Brunei at the heart of the world s largest free trade area On November 5 2002, the ASEAN countries signed an agreement with China, Japan and India on ambitious plans for free trade areas. Starting in 2004, this agreement will initially bear fruit in a reduction in customs dues and the introduction of measures to encourage cross-investment. The promotion of transparency and liberalisation in the investment sector will enable the world s largest free trade area to be established by 2010. There are nonetheless some constraints such as the import permit and licensing systems which represent non-tariff measures to restrict imports in newly-developing or strategic industrial sectors. A few rules nonetheless need to be taken into account: You will be asked for an original invoice, a packing list and the product s country of origin. Pro-forma invoices are not legally recognised. Dues are calculated in relation to CIF vale and invoices are always made out on the basis of the FOB value (even if the invoice mentions the CIF value). Languages The official language is Malay, Chinese is also used by 19% of the population and English is commonly used for all commercial transactions.
