The multi-functional Port of Kotka at the service of Finnish and Russian foreign trade The Port of Kotka is a general port with excellent service capacities along with facilities for the loading and unloading ,aswell as the intermediate storage, of almost any type of goods. The Port of Kotka provides an effective link and centre point in a transport chain: the companies operating in the Port offer complete transport solutions as per customer requirements. The Port of Kotka has specialized in serving the Finnish wood-processing industry as an export port for finished products and as an import channel for raw materials. City Terminal City Terminal is a multipurpose harbour used for loading and unloading of lo-lo, sto-ro and project cargo vessels. There are covered storage, including heated warehousing, available. Kotka has never lost its status as a gateway for exports of forest products from the mills of south-east Finland. Sawn timber, paper and pulp are shipped out mainly in ro-ro vessels. Hietanen Since container traffic has moved from Hietanen to Kotka Container Terminal in Mussalo at the beginning of 2001 Hietanen can focus on serving Ro-Ro vessels. The area contains 103 000 square metres of covered storage. The different types of warehouse contain unheated, heated and coldstores. Dry Bulk Terminal, Mussalo A key advantage for customers receiving bulk goods via the Port of Kotka is that each consignment comes with a certificate of quality and quantity. Each year millions of tonnes of bulk products are handled at Mussalo Deep Water Terminal Liquid Bulk Terminal, Mussalo The liquid bulk terminal is a specialised transhipment facility where expert handling is available for various high-value products. The terminal is also equipped to discharge liquids which reguire heating in cold weather. KCT - Kotka Container Terminal, Mussalo Optimum Location The KCT is situated only 50km from the border between Finland and Russia. The distance to Moscow is 1,000 km. Most of our warehouses have a connection to the railway network in Finland and Russia (same rail gauge). The terminal also has a direct connection to Highway E-18/E-95 between Finland and Russia. The KCT, the most up-to-date container terminal in the Baltic region, has been designed to handle 500,000 TEUs per year. Various leading container feeder lines have committed in providing an almost daily service between Kotka and the major deepsea ports in continental Europe. The Container Terminal works 7 days a week, 24 hours a day. We offer a full-range logistics service: both customs and an office and business centre are located within the terminal area. The terminal serves its customers as a distribution centre. Arriving goods are sorted and collected as desired by the customer and then sent onwards. Stevedoring and Port Operations Laden and empty containers are handled by means of the most state-of-the-art technology and equipment. In addition to conventional containers, the terminal handles special containers for dry and liquid goods, including IMO and reefer containers. A History Rooted In The Forrest Industry It was the soaring world demand for timber in the 19th century that led to the foundation of Kotka. Timber from central Finland was floated down the river Kymi and sawn ready for export. The sawmills needed access for sailing ships and the Port of Kotka was born. 1904 1910 Kotka officially became a town in 1878. By the 1890s the port was rail linked, giving an extra boost to cargo traffic, and as Kotka began to expand in the decades that followed, new quays were constructed in what is now the City Terminal. Adapted Expansion of the port continued in the 1930s as nearby islands were adapted for use as terminals. The Sunila Paper Mill built its own quay, and an oil terminal was installed on Kotka island. With the coming of new types of cargo vessels a ro-ro terminal was opened in 1971 on the island of Hietanen. Meanwhile, a growing demand for oil and petroleum products in the 1950s led to storage tanks being installed by Esso, Shell, Gulf and Teboil. 1952 Kotka Container Terminal, 2001 A busy period of construction followed the oil crisis of the mid 1970s. The access channel was dredged to 15.0 metres, the Hietanen Terminal was extended, and in 1989 a new deepwater harbour area was opened at Mussalo with dedicated facilities for dry and liquid bulk cargoes. By December 1997 the Port of Kotka had started work on a new dedicated container terminal, also in Mussalo, with annual capacity of 500,000 TEU. The Kotka Container Terminal entered full service in January 2001. Bustling The Second World War brought a significant change in the political map when the old Finnish port of Vyborg was ceded to the Soviet Union, so that Kotka and Hamina became the most easterly ports in Finland. This sowed the seeds of the ports modern-day success as centres of the bustling transit trade between the West and former countries of the former Soviet Union. While their populations remain comparatively small, Kotka and Hamina have a major role to play as Finland begins the new millenium. PORT REGULATIONS OF KOTKA (Approved by the Town Council 14 November 2001) CHAPTER I General regulations 1 These Port Regulations, given by the Port Authorities and based on law and statutes as well as regulations given by virtue of them, shall be observed in the port area of Kotka. 