M-13 Download Bathymetry GENERAL BATHYMETRIC CHART OF THE OCEANS (GEBCO), Fifth Edition The General Bathymetric Chart of the Oceans (GEBCO) series consists of 18 separate sheets in colour (75 x 110cm) covering the world. A World Sheet in colour (100 x 126 cm) is also available. The scientific content of each sheet, including contouring of bathymetric data in areas of sparse data is carried out by marine geologists/geophysicists specialised in morphological charting of the sea floor, to obtain the best representation from available data. The production of the fifth edition, in the 1980's, was supervised by a joint IHO/IOC Guiding Committee composed of hydrographers and oceanographers. The cartographic production was undertaken by the Canadian Hydrographic Service in Ottawa, Canada. GEBCO sheet 5.12 was revised in 1994. The index chart below shows the sheet numbers, limits and dates of publication. The sheets are on Mercator projection at a scale of 1:10M, except Nos. 17 and 18 of the polar regions which are on polar stereographic projection at a scale of 1:6M. The Royal Australian Navy Hydrographic Service has produced a set of "data rich" ENC cells with 1m contour intervals, and full implementation of Zones of Confidence (ZOC) and SCAMIN. NOAA (Office of Coast Survey) ENCs are official products used for navigation. They can also be used for testing, electronic navigation training, user familiarization, and evaluation of NOAA ENCs. The S-63 standard uses a 2-level chain of certificates to operate the data protectionscheme. The IHB operates as the Scheme Administrator and has issued the root Digital Certificate for use within the protection scheme. The SA certificate used by IHB will be a self-signed certificate. It is available both as a X-509 compliantfile IHO.CRT and as a text file Scheme Administrator Public Key.txt . Both files are contained in an SA Certificate compressed file. The SA will issue Data ServerCertificates to all Data Servers participating in the protection scheme. TheData Server Certificate contains the Data Server Public Key and the SA signature of this Key.Since only the SA can issue Data Server Certificates, the chain of trust can beestablished by authenticating the SA signature on the Data Server Public Key. Theprotection scheme requires the SA public key to be installed on end usersystems by all users of the protection scheme. The Data Server Certificate is contained within each signature file andthe Data Server Public Key can betrusted if the SA certificate is valid. The installation of the SA certificate (andthe public key held within) should be carried out as a separate, independentoperation and be subject to carefully controlled operating procedures. Development of IEC 61174, which is intended for use by typeapproval authorities in view of ECDIS certification as well as by ECDISmanufacturers in the frame of ECDIS production, was mainly based on IMOPerformance Standards for ECDIS and IHO Publications S-52 and S-57. IEC 61174 calls for an ENC test data set , that is, " a standardized data set supplied on behalf of theInternational Hydrographic Organization (IHO) that is necessary to accomplishall IEC testing requirements for ECDIS. This data set is encoded according tothe IHO S-57 ENC product specification and contains update information based onIHO S-52 appendix 1 ". The specific requirements are listed in AnnexF of IEC 61174. IEC 61174 also calls for an RNCtest data set , that is "standardized data set supplied on behalf of the IHO that isnecessary to accomplish IEC testing requirements for RCDS mode of operation.This data set is encoded according to the S-61 RNC Product Specification. IHO ENC TESTDATA SET The UK Hydrographic Office has produced, on behalf of theInternational Hydrographic Organization, an ENC Test Data Set (TDS) whichconforms to Annex F of IEC 61174. The CRC for the cell in the catalogue does not match the data. CORUPD - CORRUPT UPDATE CELLS. Contains corrupt CRC data. Canupd - 'BAD' UPDATE CELL. Contains a cancel update for a cell. BADU1 - 'BAD' UPDATE CELL. The update falls off the cell. BADU2 - 'BAD' UPDATE CELLS. The update falls in an area of no data. BADSEQU - INVALID SEQUENCE OF UPDATE CELLS. Picrec- Contains six different versions of the same TIFF image, using different coloursettings. Printed Colour Graphics of the ENC Test Data Sets. In addition to the digital items of the TDS mentioned above, Annex F of IEC61174 requires that the TDS also comprises five colour graphic printed copies(see item F2.7). These are available from the IHB at the price of 600 FF per set of five graphics. IHO RNCTEST DATA