CREWING SOFTWARE Utilizing the latest technology the Management Information Systems Department at Dohle have developed a bespoke crew management software package (Mariners Business System) that is capable of supplying a fully integrated crew management solution that is available not only for the Dohle (IOM) Group but also for global associated companies and third parties. The system provides on-line access to crew documents and crew history, as well as relief planning and maintains current and flag state licenses. The system is also able to determine if applicants have all the appropriate documentation before the Company offers employment. Further, Automatic Crew Contracts can be generated and scanned document images can be retained for reference. QUALITY ASSURANCE It goes without saying that Dohle (IOM) Ltd places high priority upon the safety of our vessels, our crew and the protection of the environment. Global economy is shaky but the Island's young executives have faith... The Isle of Man Economy The Future Stability, continuity and sustainability. As an established Ship Management company, we feel these are three extremely important factors in the future of the Isle of Man economy. We live on an Island of low unemployment (0.7%), low inflation (3.6%) and high levels of economic growth (approximately 6% in real terms). We pay low levels of personal income tax and enjoy a AAA standard of life (Standard & Poors) and 93% of us are satisfied with life on the Island (Mori Poll). As we look out from our offices over Douglas Harbour what storms could be developing over the horizon and what must we do in order to deal with these and ensure economic prosperity? One of the key factors for continuity is the Government s ongoing discussions with the UK. There is pressure from Europe to bring us in line with European tax regimes but as long as our tax structure remains the same then we should continue to prosper. Indeed we should endeavour to exploit these tax advantages such as the Zero rating and low business taxation, and not grow complacent following 20 years of growth in the economy. It is clear the Treasury is funding the necessary creative solutions within the European Union and OECD restrictions in order to achieve this. The Isle of Man must also continue the drive for diversification in the economy. There is no doubt that the finance sector is the largest in the economy and we should aim to divert more resources to help other industries such as shipping, film making, manufacturing, e-commerce and tourism By investing in these other industries we can give residents an employment alternative to the finance sector, a sector which is influenced by the increased mobility of capital and labour. To ensure support for the finance sector and other developing industries it is also important to invest in both modernisation and training/education. International companies looking to relocate require the technological infrastructure in order to trade effectively and the Island is committed to investment in this area. By remaining at the forefront of technology the Island can continue to attract businesses looking for a competitive advantage in a tax friendly environment. The Isle of Man College and the International Business School are also critical components of the future of the Island. To give the Isle of Man a competitive edge we need to invest in the knowledge and skill base of the workforce. By providing an educated and desirable pool of employees from which companies can select more jobs can be filled from on the Isle of Man rather than off the Isle of Man. The Island needs to accommodate and be sensitive to preserving the quality and culture of our environment. We need affordable housing and a competitive environment in which to provide an ongoing, competitively priced workforce. Failure to address such issues could ultimately price large sectors of the workforce out of the international market. An issue that often arises as a problem on the Isle of Man is the transport links to and from the United Kingdom, both ferry and air connections. These are often considered to be expensive and inconvenient for both business and leisure travellers and onward connections can be difficult to schedule. This issue needs to be addressed as this affects both the quality of life and the perspective of the Island s infrastructure to the wider business community. From our point of view the future for the shipping industry on the Isle of Man looks bright. The Isle of Man encompasses many well-established companies from the sector and offers a full portfolio of ship management services, making the Island a key Ship Management centre within the British Isles and within the industry as a whole. The system provides on-line access to crew documents and crew history, as well as relief planning and maintains current and flag state licenses. The system is also able to determine if applicants have all the appropriate documentation before the Company offers employment. Crew contracts can be generated and scanned document images can be retained for reference. Soon to be added financial module to incorporate allotments / payroll interface to the accounts package. Manning Agents log on and update their requirements via the web. ACCOUNTING We utilise SUN systems accounting which is an SQL based program. This is a very stable product based on a single ledger format. For reporting we use an Excel add-in which allows extraction and reporting in a very flexible and presentable format. We are currently supporting USD and EUR base currencies. Depending on the individual requirements we have one or more legal entities within our accounting databases. All databases are using a standard chart of accounts and standardised coding, as well as a series of analysis codes to allow more specific queries and reporting. PURCHASING We have recently launched on a number of fully managed vessels our new in-house developed Purchase Order control system known as MBS. This multi user on-line system allows authorisation of PO's for the order confirmation stage depending on rights given. The system automatically produces batch files to be posted directly into our Midocean accounts package. Antigua and Barbuda PERMANENT (FULL) REGISTRATION 1. Antigua and Barbuda maintains an international recognised Register of Ships. Registration of ships can be carried out together with a mortgage associated to that ship. 2. There are no tonnage restrictions for ships on the register. 3. Prior ships full registration a mandatory "initial safety inspection" is to be carried out on behalf of the flag state; exempt the ship is a new construction or less one-year of age. 4. An Antigua (IBC) company has to be created in advance. A copy of the Certificate of Incorporation and Good Standing must be submitted to the relevant Antigua Registration Office. 5. Prior to full registration documents and information data are to be presented to the relevant Antigua Registration Office. 6. Upon full registration of the ship, the new Antigua and Barbuda trading documents will be provided on ship s owner discretion. 