It was common knowledge that to repeatedly attain that outcome in 2004 would have been considered successful. All the more so, as all outlooks envisaged a 50% plunge in the handling of coal (with its volume handled at the Port of Gdansk in 2003 total 5,926,194 tonnes). However, the marketing and commercial departments of both, the Port of Gdansk Authority SA and Port of Gdansk Cargo Logistics working at full stretch coupled with the improved market conditions resulted in the favourable achievements way beyond expectations. These, on the other hand, added up to another record high rate of cargo handling in the Port of Gdansk. A total volume of various commodities handled at the quays owned by the Port of Gdansk in 2004 stood at some 23,300,000 tonnes, which indicates a growth of over 2 million tonnes. The largest share of these goods had been taken by fuels that accounted for 11,570 thou. tonnes, i.e. nearly 1,600 thou. tonnes more than in 2003. Contrary to the pessimist assumptions, the port workers had handled 5,920,844 tonnes of coal, which is only over 5 thou. less that in the previous year. It is necessary to take a note of a 105 thou. tonnes growth in general cargo, which had brought an overall result of nearly 2,400 thou. tonnes. The comparable rate in cargo handling vis-a-vis the previous year had been maintained for other bulk - slightly over 2.5 million tonnes, as well as the volume of grain that reached 390 thou. tonnes. In total, port workers have handled 22,600 thou. tonnes of various goods at their own quays, whilst, taking into consideration volumes at the other port quays, which in 2004 had stood at some 700 thou. tonnes - an overall turnover amounted to some 23.3 million tonnes of cargoes. - Fortunately, the pessimistic prognosis of a 50% drop in the handling of coal failed to come true - says the chief dispatcher at the Port of Gdansk, Marek Czernowski. Admittedly, there had been a decreased volume of coal by some 200 thou. tonnes reported in the Northern Port, though, on the other hand, 300 thou. tonnes of coke had been acquired at the quays of the Inner Port. Such an occurrence of replacing one type of cargo with another had also been successfully applied as far as general cargo is concerned. Worthwhile to mention here is a fall in such commodities as rice, milk and citrus fruit, whilst a growth had been observed, especially in the first half-year, in the handled volumes of rolled steel and, first and foremost, in container turnover. In 2003, the Gdansk Container Terminal had handled nearly 20 thou. TEU, whereas in 2004 - already close to 41.2 thou. TEU. This bodes well for the future, even more so, as the work has been commenced on the expansion and modernisation of the Gdansk Container Terminal, which is bound to result in its increased throughput. A characteristic feature of this vessel is that it is equipped with a self-discharging device, namely a lengthy extension arm, which at the same time operates as a 85-meter long conveyer belt with a maximum deflection angle of 70 o relative to the ship axis. The discharge of aggregate onto the Rudowe Quay was commenced at 11:45 am. It took 11 hours and 5 minutes to unload the cargo of over 32 thou. tonnes. The company operating the quay is the Port of Gdansk Cargo Logistics, whilst a consignee of the aggregate is Yeoman Poland. This decision enables the investor, a British consortium of Deepwater Container Terminal (DCT), a launch of the construction work in practical terms. As informed by the investor, the announcement of a general contractor and the commencement of construction work shall take place as soon as January 2005. In line with the previously made assumptions, phase I of the investment implementation will ensure a throughput of the container terminal of 500 thou. TEU. Two berths shall be provided to handle ships of up to 330 meters in length each, including one berth designed for handling Ro-Ro vessels and, additionally, storage yards for containers (also refrigerated ones) developed, as well as infrastructure of the terminal and the approach thereof. The cost of phase I of the construction work totals some USD 175 million, whilst its implementation, as assured by the investor, will take 46 months. Ahead of that time limit, however, i.e. as early as 2006, a first container ship is expected to call at the newly built terminal. The completion of phase II shall increase the handling capacity up to 1m TEU. The construction of a container terminal that will boast such parameters (already in operation in the Port of Gdansk, there is the Gdansk Container Terminal that in 2004 had handled 40 thou. TEU, whilst in 2003 - nearly 20 thou. TEU) clears up a fast track towards successive investment projects planned in the Port of Gdansk. These cover, among the others, ferry, Ro-Ro and vehicle handling terminals, as well as a logistical and distribution hub. The implementation of the aforementioned investments entails not only hundreds of new job opportunities, but also a change in the image of the Port of Gdansk, upgrading from a bulk cargo port that relies mainly on the handling of oil