The origin of the name goes back to the voyages made by the first Spanish conquistadores (conquerors) to the Rio de la Plata LOCATION, AREA AND FRONTIERS Located in the southern part of South America and thus in the southern hemisphere, Argentina has an area of almost 3.8 million square kilometres, of which 2.8 are on the continent and the remainder in the Antarctic. Its length of 3.800 Km goes from latitude 22? to 55?. Its frontier with Uruguay, Brazil, Paraguay, Bolivia and Chile has a perimeter of 9.376 Km. The coast on the Atlantic Ocean is 4.725 Km long. GEOGRAPHY The fundamental characteristic of Argentina is the enormous contrast between the immense eastern plains and the imposing mountain range of the Andes to the west. This is the frontier with Chile and it has the highest peak in the Western hemisphere: the Aconcagua with 6.959 metres high. The country is divided in 23 provinces. POPULATION The current population of Argentina is estimated to be some 37 million of which almost half live in the Federal Capital and the province of Buenos Aires. These figures give us a population density of 13.2 inhabitants per square kilometre. 95% of Argentineans are white and principally descendants of Italians and Spaniards. LANGUAGE Spanish is the official language of the Argentine Republic. In Buenos Aires forms of lunfardo are used which is a city slang CURRENCY The official Argentine currency is the Peso which has a free fluctuation whit the US Dollar. There are notes of 2, 5, 10, 20, 50, and 100 pesos and coins of 1, 2 and 5 pesos, and 1, 5, 10, 25, and 50 cents heinlein@heinlein.com.ar linksports Ports and Terminals PORTS AND TERMINALS Break Bulk and Bulk Cargoes Grain Cargoes Fertilizers Crude Oil / by products Income Tax INCOME TAX ON FREIGHTS Argentine tax laws stipulate that 10 pct. of outward freightis presumed a profit from Argentina and taxed 35 pct., this results in a 3,5 pct. tax onthe gross freight. Vessel's agents and/or argentine freight payers are responsible forcollecting and depositing this tax at the local tax office. In order to avoid double taxation there are in forcereciprocal agreements avoiding duplicated payment of this tax between Argentina and: AUSTRIA BELGIUM BOLIVIA (2) BRAZIL CANADA CHILE CHINA COLOMBIA CROATIA (*) CUBA DENMARK ECUADOR (1) FINLAND FRANCE GERMANY GREECE HERZEGOVINA(*) IRAN ISRAEL ITALY JAPAN MACEDONIA NETHERLANDS NORWAY PERU POLAND PORTUGAL SLOVENIA(*) SPAIN SWEDEN SWITZERLAND UNITED KINGDOM U.S.A. URUGUAY VENEZUELA (1) YUGOSLAVIA (SERBIA*) And all the Republics of the ex-U.S.S.R. ( * ex-Yugoslavia) (1) Only covers air freight (2) Only covers river transport The agreement covers "the final freightbeneficiary", residing in the above listed countries, irrespective of the vesselsflag wherefore brazilian or dutch company can operate with liberian, panamanian or otherflag vessels and still quality for exemption. Every foreign owner or operator claming exemption is requiredto provide certified documentation from its country of residence, wherefore a taxaffidavit must be produced and sent to us for filing with argentine tax authority (andalso for presenting to the freight paying party to avoid that they deduct the 3,5 pct.).If the required documentation is not obtained the tax must be paid. In short, the freight beneficiary has to prove that he is atax payer in his country of residence, for this he has to: 1. Fill in and sign the form below and certify hissignature by notary public. 2. Get it signed and stamped by the local taxauthority and certify the signature by notary public. In case a notary public is unavailable to certifythe tax authorities signature, an alternative is the following: A . If the tax authority signature is registered in the argentine consulate thenthe argentine consulate will certify it. B . If A . is not applicable, then you have to find somebody whose signatureis registered in the argentine consulate (I.E. foreign affairs ministry or local municipalauthority) and that can certify that the signing tax authorities signatures is valid. 3. Get it certified by a notary public. 