Patagonian Channels and Strait of Magellan pilotage is based on the ship s gross register tonnage although it is in two parts, one payable to the DGTM and the other to the pilot, it is one charge for the ship. The service is divided into 6 zones which in turn have a number of stretches, for example, a channel, a distance between ports or points for each of which there is a pilotage charge. Agents can provide full information on request. Strait of Magellan eastern part: Moraleda channel, San Rafael Lagoon, Chiloe channel. Strait of Magellan western part and Patagonian channels. Chacao channel; Magdalena/Punta Arenas, Moraleda/Chacabuco; Ushuaia/San Pio; San Pio/Cape Horn. Fueguino Coves; Garibaldi/San Pio. Punta Arenas/Gregorio; Punta Arenas/Cabo Negro; Victoria/Kirke. Pacific Ocean/BA; Corbeta Papudo. The tariff is subject to the following rebates and surcharges. Rebates Ships exceeding 200m loa are given a rebate of 40% on the pilotage tariff for the western section of the Strait of Magellan. Surcharges Delay in sailing: When a ship does not sail on the date fixed in the contract and with the pilot kept waiting, there is a 10% surcharge daily, and after 10 days the full pilotage fee is payable and the contract annulled. Average speed: If the average speed is less than 9 knots between the port of sailing and destination, the tariff is subject to a daily surcharge of 5%. Delays owing to bad weather or commercial operations at ports of call are exempted. Disembarkation of pilot: Ships failing to land the pilot at port of destination must pay a 5% surcharge daily from the time of crossing the latitude of the port until the pilot returns to station. Deviation from the route: Ships calling at ports or anchorages not included on the agreed route will be charged 5% extra on the tariff per day or part, if over 12 hours, provided this is not due to normal pilotage conditions. Ships that deviate, with authorization, from the tracks established by the pilotage authorities, will pay a surcharge of 5% daily until they return to those routes. Tows: Ships with a tow pay double tariff. Damaged vessels: Ships navigating in a damaged condition or in abnormal conditions requiring special precautions during navigation are charged 5% extra on the tariff per day or part over 12 hours. Dangerous cargoes: Channel pilots on warships or on ships with dangerous cargoes (IMO classification) are entitled to receive u$s 18.27 per day from the ship; owners through their agents are responsible for this. Cancellation of contract: If owners or agents cancel a request for pilotage 24 hours after the pilot is designated, 50% of the pilotage tariff is charged. Navigating without a pilot: In zones where pilotage is compulsory, a ship navigating with no pilots will be charged double the tariff, without prejudice to further legal sanctions. One pilot instead of two: When through service reasons or shortage of pilots or any other causes, only one pilot is designated instead of two, the ship is charged 50% of the second pilot s fee, which is paid to be first. Beagle Channel: In the channel Chilean and Argentina flag ships will each apply their own regulations. Ships of third flags come under the pilotage regulations of the country of the port in the channel for where they are bound or, if east-bound under Chilean and if west-bound under Argentine regulations, and must fly form the foremast the flag of the country whose regulations are being complied with. The limits of the Beagle Channel are: easterly, Slogget Bay and westerly, Long. 68?36 38 W Port dues and charges. Light dues: The tariff is fixed at a rate in U.S. dollars per gross register ton of the ship. Light dues are payable by foreign ships in U.S. dollars and by Chilean flag in pesos. For foreign flag they can be paid in either one of the three ways: 1) On a yearly basis (i.e. up to a maximum of 365 days) at u$s 1.76 per grt valid for any number of calls at Chilean ports until 31st December of that year. 2) For one voyage only at u$s 0.68 per grt. 3) Transit through the Strait of Magellan, at present, u$s 0.25 per grt. The annual payment is subject to a proportional adjustment in the event of a change in the tariff, which normally takes place every year on January 1st. Payment must be made before the ship sails from her first Chilean port of call. Agents in Valparaiso usually arrange this direct with the DGTM who confirm to the Port Authorities where the ship is berthed when payment has been received. Wharfage: The Emporchi tariff is based on a fixed figure in U.S. currency (varying at different ports) per metre of the ship s length over all per hour alongside, rounded off upwards; e.g. ship s length (metres) x hours at the wharf x u$s cents. At present, March 1992, the tariff at various ports, is as follows: U$S U$S Arica 0.40 Talcahuano 1.40 Iquique 0.35 San Vicente 1.50 Antofagasta 0.70 Puerto Montt 0.35 Coquimbo 0.35 Chacabuco 0.45 Valparaiso 0.75 Punta Arenas 0.45 San Antonio 0.75 At all ore and petroleum terminals no wharfage is incurred, except at San Antonio at the buoy for handling bulk chemicals where the charge is u$s 0.10 per metre/hour. Tugs: The use of tugs for berthing and unberthing operations is regulated by the Port Authority. All tugs are privately owned and the rates are open. They are fixed in U.S. dollars on an hourly basis according to the ship s gross register tonnage, and payable in pesos. Below are extracts from the tariff fixed in February 1992 and still in force for the ports of Valparaiso and Quintero: Berthing or unberthing ships of up to 2,000 grt u$s 475; 8001-10,000 grt u$s 880; 17,500-20,000 grt, u$s 1,405; 25,001-30,000 grt u$s 1,610 and from then on 10% extra for every 10,000 grt additional. Waiting time u$s 190 per hour. Delivery of water or diesel oil u$s 29 per cu.m plus cost of water or oil, minimum charge u$s 605. Overtime: Week days 12.00-14.00 and 17.00-24.00 hours 15% surcharge, and 00.00-07.00, 25% surcharge. Sundays and holidays 07.00-12.00 and 14.00-17.00 hours 15% extra; 12.00-14.00 and 17.00-24.00, 20% extra and 00.00-07.00 hours 30% extra. Bad weather surcharge: When the port is closed to small craft the surcharge is 75% on basic rates, and 150% when closed to large vessels. For ports north of Valparaiso the tariff is similar, but for ports to the south, approximately u$s 50 to 100 must be added on. Agents can provide towage tariffs.
