and 4 32' N,Longitude 103 32.0' E and 103 34.0'E.Vessels are strictly prohibited to anchor in any position except the designatedAnchorage Area. Working channels are9,18, 21, 69 and 73. Language of the terminal is English. Vessels should prior to arrival prepare Pilot Ladder,Derricks, Bow Arrangements and Reducers. Vessels should approach the anchorage area from the NE-SEquadrant as there are no outlying dangers. Pulau Tenggol, a steep 900 feet highisland is situated 20 miles NE of the terminal area and Bukit Labohan, a 1,200ft high hill just south of the terminal are excellent radar targets easilyidentified. The Kerteh Port Marine Control is equipped with a radar basedvessel tracking and traffic management computer system. They will advisevessels when VHF contact has been established. Caution Bewareof the presence of fishing crafts as normally they do now show any lights atnight. The Refinery flare and Gas Plant flare are visible at a greatdistance, but should not be relied upon for position fixing purposes as theymay not be burning at all times. Vessels should give all structures and working vessels a wideberth and not approach closer than 2 miles. Vessels should under no circumstances enter the RestrictedArea without the service of the Mooring Master. The anchorage area is 4 miles square, bounded by Latitude 4 30.0' N and 4 32' N,Longitude 103 32.0' E and 103 34.0'E.Vessels are strictly prohibited to anchor in any position except the designatedAnchorage Area. Crude and gas pipelines and a telephone cable are laid in thevicinity and are not shown on all charts. During severe weather condition, itis not advisable to anchor as holding ground is poor and vessel should slowlysteam 5 to 10 miles off the coast and remain within VHF radio range. In theevent VHF radio contact cannot be established, Masters are advised not toanchor but keep to seaward of the Anchorage Area and the Restricted Zone.Contact will be made by the Terminal's Support Craft.
