Muuga Harbour is the main cargo harbour for Port of Tallinn; it contributes greatly to the whole cargo traffic passing through Estonia. The cargo volume handled accounts for some 80% of the total cargo volume of Port of Tallinn and for approximately 90% of the transit cargo volume passing through Estonia. It is among the deepest and most modern ports in the Baltic Sea region. Located 17 kilometres east of the city of Tallinn with good hinterland connections it has a major role in the transit trade of Estonia. Nearly ? of cargo loaded in Muuga Harbour includes crude oil and oil products, but the harbour also serves as a major harbour in Port of Tallinn in terms of dry bulk (mostly fertilizers, grain and coal). An extensive free zone in Muuga Harbour grants more flexible customs procedures for companies rendering transit and distribution services. Simplified customs procedures, easy transfer of ownership rights and value-added operations allowed in the zone are designed to foster the development of distribution centres. No import VAT is applied to goods imported temporarily to be processed and exported in due time from Estonia. In order to facilitate growth also for the coming years, construction of remarkable new buildings is under way. The construction of the new 341 m long oil jetty started in 2002 and will continue through 2003. Water depth alongside the jetty will be 18 meters. It will allow to load and discharge tankers of up to 125,000 DWT. Tankers can be loaded from two sides, maximum capacity of the new jetty is approx. 18 million tons of oil products per year. The existing container terminal has the handling capacity of 150,000 TEU. To enlarge the annual handling capacity to 250,000 TEU, an additional quay-line is required. Plans for the 2nd phase of the container terminal include construction of two new quays and a basin between the quays. A large contract with Russia's second largest coal mining company Kuzbassrazrezugol has been signed to build a coal terminal with a capacity of 5 million tons a year. The terminal will be completed by the beginning of 2005. The planned expansion of Muuga Harbour will provide new territories and facilities most suitable for the development of international distribution centres or manufacturing sites based on value adding logistics. Port strategy foresees the development of a logistics and industrial park. The territory of 57 hectares will be prepared according to the needs of investors and lessees. The new territories can also be applied effectively for terminals for handling cargo flows from Russia and the CIS countries targeted at European markets.