crude and coal - towards a universal port. Such is the purpose that has been designated for the Port of Gdansk in the sustainable development plans of transportation network on the territory of the enlarged European Union, which provide for the Port of Gdansk to be ranked as a major multimodal junction within TransEuropean Transportation Corridor no 6 that together with the motorway of the sea will link the North of Europe with its South. Same as "Tor Belgia" the vessel will ply on route Gdansk-Copenhagen-Goeteborg. The length of the "Tango" vessel is 140.12 meters and its width 20.50 meters. Cargo handling lane amounts to 1,088 meters which allows to carry 70 trailers. Vessel attains the speed of 16 knots. This month is the eleventh in succession to have shown a growth in cargo handling in relation to the previous, also record-breaking year. A total increase in handling volumes, as compared with the last year, has already reached 2 million tonnes. In general, during the eleven months of 2004, according to the compiled figures, Gdansk stevedores have handled 21.8 million tonnes of cargoes. The biggest group comprises liquid fuels - 11 million tonnes (by 1.8 million tonnes more than in the eleven months of 2003). The coal handling volume dropped by 120 thou. tonnes as compared with the last year, however, a volume of over 5.5 million tonnes still proves decidedly larger than envisaged in the outlooks for this period. A favourable cargo handling rate has been reported in the group "other bulk" - 2.4 million tonnes, as well as in general cargo - similarly 2.4 million tonnes. The latter has displayed a growth of about 300 thou. tonnes. Particular attention should be drawn to the container handling - in the eleven months the Gdansk Container Terminal has already handled 36,725 TEU. The above-mentioned prevailing cargo groups are supplemented with: grain - over 360 thou. tonnes, ore - 47 thou. tonnes and timber - 6 thou. tonnes. The results presented above will be further completed with figures compiled from other terminals and quays of the Port of Gdansk. It is expected that the figures reported for the first eleven months of 2004 will amount to nearly 22 million tonnes, however, the outcome at the close of November has already exceeded the cargo handling volumes recorded in the entire year 2003 by about 500 thou. tonnes. Despite the fact that Gdansk stevedores are still left the entire month of December to go, already now, the last year's record high performance has been successfully improved. The conference was attended by 200 representatives coming from all Baltic states, inclusive of the delegation from Poland acting for Polish seaports, shipyards and shipping companies, headed by the Under-Secretary of State for Maritime Economy at the Ministry of Infrastructure, Witold Gorski. The conference had been promoted by the Association of Russian Commercial Seaports - ASOP and the Baltic Ports Organization - BPO. As of May 1 st , 2004, the Baltic Sea is the internal sea of the European Union, except for Russia. Hence the venue of the conference held the first time ever in Russia appears of major significance in terms of the future business cooperation across the entire region of the Baltic Sea. This region currently ranks among the most rapidly developing regions in the world. Sankt-Petersburg along with the entire Russian area of the Gulf of Finland is the scene of Russia's intense economic growth, as well as a major transportation hub of global importance situated at the crossroads of international transportation trails and, at the same time, a construction site of new port infrastructure coupled with the upgrades on the existing facilities under way - among the others in the ports of Sankt-Petersburg, Ust, Prymorsk, Visotsk and Viborg. The currently implemented "Russia's Transportation Strategy" provides for the region of Sankt-Petersburg to be seen as Russia's future major hub in terms of the transportation and maritime commerce. The cargo handling volumes recorded at the Russian Baltic ports have already exceeded the total turnover of Russian ports on the Black Sea. Hence the venue of the conference held the first time ever in Russia appears of major significance in terms of the future business cooperation across the entire region of the Baltic Sea. This region currently ranks among the most rapidly developing regions in the world. Aiming at the rationalization of construction and maintenance costs of the border inspection post, this facility has been developed based on the adaptation of the hall of Warehouse 18 with a usable floor area of 503 m 2 . Completion of the investment and implementation of the European Union procedures for the approval and listing in the Union register of veterinary border inspection posts are due in the first quarter of 2005. As a result, the Port of Gdansk will join other Polish seaports of pivotal importance for the national economy, where veterinary border check of all animal products is exerted in compliance with the European Union standards. The invitation was also accepted by the Under-Secretary of State at the Ministry