The consequences of the rapid political developments of the past decade stimulated EISA to embark on a project which marked our company's success in being one of the first shipping agents to operate in a port which history has characterised as one of the most significant key locations in the Black Sea. The unique features of the largest deep harbour Black Sea port (draft limit for Novorossiysk Tsemes bay is 19 m and for Novorossiysk port - 12.5m) became even more emphasized after the formation of C.I.S. countries when cargo flow deviated from Ukrainian and Georgian ports to Russia where the only option in the majority of cases is Novorossiysk. More than 4000 vessels call Novorossiysk port annually for cargo operations, supplies and repairs. EISA Novorossiysk started operating in August 1992. As of October 2000 our Novorossiysk staff numbers 40 people capable of rendering professional and personalized tramp/liner agency services, cargo transhipment as well as containers' handling/moving services. Annually, EISA Novorossiysk attends to more than 300 vessels, 80% of which are of 40,000 DWCC and bigger.Port Information: The port of Novorossiysk lies to the N of Novorossiysk Bay in the NE of Black Sea. The port has two harbours, Sheskharis Oil Terminal and the dry cargo one. It handles grain, sugar, metal, scrap, mineral fertilizers, refrigerated, timber and crude oil cargoes. Available facilities/services: Pilotage: Compulsory and available 24 hrs. Towage: Compulsory and available 24 hrs. Provisions: Fresh water, lubricants, bunkers (from barges) and stores are available. Medical facilities: Medical treatment is available 24 hrs a day through Novorossiysk hospital. Repairs: There is a ship repair yard that can perform all types of repairs (including underwater) for vessels up to dwt 150000. This yard comprises of three floating docks with max lifting capacity dwt 150000 and 11 berths. Steel loading at Novorossiysk Loading/Discharging equipment: Nearly all piers at the Trading Port have rw lines. The piers are equipped with 80 cranes. Their capacities vary between 5-40 tonnes. Also available are floating cranes with lifting capacity of 140 tonnes. Other equipment: 1 floating grain elevator, 7 pneumatic grain elevators, mobile grain vacuvators. Also 200+ forklifts. Fumigation: Available. Repatriation: Crew changes and necessary repatriation can be arranged by the agent. Transportation: Anapa airport lies 50 km away, day flights only, international flights. Krasnodar airport is 150 km with day/night as well as international flights. Novorossiysk railway station is located 1 km away from the port. Surveys: All types of surveys can be performed, including underwater surveys. Slops and Ballast: a) Dry cargo port. Slops and ballast (water with some oil content) can be received by barges. b) Novorossiysk Oil harbour (Sheskharis) has facilities for receipt up to 5,000 T of dirty ballast. Garbage: Collected in special containers that are cleaned every 3 days at winter and 2 days during summer. At Sheskharis it is collected in plastic bags by barge. Floating Docks: Three floating docks are available with a lifting capacity of DWT 150,000. Other facilities: Garbage collection (a 900cbm capacity lighter is available), fumigation, surveys. Ballast and slops removal has to be approved by the Harbour Master. Other information: Water density: 1010-1013 Public holidays: Jan 1.2.7, Mar 8, Easter, May 1-2.9, Jun 12, Nov 7, Dec 12.25-26. Working hours: 24 hrs per day 7 days a week. Stevedore shifts (3): 08:00-16:00, 16:00-24:00, 00:00-08:00. Safety/precautions: Two fire-fighting boats (with special firefighting equipment) are always on standby in the oil port. Tankers equipped with inert gas system, have to fill all their cargo tanks with inert gas before loading commencement (O2 content <= 4%). Cargo cleaning is forbidden while alongside (for crude oil cargo tanks). Max sizes: LOA approximately 250 m for dry cargo port and 350 m for oil terminal. Port Information (Navigation): Latitude: 44 43' N Longtitude: 37 47' E Time zone: GMT +3 Max. draft: 12.5 m UNCTAD code: RUNVS . Port limits: Novorossiysk port limits are bounded by the coastline of Novorossiysk Bay and by straight lines connecting Cape Myskhako (Lat 44 39'N, Long 037 52.9'E) and Penai. Point (Lat 44 40.8'N, Long 037 53'E). Anchorage Area: Novorossiysk outer anchorage is the area close to the entrance of Novorossiyskaya Bukhta and is used when a vessel is anchoring without pilot assistance. The holding ground is good. It is prohibited to anchor at area 648 that lies at the entrance of Novorossiyskaya Bukhta because it is littered with a lot of obstructions. Novorossiysk outer roads lie between the port's breakwaters (E and W) and the southern border of the port. These breakwaters also divide the outer from the inner roads which lie at the head of Novorossiysk bay. Entrance to inner roads is effected by two passages, the western and the eastern that are divided by the Penaisky shoals. The eastern passage is narrower than the western and vessel traffic is limited to one way each operation. Pilotage: Compulsory for vessels over 200 tn GRT. Pilotage in the harbour is available 24 hrs per day. Upon approach to Novorossiysk harbour , the master has to contact Traffic Control on VHF ch 9 in order to receive instructions about pilot and berthing arrangements. Pilot boards at Lat 44 37.7'N, Long 037 48'E. Tankers' trim for tankers must not exceed 3 m and dry cargo vessels intending to load at Novorossiysk must have an even keel. Towage: Compulsory. 