Derek Levy BSc CEng MRINA FIMarEST MIIMS Marine Surveyor and Naval Architect We provide accurate assessments of the condition of pleasure craft, giving true valuations of worth and reducing the risk involved in purchasing a vessel by identifying any defects. We offer peace of mind when purchasing and conduct surveys for insurance companies and finance houses. We take the time to understand the needs of individual clients and offer a customised and effective service in full compliance with the applicable standards and rules, ensuring your vessel is safe and suitable for your use. Spheredawn provides services to yacht owners worldwide. With bases on the UK South Coast and the French Riviera we are especially well placed for surveys in these locations as travelling expenses are not generally charged. Spheredawn is run by Derek Levy BSc., C.Eng., MRINA, FIMarEST, MIIMS, a Marine Surveyor and Naval Architect who has over twenty years of experience in the marine industry. A member of many professional organisations including the Royal Institution of Naval Architects, the Institute of Marine Engineers, the Yacht Designers & Surveyors Association and the International Institute of Marine Surveyors, Derek Levy is part of an established network of professionals in marine science and technology. Spheredawn provides clients with exact information about their vessels. Whether pre-purchase, insurance condition, MCA compliance, tonnage or damage surveys of pleasure craft. We conduct the following surveys: (links to full explanations on Services Page) • Pre-purchase survey When buying a new or second-hand vessel, it is strongly advisable to have the craft inspected by an independent Marine Surveyor. We meticulously check the engine, rig, service systems and equipment to determine if there are any defects. These are prioritised to reflect their importance. • Insurance An insurance company will almost certainly ask for a survey to assess the risk of underwriting. This type of survey covers the structural integrity and general safety of the vessel. An assessment of value is included in the report. • Hull and Deck Structure A helpful report for an experienced owner who is content to assess the condition of secondary and outfit items without external expertise, but wants to ensure the integrity of the boat. • Hull External Inspection and Osmosis Check Only considers the external condition of the hull. • MCA Compliance If a boat is to be used commercially an MCA compliance survey is required. The UK Maritime and Coastguard Agency (MCA) regulate the industry standards for British flagged vessels. It has delegated its authority to a small number of professional bodies. Spheredawn is authorised to perform MCA compliance surveys. We work principally with MECAL and the IIMS. • Tonnage Measurement You may need to register your vessel with a flag state as proof of title or for other reasons. • Damage Inspections This type of survey is usually instructed by an insurance company to assess the extent of any damage resulting from an alleged casualty and any subsequent claim. We are approved by a number of insurance companies. • Valuations You may require a valuation for insurance, mortgage, probate or other reasons. Our surveys are acceptable for all such purposes. email: info@spheredawn.com site by PixelNewMedia.comUntitled Document home services surveyor's profile sample reports useful links enquiries contact IND EPENDENT Marine SURVEYOR why have a survey? Types of Survey Hull External Inspection & Osmosis Check Insurance Tonnage Measurement The Report Hull & Deck Structure Valuations Pre-Purchase MCA Compliance Damage Inspections Types of Survey back to top ^ You can commission a number of different surveys: • Pre-Purchase • Insurance • Hull and Deck Structure • Hull External Inspection and Osmosis Check • MCA Compliance • Tonnage Measurement • Damage inspections • Valuation • Work Supervision The fees for each survey vary within each category; a unique quote is issued each for each job taking into account the age, size, construction and value of the vessel. Please contact us to discuss your specific requirements further. The Report back to top ^ We will provide you with a perceptive and concise condition report which is loose bound and approximately 20 pages long. Where required the report uses digital photographs to help illustrate a problem. The report describes the condition of the hull and makes recommendations for any necessary remedial work. If requested we can provide the report as an electronic PDF file on CD including an archive of all the photographs that were used as part of the survey. Any faults are listed in order of importance at the end of the report as follows: DANGEROUS (D): System to which defect refers is a serious hazard. The vessel should not be used until the defect has been put right as a matter of immediacy. URGENT (U): The defect referred to should be attended to at the soonest possible moment. If left or used before rectification, the defect/system/vessel may become dangerous. PRIORITY (P): A defect not as serious as (D) or (U), but one that should not be left unattended to longer than the next planned maintenance opportunity. ADVICE (A): A defect or shortcoming, which is not an immediate hazard or in need of priority attention, but needs taking note of, allowances made, and consideration given to rectification at next refit or out of season lay-up period. Pre-Purchase back to top ^ The following is the scope of work covered for a fibreglass (GRP) sailing boat. Moisture content is assessed using two meters that work on totally different principles: the Protimeter Aquant and the Tramex Skipper. For steel and aluminium hulls an assessment of hull thickness is made using the T-Mike E ultrasonics gauge