of Infrastructure, Mr. Witold Gorski. TEU as a vessel of "Emstal" was being loaded. The final destination for containers handled during this operation is the Far East. Such a successful result entails that 2004 is going to be a record-breaking year for the Gdansk Container Terminal. The best ratings hitherto recorded come from 2001 when a whole-year cargo handling volume totaled about 20,500 TEU. The rapid growth gives grounds for the assumption that this year's volume will have exceeded 35 thou. TEU. In practical terms, this means reaching the cargo handling capacity of the Gdansk Container Terminal, thus indicating the necessity to expand the infrastructure and superstructure of the Gdansk Container Terminal, in particular as the pace of growth is expected to be maintained over the coming year. The investment projects provide for such improvements like the extension of the operating quay by 92 meters that will enable the berthing of two large-sized vessels at a time. Additionally, investments are planned to increase the capacity in terms of containers storage and their handling. The Gdansk Container Terminal provides services to such lines as Orient Overseas Container Line, Inter Marine Container Lines, Delphis, Containerships Oy and Kursiu Linija. It saw Gdansk port workers having handled nearly 2 million tonnes of various goods (1,991,571 tonnes), i.e. over 316 thou. tonnes more as compared with September 2003. The largest cargo handling volumes had been reported for liquid fuels - 1,063,804 tonnes (313,384 tonnes more vs. September last year). Similarly, the coal handling accounted for a nearly 50 thou. growth vs. September last year - 524,515 tonnes. We are also pleased with the favourable turnover at the general cargo handling quays. September brought about 161,131 tonnes of general cargo handled. Other cargo groups shape as follows - other bulk: 221,167 tonnes, grain: 14,470 tonnes, ore: 5,603 tonnes and timber: 881 tonnes. The growth as compared with the last year's September ratings further added to a successful attempt of recording a top handling result in the recent years. Since the beginning of this year. Gdansk port workers had handled a total volume of 17,617,641 tonnes of various goods, which, compared with the corresponding 9 months of 2003 shows a rise by 1,676,479 tonnes. Such result had been achieved mainly due to an increased volume in liquid fuels as compared with the last year - this year had already recorded 9,264,209 tonnes, general cargo - 2,040,307 tonnes, but also coal that accounts for a smaller volume, although had already reached an amount of 4,293,642 tonnes. Further records of such rates in cargo handling will enable the achievement of year-end results at a better level than in 2003. It saw Gdansk port workers having handled nearly 2 million tonnes of various goods (1,991,571 tonnes), i.e. over 316 thou. tonnes more as compared with September 2003. The largest cargo handling volumes had been reported for liquid fuels - 1,063,804 tonnes (313,384 tonnes more vs. September last year). Similarly, the coal handling accounted for a nearly 50 thou. growth vs. September last year - 524,515 tonnes. We are also pleased with the favourable turnover at the general cargo handling quays. September brought about 161,131 tonnes of general cargo handled. Other cargo groups shape as follows - other bulk: 221,167 tonnes, grain: 14,470 tonnes, ore: 5,603 tonnes and timber: 881 tonnes. The growth as compared with the last year's September ratings further added to a successful attempt of recording a top handling result in the recent years. Since the beginning of this year. Gdansk port workers had handled a total volume of 17,617,641 tonnes of various goods, which, compared with the corresponding 9 months of 2003 shows a rise by 1,676,479 tonnes. Such result had been achieved mainly due to an increased volume in liquid fuels as compared with the last year - this year had already recorded 9,264,209 tonnes, general cargo - 2,040,307 tonnes, but also coal that accounts for a smaller volume, although had already reached an amount of 4,293,642 tonnes. Further records of such rates in cargo handling will enable the achievement of year-end results at a better level than in 2003. As a result of the construction of the biggest in Poland deepwater container terminal, whose cost is estimated at USD 175 million, its handling capacity, already in phase I, will total 500 thou. TEU a year. To recall the facts: the new terminal will be constructed in the Northern Port next to the already existing fuel and coal terminals and ore pier. The new pier will jut out into the Gulf of Gdansk, which entails not only an easy access from the sea but also the possibility of handling Panamax size vessels with draft up to 15 metres. The pier will be founded on piles and its construction will be filled in with the excavated material. Overhead traveling cranes and other cargo handling equipment will be placed on the pier; containers will be also stored there. Two berths are to be constructed, one of which is going to be of a ro-ro type. If necessary, the third berth