10 tugs are available with following configuration: 1 x 5,000hp, 3 x 2,500hp, 4 x 1,250, 2 x 600hp and 2 fire boats with foam equipment. The number of tugs required for mooring/unmooring operations is determined by the pilot after the vessel's Master request. Tide: Very small variations depending on wind direction: N 0.15 - 0.25m, S 0.45 - 0.60m. Weather: The wind mostly blows from the W. At summer the wind might blow from N with speed about 7 m/s. In winter the NE wind called "Bora" can reach 35-40 m/s and is the main cause for cargo operation stoppages. Novorossiysk port is ice-free throughout the whole year and precipitation is very seldom. Navigation aids: Entering or exiting the port is possible during both day and night. Water density: 1008-1012. Restrictions: Entrance at inner roads, as well as mooring/unmooring, in both harbours, dry and oil, is impossible during winds blowing from the NE or S and exceeding Force 7. Port Information (Berthing): All vessels need to obtain permission from the Harbour Master in order to berth in the Inner Port. Non gas-free tankers are not allowed Entering the Inner Port and mooring in the dry cargo harbour is prohibited for non gas free tankers. Continuous watch on VHF channel 16 has to be kept while vessel is berthed. Mooring/unmooring can be effected 24hrs per day providing that S or NE winds do not exceed force 7. When NE winds (Bora) blow then the vessel should either proceed out of the port to open sea -if it is already inside- and/or anchor against the Yuzhanya Ozereyka, keeping engines on readiness and watching the anchor chain. Continuous communication with the port Traffic Control on VHF ch 9 should be maintained. Also notices with updated information should be sent 4, 3 and one day as well as 2-4 hours before the arrival via VHF. In the first notice, the Master must supply the following information: 1 Name and flag of the vessel 2 Port of last call 3 Draft, (fore and aft) 4 Cargo carrying capacity 5 Volume of holds 6 Hatches' measurements 7 No and location of tween decks (if any) 8 Ballast quantity and location (in cargo or segregated ballast tanks - for tankers only) 9 Description of previous cargo 10 Vessel's LOA 11 Beam 12 Max depth 13 Name(s) of cargo receivers or shippers 14 Any requirements (shipchandler items, water, bunkers, ship's stores etc.) * Master should send information about the sanitary condition of vessel 24 hours prior to arrival. For customs, immigration, health department and the agent, following documentation is required: . Cargo documentation is usually delivered on board within 2 hours of cargo operations being completed. Health regulations: The master of any vessel coming to Novorossiysk from a foreign country must advise the quarantine authorities of his arrival. This notification should be sent no later than 6 hours before vessel's arrival and it should contain detailed health conditions of crew and of all the last ports of call during the last three months. If medical assistance is needed on board the master must inform his agent at once. Until free pratique is granted connection to shore from the vessel is prohibited. Also it is necessary to produce veterinary certificates for any livestock, meat or animal food present on board and coming from a foreign country. In this respect a phytoquarantine certificate must exist for goods of vegetable origin aboard the vessel. Quarantine signals (according to ICS) must be hoisted depending on health and sanitary conditions aboard. NORs: Unless specified otherwise at the charter party NOR should be tendered upon completion of customs formalities and receipt of free pratique during office hours. NOR should be tendered to shippers/consignees of the cargo through the vessel's agent and it is considered accepted if the vessel is actually ready to effect cargo operations out or in all its holds or tanks. Port Information (Cargo): Steel products Load rates for steel products at Novorossiysk port: COP: 2000 mt sshex/wwd. With CQD arrangements: up to 6000 mt/day. For CQD the time counts from actual commencement of loading till actual completion of loading. Time used for lashing time does not count Payment is effected basis "no-cure-no-pay". Loading is performed by shore cranes but use of vessel's gear is allowed if necessary. The following 8 berths are used for handling metal cargoes: 5 deformed bars, steel palates, billets 6 scrap metal, pig iron, wire rods, deformed bars 7 wire rods, deformed bars, steel palates, billets 8 billets, plates, deformed bars pig iron, coils. 