Located at one of the most well known historical cities, EISA St. Petersburg was established in November 1992 to better serve, support and answer inquiries of our customers concerning the shipping requirements. EISA St. Petersburg office is one of the most dynamic agencies in the region with great potential managed by skillful and qualified personnel aiming to satisfy the most demanding customer requirements. Port Information: St. Petersburg port lies on the East part of the Baltic Sea at the gulf of Finland. It is an important commercial port on the islands of the Neva Delta at the head of the Neva Bay. Available facilities/services: Pilotage: Compulsory and available 24 hrs a day. Pilot embarkation/disembarkation occurs at the entrance light buoy (27 nm from port). In adverse weather conditions the pilot boat will lead the vessel to the Kronstadt roads so that the pilot may board the vessel. Pilotage fee may be increased by 25% if vessel carries dangerous cargo. Towage: Compulsory for all vessels with LOA over 170 m and draft over 8.5 m. Towage occurs when navigating in the Morskoi channel from the roads of Lesnoi Mole up to the Neva Gates. Repairs: Most types of repairs are available for vessels up to dwt 10,000. Dry docks can handle up to 36,000 tn and are available at Kanonersky (does not belong to St.Petersburg port). Bunkers: By barge. Provisions: Fresh water (from barge or the pier) and stores are available. Medical facilities: Medical treatment is available 24 hrs a day from various hospitals in the city of St.Petersburg. Loading/Discharging equipment: Over 100 shore cranes, either mobile or stationary are available, along with floating cranes with varying lifting capacities up to 350 tonnes. Fumigation: Available. Repatriation: Crew changes and necessary repatriation can be arranged by the agent. Transportation: Airport 30 Km from port. Railway in St.Petersburg. Fire fighting: Fire fighting tugs are available. Ballast: Ballast discharging is not allowed within port limits and Russian territorial waters. Other facilities: Dirty ballast removal, tank cleaning/washing, oily water removal from bilges, slops removal, surveys. Other information: Water density: 1000 (fresh water). To the NW the boundary stretches along the S side of Morskoy Kanal up to the intersection with Malvy Reyd (Lat 59 58'N, Long 029 48'E). To the SE it stretches along the N side of Morskoy Kanal up to the head of Severnaya Damba. To the NNE it stretches for 2 nm up to light buoy 'Nevski' (Lat 59 56'N, Long 030 07'E). To the east up to Ostrov Vasil'evskiy. Entrance: From the St. Petersburg approach light buoy (Lat 60 deg. 02' N, Long 29 deg. 26'E) and 12 miles along the Kronstadt Ship fairway and the SPB Morskoi channel (length 15 nm max draft 11.0 m path width 80 m). Maximum allowable in these fairways is 10 kt. The radar of St.Petersburg port provides information regarding vessels' navigation during adverse visibility conditions. Special vessels assigned for signalling purposes may show signals regarding traffic control. Anchorage Area: At the entrance light buoy (Lat 60 deg. 02' N, Long 29 deg. 26'E) with a depth of 20-25 m. Sea bottom consists of mud and sand. Tide: Rarely up to 3.5 m during autumn and winter. Usually tidal range is 1 to 1.2 m. Weather: From the end of November till mid April ice forms in St.Petersburg port. At January the port area is completely covered by ice. Navigation is performed with icebreaker assistance. Winds blow mostly from the SW. Restrictions: LOA 260 m, beam 40 m, draft 11.0 m. Dock density: 1000 (fresh water). Weather: Prevailing winds: SW'ly. Restrictions: Inside the port, inner roads and the Morskoi channel max speed 6 kt. The total available quay length is 8.4 km out of which 7.2 km are used for cargo handling operations and the rest (1.2 km) for long term berthing of vessels or for technical operations. Several berths are specialized for different types of cargoes such as liquid or dry bulk cargoes, containers etc. There are also terminals for cruise ships and ro/ro operations. Total quay length of the fishing port is about 700m. 10 cranes are available with maximum lifting capacity of 10 tonnes. Mooring can be performed in the following fashions depending on the pier: Starboard mooring: 1-7, 15-32, 60-64, 67-68,102-103, 112-113 Port side mooring: 8-10, 34-43, 56-58 At all other piers mooring can be performed to any side after consultation with the pilot and depending on the vessel and weather conditions. Port information (Pre-arrival): ETA's: