On April 22, 2003 the Board of Directors of the Panama Canal Authority (ACP) adopted a number of new requirements for vessels transiting and/or trading in the Panama Canal waters, which shall enter into force gradually as of January 1, 2004. The regulatory framework for the new requirements is contained in ACP s Advisory to Shipping No. A-28-2003 (as revised by Advisory to Shipping No. A-38-2003 on October 13, 2003), while Advisory to Shipping No. A-30-2003 clarifies certain aspects regarding their implementation. The above mentioned official documents can be obtained from the web site of the Panama Canal Authority (www.pancanal.com) under the category Maritime Operations Advisories to Shipping. Since these new requirements will affect almost the summary of the world merchant fleet, we would like to inform you on the following three key matters relating to their implementation: (1) Applicability: The new regulations apply to vessels carrying 400 metric tons or more of oil as cargo and/or bunkers. For the implementation of the regulations, the term oil includes all substances listed in Appendix I to Annex I of MARPOL 73/78, which among others include Fuel Oil, Diesel Oil and Lubricating Oil. (2) Requirements for vessels: Each vessel to which the new regulations apply (according to the above paragraph) shall conform to the following three requirements: (2.1) She must be provided with and carry onboard a Panama Canal Shipboard Oil Pollution Emergency Plan (PCSOPEP) developed specifically for the vessel. The PCSOPEP should be submitted to the ACP for approval every two years and it can be developed according to the following two alternatives: - as a stand alone manual, or - as an appendix to the existing SOPEP/SMPEP of the vessel. (2.2) Vessel s owner or operator shall proceed to an agreement with an Oil Spill Removal Organization (OSRO). The OSRO should be a company based in Panama and complying with the OSRO four-tired classification requirements, which have been already set by the ACP. (2.3) Vessel s owner or operator shall designate a Qualified Individual (QI) and an alternate QI, which will be the vessel s representatives to the ACP when a pollution incident occurs. The QI and Alternate QI should reside in Panama, be bilingual (Spanish & English), have a general knowledge in incident management systems and should have full authorization to activate the OSRO services and to access the account of vessel s ownerer/operator in order to allocate funds for OSRO services. To be recognized by various Administrations We are duly recognized and accredited by the Bahamas, Liberia, Malta, Marshals Islands and Panama Flag Administrations under the STCW standards and under their process to the IMO White List. We have also applied for similar accreditation by Cyprus Flag Administration. 2. Certification database In case that the training is part of the requirements for maritime certification under the provision of the STCW 95 the MTC issue the relevant certificates and forwards them to the required maritime authority requested by the candidate, for endorsement. The certificate identification number and the corresponding trainee's personal data are registered in the MTC database and are available for verification. Training tools The following training tools are available to help shipping companies to fulfil their responsibilities to cover The ISM and STCW 95 requirements for effective training on board and competence assessment: ?Computer Based Training (CBT) CD-ROM modules: These CBT modules provide active training to the seafarer by testing his knowledge and skills in all kinds of shipboard operations. ?Computer Evaluation Programs (CES 3000): This program provides an evaluation report through its competence evaluation for seafarers program. This report can be evidence on the seafarer's training level. It also gives your company proof of a properly organised on board training program. The ISF Marlins English language test: This a computer-based assessment package using CD-Rom technology to assess seafarers' understanding written and spoken English in compliance with STCW 95 sections A-II/1 and A-III/1. The British maritime and Coast Guard Agency (MCA) has certified our Maritime Training Centre to provide the Greek shipping community with the ISF Marlins English language test for seafarers. Marlins self study packs system: This system focuses on teaching English within a maritime context.22 The study pack 1 is an elementary level of English language training course designed for independent study by seafarers. The study pack 2 is a comprehensive English language training course designed for independent study for seafarers. Training facilities.
