Universal Marine Consultants Limited, was established in Montreal in 1967, with an additional office in Saint John, NB. The company later opened offices in Halifax and Vancouver. The Halifax office now operates under the name of Universal Marine Consultants (Maritimes) Limited. Services are provided in the field of Marine Surveying and Naval Architecture. Marine Surveys are required on many types of vessels. Universal Marine Consultants has extensive experience in conducting various types of Marine Surveys. These include Damage, P&I, On and Off Hire, Container Damage, Cargo Loading, Cargo Damage, Condition and Valuation and Total Loss Investigations. DAMAGE SURVEYS Damage surveys can be completed on all types of vessels including fishing vessels, yachts, and full size commercial vessels. Our standard procedure is to obtain full particulars, including a description of the vessel and incident in the form of a signed and witnessed Statement. A full inspection of the damage is then conducted and a Field Survey Report prepared. The client is normally provided with a preliminary notification of the extent of damage, including a copy of the Statement and brief details of the extent of loss. Usually we will then issue a Preliminary Survey Report, setting out the facts, detailing the damage, and including comments upon the owner's allegation as to the cause of the incident. This report will also include photographs of the damage. If appropriate, repairs are monitored and repair invoices examined and discussed with the client if necessary. The invoice, along with any other related charges, will be included in our Final Report, along with our comments and approval, as appropriate. TOTAL LOSS INVESTIGATIONS A Total Loss can be performed in the event of constructive or absolute total loss. In the event that debris remains, it will be examined in an effort to determine the cause of the loss, and evaluate salvage costs. Cause or probable cause will be determined, if possible. P & I SURVEYS P & I surveys can take many forms and can also fall under the description of cargo surveys, either from the point of view of loss prevention, or damage assessment. Surveys of this type can also relate to hull damages on a third party vessel, or may simply consist of the investigation of an accident. The survey report will generally include full particulars of the vessel or vessels, and cargo, as appropriate. Log extracts and Notes of Protest will also be provided. As with all other types of surveys, photographs will be provided as necessary. CARGO LOADING SURVEYS Loading surveys can be completed on all classes of cargo and all types of vessels, including container stuffing surveys. Shippers can be advised regarding the most suitable form of packaging, with a view to achieving the maximum security of the shipment, aimed at loss prevention. The Survey Report will include details of the shipment, its condition prior to loading, a description of the handling and stowage procedure, and a description of the securing system with diagrams where appropriate. CARGO DAMAGE SURVEYS Damage surveys are completed on all types of cargo, generally on behalf of the insurers, or carrier, but also for the shipper or receiver. The purpose of the survey is to determine the nature and extent of damage to the goods, and to this end, the normal sampling procedures will be used. If requested by our client, we are able to arrange for the disposal of unacceptable goods, and in this connection, formal Tenders will be called where appropriate. The Survey Report will include full particulars of the shipment and carriage and whenever possible, the actual cause of the damage will be identified. CONDITION AND VALUATION SURVEYS Condition and Valuation surveys are usually required on vessels ranging from small pleasure craft, through fishing vessels, to small commercial vessels. The survey consists of an examination of the vessel without the removal of fixtures and panels which are not normally removable, the results of the inspection being reported on a standard form, expanded as necessary, depending upon the type of vessel. This type of survey, will include a narrative describing the vessel and its condition, recommendations, valuation, and photographs. ON AND OFF HIRE SURVEYS On and Off Hire surveys are conducted on all types of vessels and equipment. Included in the scope of such surveys will be a description of the vessel, listing of the Certificates, inspection of cargo handling gear, an inspection of the cargo compartments and related areas, and a determination of the quantity of Bunkers on board. On and Off Hire Surveys are not restricted to vessels but can also include other equipment and containers. CONTAINER DAMAGE SURVEYS Container damage surveys can be reported, either on the client's own form, or in a narrative fashion. All reports will normally be accompanied by photographs. If repair estimates are required, these can be provided, either by the attending surveyor, or formally, by a local repair facility. Our primary range of services are summarized below: New Designs (Complete Design Packages) Completed to the owners specifications, we produce a full design and drawing package, including hull geometry, weight estimate, structure, general arrangement, tanks, machinery, stability, etc., to full Regulatory requirements. Design Modifications Usually completed for conversions and upgrades, this work includes project analysis, specification reports, scanting calculations, as well as drawings, stability, and tonnage revisions. Stability Analysis and Booklets Completed for both large and small vessels, we use the latest software to complete a comprehensive stability booklet encompassing a wide range of operating and loading conditions. An inclining experiment and analysis of hull form, tanks and loading configurations are typically completed. Specialty Design Working with a team of experienced professionals we offer design of anti-roll tanks and bulbous bows, particularly on smaller commercial vessels. Owners can benefit from improved comfort, speed, fuel consumption, and vessel motions. Tonnage Measurements Completed on all types of vessels, tonnage measurements are required for new and modified vessels. A vessel survey and analysis of drawings is completed to determine the gross and net tonnage, enclosed spaces and registered and tonnage dimensions. All required documents are completed for the owner.