9 billets, plates, deformed bars pig iron, coils. 15 steel coils, plates, blooms 17 coils 18 steel coils, plates, blooms Bulk Sugar No length restrictions apply to sugar carriers. Discharging is effected at central dock, berths 10-11. Daily discharging rate depends on availability of rail cars and weather and average is about 3,500-4,000 mt pwwd. Number of gangs depends on availability of wagons, max 3 gangs available. Discharging is effected by grabs, 5 mt each grab. Scrap Loading performing by shore facilities (magnets or grabs with capacity 5 mt) Loadrate : ex storage = 2,000-2,500 mt pd (3 hatches), from wagons = 800- 1,000 mt pd. Cement (bagged) Draft limit for berth no 2 where bagged cement is loaded is 8,3 m fore 9,5 m aft, max LOA 140 m, workable length for loading 120 m. Local cement plant, sells cement on fob basis. Loading rate is 1500 mt/day but cement plant does not have enough storing place (only up to 2-3.000) and palletiser produces only 750 mt/day. Standard loading rate 1500 mt per day. Max load rate-2000 mt/day. Cement (bulk) Loading of bulk cement is performed at berth No 3 (Eastern dock) only. Length of operation jetty is 223 m, draft alongside 11 m. Usually cement is shipped in bottoms of 30/35,000 mt. Max (guaranteed) safe draft alongside 11 m. Loading is pneumatic, from shore silos (about 400 m from the jetty) through cement holes in hatches, holes diameter 500/600 mm. Number of holes her hold/hatch and positions should be determined by loadmaster upon arrival/berthing. Cutting/welding jobs are performed by cement terminal personnel. COP loading rate is 3000 pwwd, actual depends on availability of cement in shore silo -- from 6-7000 mt per day at full silo down to 3000 mt at semi-empty silo. Grains/wheat Discharge of wheat can be performed from berth no 5, 18 and 22 by vacuvators: Equipment used is as follows: Berth 5: 2 vacuum grain elevators, loading directly into rw wagons Berth 18: 3 vacuum grain elevators, loading directly into rw wagons Berth 22: 2 vacuum grain elevators, discharge only of wheat into shore grain silos of 40000 mt capacity. Grain discharge can be also performed by grabs at berths: 8, 10, 16 Cop discharge rate 2,000 mt pwwd shex both for grabs and vacuvators use of which is at port discretion. The average actual discharge rate is about 2500-3000 mt/wwd sshinc. Bagged rice Berths available for such cargo: 11, 18, 19, 20. Custom of the port discharge rate for bagged rice is 500 mt per vessel per wwd. Due to shortage of storage space in the port bagged rice can be discharged only directly to rw wagons. Bulk coal Coal loading is usually effected at berths: 15 (western dock), 2 (eastern dock) or berth 7 of central dock. Loading is performed from wagons to holds, there is no open storage area for coal at Novo port. Loadrate depends on weather and delivery of wagons. Average loadrate is about 2,000-2,500 mt pwwd. Fertilisers Fertilisers cannot be loaded with ship's gear. Loading operations are performed around the clock without weekends and holidays weather permitting (sshex uu) by 2 x 40 mt swl truck cranes directly from 65 mt hopper wagons, by lifting the wagons from wheels carts and dumping contents by gravity into holds. NPK is loaded at berths: 16, 18, 22. Average loading rate for NPK is 3,000 mt/day wp. MAP is loaded at berths nos. 16 and 22. Loadrate for MAP is about 1,500 - 2,000 mt pwwd sshinc. UAN is loaded at berths 26, 27. Average loadrate for UAN is about 9,000 mt per day wp. Bulk urea is loaded at berth no 16. Average loading rate for bulk urea is 3,000 mt/day wp. Loading operations are performed by 40 mt swl shore cranes directly from 20' bulk containers. Trimming of cargo inside holds is done by swinging the container which often causes damage to cargo holds hatch coamings. In order to avoid such damage it is recommended to protect the inner sides of the hatch coamings with wooden shields. This should be done before vessel's arrival at Novo since it can hardly be done locally. Woodpulp Woodpulp is loaded by shore cranes in slings at berths nos 19 and 20 Max limit is 10 tiers high (about 3.6 m)- Cop loading rate is 600 mt pwwd depending on workable hatches Owners should provide for loading either clear/open tanktop or tweendeck to allow use of forklifts for proper stowage. Loading on top of other cargo (billets, plates, etc. is not acceptable. SBM (Bulk) Berth used: 10. Custom of the port discharge rate for bulk SBM is 1200 mt per vessel per wwd subject hopper wagon available.