Notice of ETA should be given to the Marine Administration of the Port of St. Petersburg, to Harbour Master 48, 24 and 2 hours prior to approaching the "Reception" buoy. If arrival at St. Petersburg takes less than 48 hours, notice of ETA should be given within 2 hours after the vessel has left the port of departure. ETA should include the following information: Name, flag and type of vessel Call sign of the vessel Name of the agent Date and time of arrival Max length, breadth and height of the vessel's side Actual drafts forward and aft Nrt Type and quantity of cargo During ice navigation, ice class of the vessel, engine capacity and material of the propeller. On arrival, the following documentation is required: General Declaration or Master's Declaration Vessel's Crew List Ships documents Certificate of insurance or other financial guarantee of the civil responsibility for damages caused by oil pollution. Copies of license. Radio: St. Petersburg Radio (2,182kHz). VHF : Port Control, VHF channel 16 and 26. Movement control, VHF channel 9. Health regulations: The vessel's Master should inform the Sanitary Quarantine Service and Agent about actual sanitary/ epidemiological condition of the vessel not later than 48 hours prior to approaching the "Reception" buoy. The vessel's Master should provide derat certificate. CUSTOMS AND IMMIGRATION REGULATIONS: Customs clearance is carried out after sanitary examination. The vessel's Master should provide the following documentation: Document Copies General Declaration on IMO letterhead stating presence of weapons, ammunition, explosive substances and drugs 1 Cargo Declaration stating name of cargo, its quantity, presence of transit cargo or cargo without documents 1 Vessel's Crew List 1 Money List 2 Crew Effects Declaration 2 Reference on drugs intended for medical purposes 1 Declaration of vessel reserves 2 CARGO DOCUMENTATION: Document Copies Bills of Lading 3 Manifests 3 Other documentation required for customs clearance. Flag: Russian flag, pilot flag and national flag should be shown. Notices of Readiness: After the vessel has arrived at the port, Master (agent) should deliver NOR (radio notice) for handling of vessel's holds to the authorized representative of the port. Port Information (Cargo): Coal Coal is handled at area No 4 (berth No 103). This berth has a railway connection for the purpose of handling coal. There is a large open storage which makes it possible to store different types of coal separately. Max LOA at area No4 is 184 m and max draft 9.8 m. The loading rate is approximately 7500 mt/wwd. Containers Containers are handled in area No 3 at the container terminal. The storage capacity of this terminal is 20,000 containers. It can handle up to 300 containers per day. Grain Grain is loaded directly to wagons by specialized equipment. Ocean vessels can be handled at anchorages where grain is loaded directly to river vessels by mobile equipment. Sugar Sugar is discharged in areas Nos 1 and 2 directly into railway wagons. Fertilizers (bulk) Fertilizers are handled in areas Nos 1 and 2 areas. Usual method is from containers or open railway wagons. At area No 1 max draft is 9.8 m. Fertilizers (bagged) Barbaletta terminal is used for fertilizers handling fertilizers in big bags. Only limitation in this terminal is draft (max 8.4 m) . Two shore cranes are availble with lifting capacities 16 and 23 mt respectively. Ship's gear can be utilized also. Loadrate can reach up to 1500 mt/wwd provided enough gangs/hatches are used and cargo is delivered by open railway cars and accumulated at open storage area. General Cargo If the cargo is heavy then area No 3 is usually utilized. At this area several floating cranes are available with lifting capacities up to 300 tonnes. Metals Metals can be handled in areas Nos 1, 2 and 3. Steel is handled at area No 3 at berths 73, 74 with max draft 11.0 m. Sheltered storage of about 17,000 m2 is available. Also berths 35-38 with same draft restrictions can handle steel products. Loadrate is about 4,000 mt/wwd Refrigerated Cargoes Refrigerated cargoes are handled at areas No 1 and 2 and may be discharged directly to rail wagons and trucks. Scrap Such type of cargo is handled at port area No4 usually at pier No 102 (max draft 10.7 m) Official daily loading rate 1200 mt but 1500 mt/day usually achievable. Tanker Berths/Liquid bulk Liquid products can be transshipped from/to river tankers in the inner anchorages (directly or by lighter) in the water basin between areas No 2-3 and 3-4.
