San Antonio is a port that is located 42 miles south of Valparaiso by sea, and 218 miles north of Talcahuano. Approach: Just north of the entrance, there is Panul lighthouse which has a fog signal as well as a radio telephone service. The harbour entrance is marked by a group flashing lights on the breakwaters. These lights are green on the north and red on the south. The prevailing winds are southerly and there is a NNW 2-knot current off the port. There may be fog from November to May. Anchorage: As shown on the chart, the outer road anchorage points bear 284? on the south breakwater light. For ships over 100 metres, LOA is 1.600 metres, off the light and smaller vessels 649 metres, off in a depth of 20 metres. Bigger ships may find their anchorage point for ships with 30 to 40 draught. There are mooring buoys as well. The tidal range is approximately 4 springs. Pilotage: It is compulsory and the pilot boards in the anchorage area indicated on the chart. Entering or sailing is at any time, however, if the weather is bad, the pilot will not go beyond the harbour mouth and ships should ask for instructions from the pilot on duty for entering or anchoring. Small ships (say under 100 metres LOA), may be allowed to enter and take the pilot there, but large ships must stand off until the weather improves. VHF Channel 16 is used for communications. Towage: It is obligatory (refer below). Port: (Refer to sketch map). The small artificial harbour is protected by 2 breakwaters. The northern one is 100 metres long on 200?; and the southern is 1.000 metres, most of which is placed on bearing 343?. The 400-metre wide entrance is between these breakwaters. Although sheltered from the southwesterly winds, the swell is often strong enough to cause ships to range heavily Ships are berthed bow out unless cargo features or draught permission is given for the reverse. Working hours: The usual 3 shifts are maintained: 08.00/15.30; 15.30/23.00 and 23.00/06.00, all on straight time. Water: Water hydrants on the pier (berth 4, 5, 6 and 7) deliver at a rate of 8 tons per hour. At other berths, tanks trucks must be used. The two large tugs can also supply lots of 15/18 tons for ships at anchor. Bunkers: are supplied ex-truck from Valparaiso. Cargo operations are stopped when talking on bunkers. Fumigation: there are facilities for fumigation. Medical attention/hospital: Assistance is available at the hospital, and at private clinics. Consuls: Only Spain has a consul. Communications: A fluent bus service to Valparaiso and Santiago is available. From this point, there are international air flights. Telephone, telex and fax services are available. Products that have been discharged at this terminal: Styrene monomer Butyl acrilate Caustic soda GENERAL REGULATIONS OF THE PORT OF SAN ANTONIO, CHILE: Winter season is established between April 15th and September 15th. A minimum longitudinal distance of 20 metres should be kept between two berthed vessels. A pilot should perform the vessel s movements in Piers 1 south 2, 4, 5, 6 and 7 that may exceed the 20 metres forward and/or astern. As a general regulation for berthing a 140-metre L.O.A. vessel: one tugboat should be used; bigger vessels will require the use of tow tugboats provided weather conditions allow for this. Every ship that has been assigned a pier to work in must commence operations immediately and in full capacity. That is, stevedores and vessels should comply with port management requirements at the minimum rates. The port management board has the right to order vessels to be changed from one berth to another in order to use the port piers in the best way and allow all the vessels to commence operations as soon as they are ready. (drafts and L.O.A. reasons could be used). When a vessel does not comply with the minimum discharge/loading rates, the port management board has the right to order that vessel to unberth immediately. VEHICLES DISCHARGE OPERATIONS AT THE PORT OF SAN ANTONIO: Discharge rates: 100 units per hour, depending on driver quantity and vessel s stowage (for instance, rates get better if there is a chance of using both ramps). Direct removal of vehicles: port authorities give a 24-hour deadline after vessel s departure to take all "direct removal conditioned" vehicles out of the port area. The port authorities keep the right to ask the direct removal of vehicles while discharging if there is a high congestion condition at the port. The port authorities can also ask to re-allocate the discharged vehicles in a less congested area in order to be transported later via trucks. Vehicles deliverance to port authorities: port authorities request the vehicles to be delivered by day in order to check them up and to be received in good order by them. When a vehicle is going to be delivered to port authorities care a letter must be submitted stating that the vehicles have less than half a litre of gas and that their batteries are going to be disconnected. In case this procedure is not taken, port authorities will charge the storage as "dangerous cargo storage". This, in turn, increases the costs of storage practically by 100%. As regards port authorities regulations, all automotive cargoes are considered "immediate direct removal commodities". However, storage inside the port area might be considered in the presence of certain operational reasons, customs regulations or storage area possibilities. PROCESS OF INBOUND CARGO INBOUND CARGO Inbound cargoes are discharged, regardless their packaging system as direct cargo or indirect cargo. DIRECT CARGO Direct cargo is cargo that will be picked up by a consignee immediately after discharge. It is delivered by the stevedores in an area inside the port being previously announced. The port authorities establish 24 hours once cargo is discharged for direct deliverance. Direct cargo is not subject to storage charges if it is picked up within the 12 hours specified. Direct cargo must be previously announced to the vessel agents or stevedores at least 24 hours before the vessel arrives. When there is cargo in the containers the standard procedure- once discharge operations have finished- is to publish a sequence list showing day, hour and place in which direct deliverance containers will be released to the consignee or their customs broker. Some IMO cargoes are always considered for direct deliverance. In some cases their discharge is not allowed from the vessel unless the consignee does not show. IMO storage is not allowed at port authority s facilities. INDIRECT CARGO Indirect cargo is cargo that will not be picked up by a customer upon discharge; or cargo that is left behind even if announced to be directly picked up by the consignee, customer or broker. These do not show at the moment in which cargo is delivered. Once discharge operations end, certain kinds of indirect loads must be released to the port authority, who will act as custodian (See above) The port authorities store the cargo in their yard, billing storage costs when cargo is released to the consignee. Cargo can be stored under port authority care up to 90 days. From the day 91 ahead cargo is seized by customs service and considered abandoned for auction. The consignee is allowed to pick up the cargo before the auction day paying all extra charges involved. The port authorities permit the storage of cargo outside the port warehouse or yard. This must be previously announced to the customs service under the way of "regimen de almacen particular" (third party or owned warehouse/yard). This operation is done in order to save storage charges. This measure guarantees that cargo is not un-packed or used if customs clearance/duties are not paid San Antonio is a port that is located 42 miles south of Valparaiso by sea, and 218 miles north of Talcahuano.