4. Get the notary's signature certified by theargentine consul (*). (*) If the affidavit is produced in one of the following countries the certification bythe argentine consulate can be avoided by having the notary public signature certificationmade out in accordance with the apostille procedure (the Hague convention): AUSTRIA BELGIUM BOSNIA CROATIA FINLAND FRANCE GERMANY GREECE HERZEGOVINA ISRAEL ITALY JAPAN MACEDONIA NETHERLANDS NORWAY PORTUGAL SLOVENIA SPAIN SWITZERLAND UNITED KINGDOM U.S.A. YUGOSLAVIA (SERBIA) And all the Republics of the ex-U.S.S.R. It is possible to include all of your fleet under onedocument (own and/or chartered tonnage) and in such way cover all future possible calls toargentine ports. The tax affidavit is validfor 15 months, after said period of time a new one must be issued in case of a port callafter the expiring date. FYG, in the event that one of the vessels included in a validtax affidavit already sent a local agent comes to Argentina, and is attended by anotheragent, a legalized copy can be handed over to the new agent, saving you the hassle ofsending a new one. Authentications and Apostilles Authentications are often called "legalizations",sometime "incumbencies" or "certifications", and apostille is a form oauthentication appropriate to countries which have signed the 1961 Hague conventionabolishing the requirement of legalization for foreign public documents. They are oftenneeded in adoptions, extraditions and certain business transactions. The most common defect that forces to turn away requests forthese documents is the lack of a date on a notarization; please make certain that allnotarizations are dated by the notary. Authentications are most often part of a chain of proof thatinvolves a number of cover documents. To simplify this, the Hague convention established asystem that allows the state secretaries of state to be the last officials in the chain. The apostille for Hague convention countries is simply a special form of authentication. Draft Situation Latest News LATEST NEWS RECOMMENDATION FROM COASTGUARDS TO MASTERS Section 1: The international ocean going vessels within the jurisdiction of the Lower Parana Coastguard , Kms. 300.5 to 810 of the Parana River, must have the accomodation ladders hoisted up to the main deck level. These are used when the vessels are boarded by National Authorities, pilots, shipping agencies representing them, movement of crewmembers and those persons who, prior acknowledgement and coordination with the jurisdictional Coastguard, must board the vessel. Section 2: The captain of the vessel as per the preceding article must not allow the access onboard without the previous intervention of the jurisdictional Coastguard, filling out the pertinent form as set forth by the Police ordinance N? 03/83, without detriment of applying safety measures and or surveillance of the vessel using its crew. Section 3: When vessels are berthed, the only entrance allowed should be through the Terminal main dock, keeping only one gangway down, and the rest folded on board. Section 4: The captain of the vessel, or whoever is in charge in his absence, should be responsible for the measures adopted in compliance with the previous sections, and non-compliance will bring about the infringement actions established in the Regimen de Navegacion Maritima, Fluvial y Lacustre (REGINAVE). Section 5: This document voids Resolution PZBP RI, 7 N? 02/04 and has an experimental and transitory nature, being in force until replaced or modified by other resolution, and it does not exempt the captain from adopting any other measure he should consider necessary in order to increase the protection of the vessel and its crew. Section 6: The shipping agencies representing the vessel should notify at the moment of the vessel's arrival the content of this resolution by extending a copy of the document if requested by the Captain, informing as well, about the particular terms and conditions of every port, and that all infractions will be informed to the Security and Judicial Police and the corresponding authority. Section 7: The jurisdictional Offices will render a certified copy to all entities and port related organizations (Port Chambers, Shipping Agencies, and Pilots Associations) located within the same jurisdiction. Section 8: A copy of this document should be forwarded to the Operations Department, Security and Judicial Police and Navigation Security Department for their perusal. Once fulfilled, this document should be filed within the Operations Division as precedent regarding this matter. Resolution PZBP, RI. 7 N? 03/04 Signed:German Rodrigo Rojas Coastguard General.