2 The Port Regulations are valid in the land and water area belonging to the administrative district of the port as marked out on the enclosed map. 3 The company by name of Port of Kotka Ltd acts as port administrator and Port Authority. CHAPTER II NOTICES TO BE GIVEN OF VESSEL 4 Basic information on vessel and cargo The captain or the agent of the vessel arriving at the port shall immediately after the informant has received the information submit the Port Authorities with an advance notice. The notice shall include the name, call sign, length, maximum draught, ETA and port of departure, quantity and quality of cargo of the vessel. Any change to this information shall without delay be brought to the notice of the Port Authorities. The Port Authorities shall immediately after arrival and departure of the vessel be given notice of arrival and departure. The notice shall, as postulated by the Finnish Maritime Administration and the Port Authorities, consist of information on goods unloaded and loaded, their consignee or correspondingly consigner as well as the number of passengers arriving and leaving. The captain of the vessel or the agent shall also submit all other relevant information needed for charging the dues collected by port authorities. The timetable of a passenger vessel as well as any change to it shall be informed in good time. Opening the traffic always requires the Port Authorities approval of the timetable. 2 Advance notice of dangerous goods Prior to arrival in the port area the vessel shall submit the Port Authorities with a written notice of such goods in the cargo, which are included in the International Maritime Dangerous Goods (IMDG) code drawn up by the International Maritime Organisation (IMO), and involve danger of explosion, sensitivity to fire or other such characteristics that they can be regarded as hazardous. The notice shall be given according to the Port Authorities separate safety regulations. Notifying practice Notices shall be given in accordance with the standard required by the Port Authorities as electronically transmitted information or in another way separately agreed upon. 5 Infectious diseases and sick animals If the vessel arrives from a region contaminated with generally dangerous infectious diseases, or if somebody during the travel has taken ill to a generally dangerous, suspected infectious or unknown disease, the Port Authorities shall be informed in good time and the vessel await their instructions before arriving at port. Should the vessel carry an animal, fallen seriously ill or died during the journey, the Port Authorities shall be informed. In this case only a veterinarian hired by the rural community or another animal disease authority can grant the permission of bringing the animals out from the vessel. CHAPTER III ARRIVING AT PORT AND PLACING THE VESSEL 6 Speed in the port area In the water area of the port the speed of the vessel shall be adjusted according to the circumstances so that no one will be caused any damage, inconvenience or danger. 7 Piloting in the port area The valid Pilot Act and Statute as well as special instructions given by the Port Authorities shall be observed in the port area. 3 8 Placing the vessel at port The place of vessel moorage or anchorage is indicated by the Port Authorities and the vessel shall not be altered without their consent. In principle the berths are indicated according to order of arrival into the port area. Exceptions can be made with a decision by the Port Authorities or a special agreement. The captain of the vessel shall assure himself about the water depth at the place of the vessel. 9 Mooring on quay, unmooring and staying on quay The quay or its equipment shall not be damaged while mooring, unmooring and moving the vessel. The Port Authorities can order the vessel to use tug assistance. The Port Authorities shall be notified of the vessel departure at least one hour in advance. When moored, the vessel screw may be used only for test running at low speed, if not otherwise agreed with the Port Authorities. When on quay, the vessel sides shall be fitted with enough protective fenders. Avoid using the anchor when on quay! All gangways shall be equipped with rails and safety nets and kept illuminated during the dark hours of the day. Derricks, booms, cranes, gangways and all other equipment reaching outside the vessel shall be laid so that they permit free crane moving and vessel traffic on the seaside. Prior to arrival on quay and during the stay at port the sewer and other pipes of the vessel shall be covered so that no dirt or water gets onto the quay. Removing snow and ice from the vessel onto the quay is forbidden. 