manufactured by Stresstel. Timber hulls are assessed with traditional methods. Hull & Deck Structure: • General Visual Inspection • Osmosis inspection & moisture meter readings (Moisture content is assessed using two meters that work on totally different principles: the Protimeter Aquant and the Tramex Skipper) • Assessment of external & internal structure • Bulkheads, framing & reinforcement • Attachments for chain plates, keel, deck hardware etc. • Openings, ports, windows • Skin fittings & sea cocks • Steering gear • Stern gear • Stanchions, hand rails, jackstays • Bilge pumping For steel and aluminium hulls an assessment of hull thickness is made using the T-Mike E ultrasonics gauge manufactured by Stresstel.Timber hulls are assessed with traditional methods (percussion spike testing etc). Rig All inspections will be based on an assessment from deck level • Mast • Boom • Standing rigging • Running rigging (taken as a consumable) Machinery: We are able to run up the machinery and assess the power transmission, but cannot perform compression tests or oil analysis. We conduct a general external inspection of the installation including bearers, hoses, fuel system and stern gear. Electrical: General external inspection of installation, switch boards, batteries & electrical items, operated but not tested. Plus inspection of: • Ground tackle • Gas installations • Fuel installations • Fire fighting equipment • Water installations • Toilet installations • HVAC • generators • hydraulics and other installed systems Insurance back to top ^ The scope of work is typically the same as for the full pre-purchase survey, though the report may be a little briefer. An assessment of value is included in the report. You should check with your insurers exactly what scope is required; they may be happy with a reduced scope. Hull and Deck Structure back to top ^ This can be helpful to an experienced owner who is content to assess the condition of secondary and outfit items without external expertise, but wants to ensure the integrity of the boat. The scope is as follows: • General Visual Inspection • Osmosis inspection & moisture meter readings. (GRP) • UT testing (steel and Aluminium) • Hammer and spike testing. (Timber) • External & internal structure • Keel attachment • Bulkheads, framing & reinforcement • Attachments for chain plates, keel, deck hardware etc. • Openings, ports, windows • Skin fittings & sea cocks • Stern gear Hull External Inspection and Osmosis Check back to top ^ This survey considers only the external condition of the hull and comprises: • Moisture meter readings. (Protimeter Aquant and Tramex Skipper) • Visual inspection, removal of sample areas of anti-fouling and assessment of blistering MCA Compliance back to top ^ Spheredawn is authorised to perform MCA compliance surveys. We work principally with MECAL and IIMS.The harmonised code came into force in was due to come into force in the summer 2004 and we are fully conversant with the changes that will take place. The new code has been developed for vessels of up to 24m load line length engaged in commercial activities at sea carrying cargo and/or not more than 12 passengers, or providing a service in which neither cargo nor passengers are carried. The code also applies to UK pilot boats of any size. It supersedes the old yellow, blue, brown and red codes. The code has been developed to improve safety on small commercial vessels and workboats. It covers all aspects of the vessel from the way it was constructed, the equipment it carries, the area of operation and the qualifications of the persons who operate it.If you are unsure of what is involved in coding a vessel we would be happy to discuss this subject with you. Tonnage Measurement back to top ^ You may need to register your vessel with a flag state. For example, in the United Kingdom a Pleasure Vessel or a Pleasure Vessel in Commercial Use would be registered under British Part I registration. A wide range of persons and companies are eligible to apply: • British citizens • Citizens of an EU member state exercising their rights under articles 48 or 52 of the EU Treaty in the UK • British Dependant Territories citizens • British Overseas citizens • Companies incorporated in one of the EEA countries; • Companies incorporated in any British overseas possession having their principal place of business in the UK or those possessions; and • European Economic Interest Groupings The primary aim of registering under Part I is proof of title. As such, a marine mortgage can be attached to the registration. When purchasing a registered yacht, it is possible to buy a 'Transcript of Registry' for that yacht, designed to show the true owner(s) and whether there is any other registered interestI can perform tonnage measurement to put the boat on part 1 of the British Register. This work is done under the auspices of the YDSA, IIMS and MECAL Valuations back to top ^ You may require a valuation for insurance, mortgage, probate or other reasons. Derek Levy’s surveys are acceptable for all such purposes. Damage Inspections back to top ^ I am called upon as required to make an independent assessment of damage to a boat to back up an insurance claim. The scope of wok is highly variable and is contingent on the nature of the damage and extent of the claim. email: info@spheredawn.com site by PixelNewMedia.comUntitled Document home services surveyor's profile sample reports useful links enquiries contact surveyor's profile DEREK LEVY BSc., C.Eng., MRINA, FIMarEST, MIIMS Derek Levy is a Chartered Engineer, Member of the Royal Institution of Naval Architects, Fellow of the Marine Engineers Science and Technology a member of the International Institute of Marine Surveying and the Yacht Designer’s and Surveyor’s Association..