7. Registration Fees are calculated according to the Gross Tonnage of the ship. 8. Application for IBC-formation can be processed by several Antiguan law firms. Ship Rope Bermuda 1. Bermuda is a group of islands located in the western Atlantic Ocean, approximately 570 miles east of Cape Hatteras, North Carolina. It is the oldest self-governing colony in the British Commonwealth, with a Parliament third in age only to the Parliaments of England and Iceland. The Queen of Great Britain is the Head of State. The Bermuda Constitution became effective on June 8, 1968, and provides for internal self-government. The Premier is the head of government. Bermuda is not a member of the Commonwealth of Nations, or of the United Nations, except through its dependency status with the United Kingdom. The capital is Hamilton, and English is the principal language. The unit of currency is the Bermudian dollar. Principal exports include pharmaceuticals and semitropical produce. Major trading partners include Canada, the United Kingdom, and the United States. Bermuda enjoys one of the highest per capita incomes in the world and relies heavily on tourism, insurance, and financial services. 2. Bermuda's Register of Shipping forms a substantial section of the "Red Ensign" Group. It is part of the United Kingdom Register of Shipping, and is classified as Category 1 under the UK Merchant Shipping Act 1988. Bermuda registered ships fly the Red Ensign. The Bermuda Register has been in existence since 1789. In 1974, the Register of Shipping was set up in its present form when the government's Marine Administration was established. 3. Bermuda is an International Transport Workers' Federation designated open register. The United Kingdom Merchant Shipping Act 1894 as amended by the Merchant Shipping Act 1988 governs vessel registration in Bermuda. Ship Rope Cayman Islands The Cayman Islands, with a Category One British registry, are qualified to register vessels of all sizes and classes, from small yachts to super tankers. The Cayman Islands Shipping Registry (CISR) contains the registration and safety departments of administration, enhancing efficiency and response time. February 2002 witnessed the Registry's achievement of ISO9000 quality standards. CISR is one of three British registries, including the UK itself, to acquire such an honour. Port of Registry & National Colours Cayman Islands law had been widen to include the scope of people and companies eligible to register ships under the Cayman Islands flag. The Port of Registry for Cayman is George Town. Since the islands are a British territory, ships may fly the UK Red Ensign or the Cayman Islands Red Ensign, which consists of the UK Red Ensign with the Cayman Islands crest in the flag. Registration 1. The following qualify to own a Cayman Islands ship: * British Subjects * Nationals of any European Union (EU) or European Economic Area (EEA) State including Overseas Territories * Bodies corporate and shipping entities established in and having a place of business in any of the above States or Territories * Foreign companies registered in the Cayman Islands under relevant Cayman Islands law and having a place of business within the Islands. 2. Ship Rope Isle of Man The Isle of Man Shipping Register is, in effect, a British register and the ships registered are therefore British ships and part of the Red Ensign group of Registries. Commercial yachts, which comply with the UK Mega-yacht Code, have been eligible for registry in the Isle of Man since 2003. As such they only accept yachts over 24m, which complements the high quality of their merchant register. The Isle of Man Administration is small enough to be able to take an individual interest in the vessels on the register and have a flexible approach to proposals made by designers and yacht owners. The Isle of Man Government provides positive support to the shipping register and to the establishment of ship management companies on the island. The only fees charged by the Marine Administration are those relating to registration, survey and certification of ships, and these are all set at levels intended only to recover the administrative costs involved. Should a serious incident occur on board your Yacht be it a collision, oil spill or an accident involving a guest, ships personnel or a member of the public; handling the media effectively by setting the media agenda and offering balanced information, is the only way to minimise adverse publicity. INSURANCE SERVICES Insurance business is by no means straightforward. It can suffer like any market from over supply and lack of demand. To deal with these fluctuations the Dohle Group has set up its own Marine Insurance Brokerage Company. The professional expertise is not only rendered to the Group's own vessels but is also open for other ship owners. Our dedicated Emergency & Media Response Team is always 100% ready to respond to any requests for assistance and fulfils the requirements of the ISM and ISPS codes. Both ISM and ISPS require a Master to have access to Shore based Support. The Owner, Manager and Master will be supplied with a 24-hour emergency number and the mobile phone numbers of the Senior Personnel concerned with their Yacht, e.g. the Nautical and Technical Superintendents. The Company has a dedicated Emergency Response Room , directly linked to our Technical Department, to enable efficient and immediate action in any event. Ship Rope Non Tank Vessel Response Plans (NTVRP) The subject of all types of vessel other than tankers having to carry a dedicated oil spill contingency plan when trading to the U.S. has been, in general terms, under discussion since last year but events have now moved very quickly. On the 16 February 2005, the United States Coast Guard (USCG) suddenly issued interim guidance for development and review of oil spill response plans for non tank vessels (the definition of such vessels, are all self-propelled vessels of 400 gt or greater, other than a tanker, that carry oil of any kind as fuel for main propulsion). The deadline for plan submission is 8 August 2005 - Full details of this legislation can be found in the USCG's Navigation and Information Circular 01-05 (NVIC 01-05), however a summary of the primary requirements are shown below: # The plan must identify the Qualified Individual (Q.I.) who must be a U.S. resident, available 24 hours a day and having full authority to implement the plan; # There must be a contract in place with a classified oil spill removal organization (OSRO) and salvor; # An annual tabletop exercise must be held (this is a requirement for the Managers). This plan will be similar in many respects to the Vessel Response Plan (VRP) already required by tankers and is required to have geographic-specific appendices for each COTP zone in which a vessel operates . This aspect alone will mean that "outside" specialised assistance will be required for the preparation and maintenance of plans. As of February 2005, all regulatory legislation is not yet in place. If still not in place by the above deadline, the USCG will issue an authorization letter with 2 year period of validity which will allow a vessel to operate without an approved plan provided they have received a plan and the required contracts are in place. If the USCG is unable to review all plans in time to issue an authorization letter, then they will issue an interim authorization letter as a short-term measure.