10 Obligation to move the vessel and minimum crew If need be, the vessel shall be moved on the Port Authorities orders. If not stripped, the vessel shall have the crew needed for moving onboard. 11 Dismantled ship Placing a dismantled ship at port always requires the Port Authorities permission on terms laid down by them. The owner or possessor has charge of keeping up the fastening equipment of the vessel. The owner or agent of a dismantled ship shall commission a reliable service person, whose name and address shall be notified to the Port Authorities. 4 CHAPTER IV UNLOADING, LOADING AND STORING 12 Goods handling and work machines The quay constructions or the port equipment used for loading or unloading shall not be damaged when unloading and loading goods. The owner always has to have the Port Authorities confirmation of the durability of quay constructions as well as permission prior to placing a mobile crane on the quay. The work machines shall be equipped with a warning light, the name or emblem of the owner and an identification number. All other stevedore equipment shall be marked with the owner s emblem as well. Stevedore equipment and work machines may be stored only in an area indicated by the Port Authorities. 13 Placing goods in the port area The Port Authorities instructions shall be observed when placing goods in the port area. Neither goods, transporting equipment, packaging material nor other shall be placed so that they impede the quay cranes from working or block the traffic or the use of rescue or fire extinguishing equipment. The owner shall immediately remove such goods from the port area that due to leakage, smell or any other reason might cause harm or damage. If the handler concerned does not remove the harmful goods, the Port Authorities are entitled to do so at the owner s expense. 14 Handling and storing hazardous goods Apart from goods carried in bulk unloading and loading hazardous goods requires that they are packed, marked and documented according to the IMDG code or the ADR/RID regulations, and that the Port Authorities have been given a written advance notice of hazardous goods. Besides, the Port Authorities are entitled to demand other accounts in regard of the port safety. If not packed or marked in the way described above or in case of failing advance notice, the Port Authorities can deny unloading hazardous goods from the vessel or bringing it into the port area by land, or take any other safety precautions. If demanded by the Port Authorities, the captain of the vessel or the owner of the goods shall at their own expense arrange for sufficient enough security for 5 the batch and undertake other safety precautions when unloading and loading hazardous goods Besides prescriptions in law and statutes the safety regulations given by the Port Authorities shall be observed when handling hazardous goods. 15 Vermin in cargo Vermin found in the cargo shall result in immediate suspension of unloading. The captain of the vessel shall immediately inform the Port Authorities and they forward the information to the Health Authorities. CHAPTER V PREVENTION FROM CONTAMINATION AND SILTING UP AT PORT 16 Obligations regarding environmental protection on vessel There are separate prescriptions regarding prohibitions against polluting the water, land areas and air of the port as well as silting up its water areas. The captain of the vessel answers for preventing any contaminating substances or waste from getting into water or ground from the vessel. The prohibition also applies to any exhaust gas or other environmentally pollutive substances, which endanger or harm the environment, co-users at port or the port equipment. Besides the captain of the vessel shall look to it that the vessel actions do not cause any unreasonable harm to others using the port. The captain or the handler of goods shall immediately inform the Port Authorities of contaminating substances or waste having got into the water and take measures to eliminate them. The captain of the vessel shall look to it that all waste originating from the vessel will be duly sorted and delivered to the waste containers of the port and that special waste is destroyed as provided in the Vessel Waste Law, other regulations and instructions in virtue of the regulations. Silting up of the water area is forbidden. Should the water area of the port become shallow due to an accident or as a result of something else, the Maritime Authorities and the Port Authorities shall immediately be notified. 