together with the storage yard for containers will be constructed. It is assumed that the first stage of the construction works will take 46 months, but the DCT expects that ships will be able to call at the terminal already after 28 months. The co-operation between the British investor and the Port of Gdansk Authority SA is described by Andrzej Kasprzak, President of the Board of the Port of Gdansk Authority SA in the following way: We are in a regular contact with the representatives of the British investor and our co-operation is developing very well. The complexity of the project should be emphasized, both in the context of the presently planned investment and its potential future development. Therefore the key problems connected with the design, construction and utilization of the terminal have been consulted by the investor with prominent experts from the USA, South Africa, Europe, including the Baltic Sea Region. The last six months have brought up many issues concerning planning and construction works such as an analysis of ground, waves' motion and winds, research on road and railway connections, power demand, arrangement with the Harbor Board, Border Guard, the management of the Customs and Planning Office, compatibility with the city development plan, particular solutions concerning the construction of the pier and its facilities (office buildings, warehouses and repair shops), the evaluation of the equipment deliverers and the personnel requirement etc. All the time the investor is also conducting market research with the purpose to confirm assumptions of the business plan concerning the interest of ship-owners in Gdansk terminal and the inflow of goods. As we are informed by Mr. James Sutcliffe, President of DCT Gdansk SA, according to the insight gained into the situation, the planned volume of the cargo handled in the first year of the terminal's operation (2006) is already 100 thou. TEU bigger than the initially assumed volume. This prognosis has been confirmed by a reputable consulting company, which has conducted an independent research on the container traffic via Poland. In the nearest future the investor will submit applications for design approval to Municipality of Gdansk and Provincial Governor's Office. The DTC SA has also covered a significant part of expenditure on the works carried out at the stage preceding the initiation of financing by banks. At the beginning of September five major contractors are to be invited to participate in the tender according to the procedures recommended by the European Investment Bank. As the investor assures - adds Mr. Kasprzak - negotiations with European banks proceed according to the contract, while final financial conditions are expected to be settled at the end of September. Since the pace of works is appropriate, there is every indication that the construction of the container terminal in the Port of Gdansk will commence really soon. "The prospects for our terminal are excellent," says port president Andrzej Kasprzak in an interview with Lloyd's List. "Poland's ports have a containerisation ratio of just 1.7% of their cargo. This will definitely change." Gdansk could not stand by idle in this, he added - despite strong pressure from neighbouring Gdynia, which already has a flourishing container terminal. "Gdynia has a capacity of 350,000 teu. They want to expand that to 800,000 teu, but they will in the short run probably manage 500,000 teu. In Gdansk, we start with 500,000 teu and will go up to 1m teu," he says. The terminal will provide two berths capable of handling panamax vessels, with one berth simultaneously providing ro-ro facilities. The development of the Polish economy warrants such investments, Mr Kasprzak says. This was evident from trends in Gdansk's current container trade, even though it was still small. "In 2003, we handled 20,000 teu. This year we had the same figure in the first six months alone." Gdansk was aware that it would probably not be the port of call for large mainline services. "But we want to be a major feeder port in the Baltic." The new terminal is set to start operations in around three years. The port's partner is DCT Gdansk, a company formed by port and container management experts and companies from the UK, headed by James Sutcliffe. Total costs run to $175m, Mr Kasprzak says. This includes $20m of infrastructure costs. They are initially paid for by DCT Gdansk, and reclaimed through lower rent, he says. The move into containerisation comes at a time when two developments combine in a happy way for Gdansk - good traffic figures and the European Union membership, which will result in more spending on road and rail infrastructure. "We have an excellent situation with regard to our cargo development," says Mr Kasprzak. "Volumes are rising strongly. In 2002, we had 17m tonnes, this was up to 21.5m tonnes in 2003. Our forecast for 2004 is very optimistic. In the first half, we had 13m tonnes." The strong performance was aided by Russian exports of crude oil and fuels, but also a rise in general cargo, particularly foodstuffs, and steel. Coal, once the