SET INTRODUCTION Following publication in 1998 ofthe 1st edition of the IEC Standard 61174, the IMO adopted in December 1998 anamendment to the then-current Performance Standardsfor ECDIS, permitting ECDIS equipment to operate in a Raster Chart DisplaySystem (RCDS) mode in the absence of Electronic Navigational Charts (ENC). As a result the 2nd edition of IEC 61174, which is planned for release by theend of 2001, makes provision for testing of the RCDS mode functionalities andcalls for a Raster Navigational Chart (RNC) test data set. RNCs are currentlyprovided using either the HCRF format or the BSB format. Equipment testing canrelate to either or both of these formats. ARCS- HCRF Test Data Set This Test Data Set has been producedfor use when type approving ECDIS operating in RCDS mode (using data encoded inthe HCRF Version 2.00 format) as specified in IEC 61174 Edition 2, Annex H.17. The data consists of a set of Raster Navigational Charts (RNCs) from the UnitedKingdom Hydrographic Office's (UKHO) Admiralty Raster Chart Service (ARCS). Thedata may be used when type approving ECDIS systems operating in RCDS mode usingeither ARCS data or data from the Royal Australian Navy Hydrographic Service'sSeafarer service, since both of these services use the same data format andencryption mechanism. Because ARCS and Seafarer only use encrypted data within their services, the RNCdata are also encrypted in a way that is compatible with both the ARCS andSeafarer services. For ease of distribution, thetest data is contained on a single CD. However, to make the data conform to theHCRF specification, it must be split up into separate CDs before use. A total often (10) CDs are needed to hold the entire data set. Details for creating theseCDs are provided with the test data set. BSB - TestData Set The BSB File Format has been developed todescribe and store raster image data and associated textual documentation. This file format is capable of representing a wide variety of mapping andcharting formats, however the BSB FileFormat is primarily used to represent nautical charts used for marinenavigation purposes. Maptech BSB File Format - TestDataset Instructions for RNC In the United States, allnautical charts produced by the Office of Coast Survey, National Ocean Service,National Oceanic and Atmospheric Administration (NOAA) are available in a rasterformat. Official NOAA raster charts conform to the Maptech BSB File FormatSpecification. Under cooperative agreement, they are distributed by Maptech,Inc. A Maptech BSB File Format - TestDataset Instructions for Raster Navigational Chart (RNC) has been produced toprovide a description of the necessary checks and verification proceduresrequired to properly use this type of data as a RNC. In conjunction with thedevelopment of this document, the Maptech BSB File Format Specification has beenverified to be in compliance with the minimum requirements contained in the IHOProduct Specification for RNC (IHO S-61). Similar to the United Kingdom's HCRFformat used in ARCS, the Maptech BSB File Format is a second type of officialraster data that meets the requirements for the Raster Chart Display System (RCDS)mode-of-operation in ECDIS, as specified in Appendix 7 of the IMO PerformanceStandards for ECDIS. The Maptech/BSB File Format Test Dataset Instructions forRNC also list the required checks/tests for RNC data to be used in conjunctionwith the RCDS mode of operation for ECDIS as described in IEC Publication 61174,2nd Edition, Annex H.17. Introduction to Electronic Chart Systems and ECDIS The electronic chart is a relatively new technology that provides significant benefits interms of navigation safety and improved operational efficiency. More than simply a computer display, anelectronic chart is a real-time navigation system that integrates a variety ofinformation that is displayed and interpreted by the Mariner. It is an automated decision aid capable ofcontinuously determining a vessel's position in relation to land, chartedobjects, aids-to-navigation, and unseen hazards. The electronic chartrepresents an entirely new approach to maritime navigation. There are two basic types of electronic charts. Those that comply with the IMOrequirements for SOLAS class vessels, known as the Electronic Chart Displayand Information System (ECDIS) , and all other types of electronic charts,regarded generically as, Electronic Chart Systems (ECS). Requirement for ECDIS For an ECDIS to meet a minimum level of reliability and functionality, the InternationalMaritime Organization (IMO) has developed a performance standard forECDIS. This standard specifies