17 Goods handler s obligations regarding environment protection The handler of goods shall look to it that the port is not unnecessarily soiled and that no avoidable noise is caused. Handling of goods shall be suspended if it will cause dust, noise or any other harm to the surroundings. 6 The handler of goods and assigner of the work shall look to it that garbage, waste, pallets and tarpaulins are taken to their indicated places and that any soiled place is cleared up. CHAPTER VI FIRE PREVENTION 18 The vessel and its surroundings Hot work operations in the port area always require the Port Authorities permission. Special safety regulations concerning the liquid bulk terminal area, goods according to the IMDG code and fuel deliveries to the vessel have been drawn up by the Port Authorities and shall be observed in the port area. 19 Fire roads The fire roads in the warehouses and storage fields, as well as the passages leading to the hydrants, fire wells and extinguishing piping shall be kept constantly free. All extinguishing and rescue equipment as well as the automatic fire indicating and fire extinguishing equipment in there shall be constantly maintained and the extinguishers kept easily available. 20 Obligation to participate in rescue operations According to the regulations given by the Port or other Authorities the crew of the vessels at port shall participate in fire extinguishing and moving the vessels from places subject to danger. CHAPTER VII VEHICLE AND RAILWAY TRAFFIC 21 Obligatory dodging in rail areas All vehicles shall give way to the quay cranes on rails, the conveyor as well as trains or any other equipment moving on rails. The driver is not allowed to leave his vehicle, if it should be held up on the quay crane rails or railways. 22 Traffic signs in the land area of the port The maximum permitted speed for vehicles as well as the parking spaces and other traffic arrangements are indicated with traffic signs. 7 23 Motor vehicle traffic on the ice area Motor vehicles may not be used on the ice of the port area without permission from the Port Authorities, unless a special road or area has been indicated for this purpose. CHAPTER VIII MEASURES IN CASE OF ACCIDENTS AND OFFENCES 24 Shipwreck in the port area If the vessel has run aground or is foundering, the owner or possessor shall immediately notify the Port Authorities and the VTS centre, and remove the vessel from the port area as soon as possible. If a foundered vessel or any other object in the water endangers or inconveniences the traffic, its owner or possessor shall equip it with warning signs. If this is not done, the Port Authorities will do it at the expense of the owner or possessor. 25 Quay damage or other equipment damage If a vessel or such has damaged the quay or any other port equipment, the Port Authorities will perform a damage assessment without delay. The one causing the damage or the agent shall be summoned to the assessment occasion. 26 Other offences If a vessel, work machine or some other ware is placed in the port area without permission or in some other way contrary to Port Regulations or so that it might hinder the traffic, and the captain, driver or owner or possessor does not arrange for its removal, the Port Authorities are entitled to remove it at the expense of the party concerned. CHAPTER IX CERTAIN REGULATIONS 27 Arranging races in the port area Rowing, sailing, motor or other races may be arranged in the port area only with the Port Authorities permission. 8 28 Activities forbidden on safety grounds Inconvenient fishing in the navigable waterway, dock, on the quay, on the bridge or in any other place comparable to these is forbidden. Swimming is forbidden in the navigable waterways and docks. Opening a navigable waterway in the ice always requires a Port Authorities permission. 29 Moving about in the port area, permit and photography Moving about in the port area always requires a separate permit from the Port Authorities. Photography and videoing is allowed only with the Port Authorities permission. Unjustified stay and moving about in the port area is forbidden. Customs, police and frontier guard authorities are entitled to remove persons unjustifiably staying in the port area and the Port Authorities can order this to be done as well. 30 Penalties stipulated Violating the Port Regulations will result in punishment in the form of a fine, if the violation is not minor and law or statutes prescribe no special punishment. CHAPTER X COMING INTO FORCE 31 These Port Regulations of the Town of Kotka will take effect from January 1, 2002 and repeal the Port Regulations of the Town of Kotka, certified at October 26 1978 including its later changes and amendments.
