Captain Drown is a Fellow of the Nautical Institute, holding an Extra MasterCertificate of Competency (London), and a Teaching Certificate (London University), with40 years experience on merchant ships, in offshore oil exploration, nautical education andconsultancy. Professional activities have included chairmanships and memberships ofcommittees and working groups as diverse as Standby Vessel Standards to Electronic ChartNavigation, including a number of groups addressing ship safety. From 1991 to 1993 CaptainDrown was the elected Chairman of the International Association for Sea Survival Training(IASST). Other Chairmanships include the Marine and Diving Safety Working Group, MemorialUniversity Ocean Studies Task Force (1989), and the first Arctic Offshore SafetyCommittee, Canadian Petroleum Association (1982-84). Captain Drown has a particular interest in marine simulation, starting in 1965when a Lecturer at Polytechnic Southwest (now Plymouth University), and continued in 1972as Lecturer and later Department Head, Nautical Science at the Marine Institute , Newfoundland, wheresimulated electronic navigation and ARPA courses were both taught (as a Canadian CoastGuard approved instructor) and administered (as Department Head). The loss of the MODUOcean Ranger and the 1984 Royal Commission recommendation regarding ballast controltraining coincided with Captain Drown's return to the MarineInstitute from offshore oil operations in the Canadian Beaufort Sea, where he had beenemployed for five years as Drillship Master and Port Captain Drilling Operations. Afterpreparing position papers on ballast control and ship manoeuvering simulators, CaptainDrown became the first Director of the Centre for Marine Simulation (CMS), leading a teamof 50 specialists to develop a specification for an advanced simulator, at the time thelargest and most technically advanced in the commercial world, and the first, and only oneto date (1999), with full-motion characteristics, designed for training, and human factorsand port development research. As part of preparations to operate CMS, Captain Drown and the future simulatorinstructors attended courses as students on all the world’s simulators of similartype, during the summers of 1989, 90 and 91, gaining valuable insights into the operationof other facilities. The courses were augmented by visits and detailed discussion withother schools, together with two market surveys, the whole exercise designed to gather theaccumulation of simulator experience and incorporate the best at CMS. The endeavor wasasisted by the International Marine Simulator Forum(IMSF) , whose mandate is to assist institutions acquiring simulators. As the Marine Institute ’s CMS ProjectManager, Captain Drown was responsible for ensuring the simulator, as specified, wasinstalled. He participated in the factory and site installation tests and inspections, aswell as an extended period at the Danish Maritime Institute studying the theory ofhydrodynamic modelling. CMS was commissioned in October 1993, with the Royal Canadian Navy one ofthe first clients, for junior officer training. Provision of the facility for Navy use,and the modification of the databases was the responsibility of Captain Drown. Thesimulator continues to be used extensively by a variety of training and research clientsectors, including Canship Ugland personnel, where, as a result of the Company’sinitiative, a full-mission dynamic positioning simulator was added in 1997. Captain Drown was a member of IMSF from 1986to 1998, including as the coordinator for development of international standardsfor marine simulators. DD- IMSF International Marine Simulator Forum ABOUT THE IMSF In the late 1970’s, marine simulatorsbecame a popular training method for vessels safety and productivity. While there were nouniform simulator standards, many simulator users operated without complete consensus. In 1978, the International Marine Simulator Forum (IMSF) organized and establishedcompatible languages and formats for ship equations of motion, thus initiating simulatoroperating standards. Today, the Forum focuses its activities onclassification of marine simulators and simulator performance standards in addition toreviewing and comparing simulator’s characteristics. The IMSF consists of members from over 60organizations from 15 countries, yet growth is anticipated and encouraged. OBJECTIVES To provide a forum for professionalsinvolved in the advancement of maritime education, training and research through the useof simulation. The objectives of the Forum are: to contribute to improvements in training, operation and research in the maritime industry through the use of simulators. to provide an effective medium for the interchange of ideas and experience by members of the Forum. to collaborate with other organizations involved in maritime simulation.