how an ECDIS must work in order that itserves as an adequate replacement for the paper nautical chart. The IMOPerformance Standards permit National Maritime Safety Administrations toconsider ECDIS as the functional equivalent to charts required by Regulation V,Chapter 20 of the 1974 SOLAS Convention. IMO has specifically requested thatmember governments encourage their National Hydrographic Offices produce electronicnavigational charts (ENCs) and provide the associated updating service as soonas possible, and ensure that manufacturers conform to the performance standardswhen designing and producing ECDIS. (See the Industry List containing known organizations providing services and products associated withECDIS). Electronic Charts - What Can Be Used Under SOLAS? The last few years have seen a steady increase in the use at sea of electronic chart systems and the associated electronic chart data. Unfortunately, this increased use appears to have been accompanied by growing confusion regarding the electronic chart solution and what is, and what is not, legitimate for vessels subject to the requirements of SOLAS chapter V (SOLAS V).The CHRIS Committee at its 15th meeting (Monaco, 10-13 June 2003) has producedan information paper to explain the various contributing elements of the electronic chart solution, their interrelationship, and their status under SOLAS V. Associated IHO Standards In conjunction with the development of IMO Performance Standards for ECDIS, the InternationalHydrographic Organization has developed technical standards related to thedigital data format, specifications for ECDIS content and display, and dataprotection. IHO Special Publication 52 (S-52) includes appendices describing the means/process for updating, colour and symbol specifications, and a glossary of ECDIS-related terms. IHO Special Publication 57 (S-57) includes a description of the data format, product specification for the production of ENC data, and an updating profile. Both IHO S-57 and S-52 are specified in the IMO PerformanceStandards for ECDIS. IHO Special Publication 63 (S-63) includes a description of the IHO recommended ENC security scheme with two appendices relating to associated security test data sets and software kernel with source code for a reference implementation. Testing ECDIS and Type Approval Requirements The International Electrotechnical Commission (IEC) has identified and describedthe necessary performance tests and checks for an IMO-compliant ECDIS.IEC Publication 61174 is the basis for type-approval specifications related to operationalmethods of testing and required test results for an IMO-compliant ECDIS. IEC61174 is used as the basis for type-approval/certification by Maritime SafetyAdministrations for an IMO-compliant ECDIS. Electronic Chart Data Vector Electronic Charts (ENC). ENCs are vector charts that also conform to IHO specifications, as contained in Publication S-57. They are compiled from a database of individual items ('objects') of digitised chart data which can be displayed as a seamless chart. When used in an electronic navigation system, the data can then be reassembled to display either the entire chart image or a user-selected combination of data. ENCs are intelligent in that systems using them can be programmed to give warning of impending danger in relation to the vessel's position and movement. Raster Nautical Charts . RNCs are raster charts that conform to IHO specifications and are produced by digitally scanning a paper chart image. The image may be either the finished chart itself or the stable colour bases used in the multi-colour printing process. The resulting digital file may then be displayed in an electronic navigation system where the vessel s position, generally derived from electronic position fixing systems, can be show. Since the displayed data are merely a digital photocopy of the original paper chart, the image has no intelligence and other than visually, cannot be interrogated. IHO Special Publication S-61 Raster Nautical Chart Product Specification provides guidelines for the production of raster data. IMO resolution MSC.86(70) permits ECDIS equipment to operate in a Raster Chart Display System (RCDS) mode in the absence of Electronic Navigational Charts. The RCDS mode of operation is describedin Appendix 7 of the IMO Performance Standard for ECDIS. SENC Delivery At the 16th International Hydrographic Conference, (Monaco 14 -19 April2002), the IHO Member States accepted the "SENC Delivery Option"(decision 17.e of the conference refers), thus allowing that ENC data bedistributed in a proprietary SENC format.
