Who and What The Toronto Port Authority is a Canada Port Authority and part of a national ports system. The new Toronto Port Authority replaced the Toronto Harbour Commissioners. The Toronto Port Authority was established on June 8, 1999, under the Canada Marine Act, with a seven-member Board of Directors. The Toronto Port Authority is a federal public authority providing transportation, distribution, storage and container services to businesses. The TPA owns and operates the Toronto City Centre Airport, Marine Terminals 51 and 52, and the Outer Harbour Marina. In addition, it provides regulatory controls and public works services to enhance the safety and efficiency of marine navigation and aviation in the port and harbour of Toronto. It manages the development of the Leslie Street Spit land fill site. The Port Authority is comprised of seven Directors: five appointed by the federal government; the other two by the provincial and the municipal governments. The Directors serve staggered terms. The Chair of the Board is Henry J. Pankratz. He is a chartered accountant, and former deputy chairman of Ernst & Young. He is a fellow of both the Institute of Chartered Accountants and the Institute of Certified Management Consultants of Ontario, and serves as Chairman of the Canadian Association of Management Consultants and as governor of the National Quality Institute. Mr. Pankratz received an honourary doctorate of law from Wilfrid Laurier University in 1996. The following Board Members were re-appointed by the Minister of Transport for a three year term commencing June 8, 2001: Ms Margo Brousseau, who received her LL.B. and her M.B.A. from Laval University and has been practising law since 1991 when she was called to the Quebec bar. She was called to the Ontario bar in 1999. Ms Brousseau sits on the board of directors of the Francophone Canadian Club of Toronto, and is governor of the Council for Canadian Unity. From 1994 to 1998, she was a member of the Quebec Port Corporation's board of directors. Mr. James Ginou, is the provincial appointee. He is the Chairman and CEO of Art Printing Co., and the Chairman of Ontario Place, Chairman of the Finance Committee of the Toronto Olympic Bid Committee and a Director of the Raptor's Foundation. On June 12, 2003 the Transport Minister announced the appointment of Mr. Paul A. Hayes, of Toronto, to the Board of Directors of the Toronto Port Authority. Mr. Hayes replaces Mr. John Barnett on the TPA Board. Mr. Paul Hayes is a commercial pilot who holds a Bachelor of Arts and a Masters of Business Administration from the University of Toronto. He currently serves as President of AeroCan Aviation Specialists Inc., an aviation-management consulting firm. From 1970 until 1983 he worked as a management consultant for Peat Marwick and Partners (now KPMG). An active member of the Air Force Association of Canada and Past Chair of the Toronto and Region Branch of Canadian Corps of Commissionaires, he has also served as Director of the Canadian International Air Show. Mr. Hayes performed military service in the Canadian Air Force, Regular and Reserve, attaining the rank of Brigadier-General. The City of Toronto appointee is Mr. Rahul Bhardwaj. Mr. Bhardwaj is the Executive Vice-President of McLuhan & Davies Communications, Inc. He was formerly a business lawyer with the Toronto corporate law firm of Meighen Demers (now Ogilvy Renault). Most recently he was a Vice-President of the Toronto 2008 Olympic Bid and a Special Advisor on Community Relations. He is an active member of the United Way of Greater Toronto's Board of Trustees and participates in several of its committees, including the Executive Committee, Board Nominating Committee and Chair of its Appeals Committee. Mr. Bhardwaj is also a member of the Board of Directors of World Literacy Canada and Wellspring Cancer Care Hospice. He also sits on the advisory Board of Canadian Tamil Youth Development and Toronto One. In December of 2002 Transport Minister David Collenette appointed Michelle DiEmanuele to the TPA Board of Directors. Ms DiEmanuele holds a Bachelor of Arts Degree from the University of Waterloo and a Master of Arts Degree from the University of Toronto. She is Vice President of Branch and Small Business Banking at CIBC. In 1998 she received the "Canada's Top 40 Under 40 award". We anticipate the appointment of a seventh Board member sometime in the near future. The Port Authority has a staff of 110 full-time employees and approximately 25 seasonal and part-time workers. The TPA grants operators permits to recreational boaters in the harbour of Toronto, oversees land development, engages in trade development for its terminals, and appoints the Harbour Master. The Port of Toronto's total port tonnage is up 33 percent in the past two years, and is up 23 percent this year to the end of August; high general value marine cargo, container traffic, and warehousing are up 34 percent, and revenue is up 32 percent. A new labour agreement allows for 24-hour port operations. High value tonnage -- general cargo, warehousing, and intermodal cargo -- is up 152 percent, from 247,000 tonnes to 622,000 tonnes last year. Port revenues increased 85 percent from $2.1 million in 1995 to $5.7 million in 1998. Archives: The Port Authority operates a public archives. It has records of waterfront development and industrial development beginning in 1911. As well, there is an extensive photograph collection. Reference services is provided to outside researchers who visit the Archives. Archives Web Page Permits: All recreational boat operators who have engine-powered vessels, whether the engine is the main power or only auxiliary, must possess an operator s permit from the Port Authority to navigate in the waters of the port and harbour of Toronto, which permit can be renewed annually. Recreation: Certain portions of the port and harbour are off-limits to high speed boating, water skiing, jet skiing, parasailing, and other similar activities. Closing off areas of the harbour for races, regattas, etc., requires the specific permission of the Harbourmaster. Harbour Master: The Harbour Master possesses the authority conferred upon him by Law, Regulation, or Rules, to exercise jurisdiction over a water area of a Port and /or its approaches, whose duties encompass the legal and operational responsibility to ensure the safe movement of shipping, and overall safe and efficient conduct of marine operations within the boundaries of a Port.(See Key Contacts for further information.)
