In 1997 Maritime Training Centre implemented Quality System which was certified by Bureau Veritas Quality International (BVQI) in accordance with International Quality Standard ISO-9002:1994. We were the first who received the Quality Certificate for training in the Baltic States. GOC GMGSS Training Courses are also certified by Norwegian Telenor (04.03.1998), Panama Maritime Training Services Inc. (12.04.1999) and Radiocommunications Agency, Ministry of Transport, the Netherlands (19.10.2000). Having been operating on the world market for more than 10 years, Accounting Authority SU04 (Morsviazsputnik) carries out its activities in full conformity with the ITU Regulations and Recommendations. Apart from the Russian Federation, SU04 has been recognized as the Accounting Authority by nearly 15 Communication Administrations of USA, Cyprus, Malta, the Bahamas, Liberia, Ukraine, Latvia, Lithuania, Estonia, Jamaica, Denmark and other countries. Today, SU04 provides its services for about 30,000 customers. We offer to our customer the following services: accounting service for the communication systems Inmarsat, Iridium, GlobalTel; Registration of mobile subscribers: voice, fax, telex, data via Inmarsat, Iridium, GlobalTel; Registration of E-mail addresses in Inmrasat satellite communication system; Establishing of communication between ship and shore for crew members and their families. According to the method of carrying it out, a barring action is classified into three groups: discretionary barring, mandatory barring due to non-financial reasons, mandatory barring for the reason of a big debt. DISCRETIONARY BARRING Discretionary barring is initiated by a LESO. The notification of the introduction of this procedure is sent by the commissioning department of Inmarsat to all LESOs. The codes of the discretionary barring are as follows: DB001 - the rejection of an AA to settle the invoice DB002 - this code is used to initiate a barring action against the terminal which invoices are not settled timely in accordance with the credit agreement achieved by the initiator of barring and the customer DB004 - is used when LESO regards the customer as insolvent and representing financial risk MANDATORY BARRING DUE TO NON-FINANCIAL REASONS Mandatory barring demands that all LESOs initiate barring against MESs in two directions, which means that "subscriber-subscriber" communication shall be barred. MB001 - the code of temporary barring on the owner's request MB002 - loss or theft of the terminal MB004 - fraudulent use. This code is used in all cases of fraudulent use of the terminal in the system. MB005 - violation of Inmarsat terms. This code is sanctioned by Inmarsat. MB006 - proved financial insolvency. While initiating this code, the company shall have at their disposal the official notification of bankruptsy or the financial insolvency of the customer, later on the IDs of the terminal are excluded from the Inmarsat DB. MANDATORY BARRING DUE TO FINANCIAL DEBT This type of barring is used by a LESO which is having at their disposal the overdue invoices. Unlike the mandatory barring due to non-financial reasons (then the request of only one LESO is necessary) for mandatory barring due to financial reasons two lESOs shall send their applications before Inmarsat sanctions the barring action and it'll be mandatory for all LESOs in two directions. For ship terminals Inmarsat initiates the mandatory barring 14 days after the receipt of the application of the 2nd LESO. To lift the barring from a MES, the corresponding LESO shall grant the application to Inmarsat. Room 69, Business center 4 Pl.