staple diet of the port, is likely to drop from 7m tonnes to 2.5m tonnes this year. It is remarkable that Gdansk still maintained its high growth. The second positive factor is Poland's European Union membership. It was true that this brought also some additional regulations, Mr Kasprzak concedes. "But we are not at all afraid of EU rules." Brussels' determination to realise its transport corridor No 6, with Gdansk having a prominent place at one end of the corridor, was very helpful. On the list of EU projects is the motorway Gdansk-Lodz-Katowice, which continues to Brno/Bratislava and Vienna, and the high-speed rail link via Warsaw to Vienna. "It will allow a speed of 180km/h," says Mr Kasprzak. "We have two main infrastructure problems in Gdansk," he adds. "One is the rail and road access, the second is the water infrastructure. We need to maintain quays, access channels and so on." The EU had promised Zloty 150m ($41m) to help with these tasks. "This is very welcome. EU funds, of course, require that we pay 25% of the total costs." At present, the port is still struggling to come up with its Zloty 50m. Mr Kasprzak came into power two years ago after a government change in Warsaw - which is frequently the reason for changes in top positions in Polish state-owned companies. After all, the Treasury owns 83.84%, the municipality of Gdansk 2.04% and employees entitled to shares under the privatisation laws the remaining 14.12%. His comparatively recent arrival makes it easier for Mr Kasprzak to be open about one of the main failures of port investments in recent years, the ill-fated huge grain terminal - which is standing largely idle with its silos and elevators. "This was bound to be a failure," he admits. There was not a large enough market for this type of terminal. "The very assumption that Gdansk could be the hub for Russian and Ukrainian grain imports was erroneous. They are not importing," Mr Kasprzak says. The port terminated the contract with Europort, a company originally founded by the Saskatchewan Wheat Pool and now controlled by other private interests. "There might be a use for it, though," Mr Kasprzak said. Instead of 3.5m tonnes, it would be 1m tonnes, and instead of 60 hectares, only 20. Especially important for its functioning is this year because of Poland joining the European Union and resulting from this fact changes in customs regulations, which are important for the structure of cargo handled and the range of the PFZ's operation. Contrary to prevailing opinions, it does not seem probable that the accession of Poland to the EU will in any way affect the attractiveness of the Port Free Zone's offer. The changes after 1 st May should be considered with respect to the volume of cargo handled as well as the differences in the range of operation. Joining the European Union creates an opportunity for expanding trade exchange with the countries from outside the EU and for the increase in the turnover of transit to the third countries. A competitive factor on the European market, favourable to the Port Free Zone in the Port of Gdansk, is the cost of cargo handling operations (including the cost of labour) which is lower than in West European ports. In 2003, the Port Free Zone handled a volume of 402,206.6 tonnes of cargoes, which was a top volume in its history. This was mainly due to the increase in the turnover of citrus fruit and bananas handled; to illustrate: in 2002 in the Port Free Zone 73,850.5 tonnes of bananas were handled, in 2003 - 130,730.6 tonnes, and until July this year - 50,229.6 tonnes. Modernized and adjusted to European standards storehouses of the Cargofruit company guarantee excellent conditions for storing bananas and any other fresh fruit imported by sea. The introduction of duty and licence for the import of bananas resulted in the decrease in cargo handling in the first seven months of 2004. However, Mr. Czeslaw Nowak, the Director of the PFZ Office, emphasizes that there is a strong tendency for cargo handling to increase in the second half of the year. Although the last year's figures do not seem likely to be repeated this year, still a sudden decline in the volume of the bananas handled is not expected to occur. Maintaining the turnover at the present level is guaranteed by constant delivery of the fruit in containers. Besides handling the aforementioned cargoes, another important part of the PFZ's activity is storing and distributing vehicles imported to Poland by car manufacturers such as Skoda, Nissan, Mazda, Land Rover and Suzuki. At present, the extended and hardened surface storage yards of the PFZ accommodate over 3 thousand vehicles. In the Port Free Zone also other various cargoes are handled e.g. metallurgical products, construction elements, zinc and lead, granite blocks and assembly services are conducted. In the European Union there are 32 free zones, which constitute natural competition for the PFZ in Gdansk. Thus available infrastructure is very important. Modernization work done so far in the Port Free Zone area was connected with the refurbishment of warehouses and storage yard hardening.
