'MAXXIMA Maritime Agency', founded in May, 1998, has three simple principles driving our work - competence, conscientiousness and system approach. Competence of the agency is achieved by maintaining of managerial staff and adhering to the principle of on-going education of our employees. All of us had to learn hard before launching the company and we have been learning ever since. Competence and conscientiousness form the ideological principle of our management shared by all employees of 'MAXXIMA Maritime Agency' who are aware that well-being of our clients and agency itself depends on their work. Systemic approach manifests itself by implementation to management of the principles of the International Quality Management System ISO-9000. It is important that our customers were not pushing us towards certification, but we were honor bound to take 'our own medicine' and demonstrate independently that we were up to standard. In October, 2000 'MAXXIMA Maritime Agency' successfully passed certification for compliance of the agency to ISO 9000-94 requirements, and in September, 2003 the quality management system was modified in accordance with requirements of ISO 9001-2000 and certified for ships agency, cargo forwarding, as well as developing and implementation of management systems consultancy. USEFULL INFORMATION FOR SHIPOWNERS: Documentation Master/Owners are kindly requested to advise the Agent as soon as possible following info: - ETA; - ship's type/ general description; - GRT/NRT/DWT; - last port of call; - number of passengers, if any; - number of crew/nationality; - number of sick crew if any and kind of sickness; - draught (fore/aft) on arrival and expecting draught on departure; - number and dimensions of hatches/holds; - number of cranes/capacity; - cargo documents on board; - Master's orders, if any. The information will enable the Agent to schedule a vessel in port berthing plans. Extracts from Charter Party are great support for the Agent as well: - quantity, quality, dimensions, SF of a cargo to be loaded/discharged; - shifting conditions; - loading/discharging rate; - lashing, dunnage, separation, works; - laytime; - laycan. Any additional details of the cargo, shippers, forwarders, receivers are welcomed. Master (Owners) is invited to telex/fax to the Agent 10/5/3/2/1 day notice of arrival . Two hours before arrival of the vessel to the port Master should contact to the Agent by VHF port radio station 'Novorossiysk Radio One' (CH16) and to 'Novorossiysk traffic control' by VHF Ch '09'. Harbour Master office Harbour Master office inspects each vessel berthed. All vessels are to meet requirements of Paris Memorandum. GMDSS equipment is subject to a control as well. Vessels provided with invalid navigational, safety, fire prevention equipment are considered by Harbour Master as unseaworthy. Before granting of port clearance Harbour Master demand Ship Master to present stability calculation according to the IMO code. This calculation could be compiled by experienced shipofficer or, alternatively, by survey company, appointed by Owners. Master of the vessel must present to the Harbour Master official certificates for lashing materials and ship's booklet for lashing of timber cargoes, approved by Ship Register. Tugs assistance and pilotage Tugs assistance and pilotage are imperative in the port of Novorossiysk. There are three tug companies in Novo. Cost of tugs service is independent on number of tugs used. New tariffs (90% HIGHER THAN IN YEAR 2001) are in force from January, 1st, 2002. Moreover, tugs service cost is double when stormy weather takes place ( wind force is higher than 17 meters per second, swelling is higher than 2 m ). Authorities Sanitary authorities of the port of Novorossiysk demand vessels, calling at port of Novorossiysk, should be equipped with sewage tank or plants. No cabin, galley, washing, ballast, bilges are permitted to discharge overboard in the Novorossiysk harbour (including outer roads). Sewage tanks should be closed and sealed when a vessel is 12 miles before the Novorossiysk harbour. Relevant notes are to be inserted in ship logbook. Otherwise vessels would not be granted with free pratique. Sanitary authorities have the right to fine Master if some violations of local or international pollutions regulations are found. In accordance with local Immigrations regulations crew must be provided with valid seamen's books. Immigrations have right to fine crewmember if the document is expired. Vessels, berthed in Fishing port, Timber port, Geological port, Shipyard, KSK are subject of imperative watchmen service . If vessel is in commercial port, duration of watchmen service depends on the Master and is from imperative 4-6 hours till full time. The cost of the service is USD 6-14 per hour that depends on vessels' size. Timber port special terms Owners, negotiating their vessels for timber cargoes ex Novorossiysk Timber Port , need to remember following rules of the port: NOR is accepted by the port as soon as shipping orders are ready, free pratique is granted and a vessel is ready for loading operations; 100 % of sawn timber is to be loaded in packages. A vessel is responsible to make necessary number of stanchions ready for Owners account and time. The port can install stanchions against Agent's request at the rate USD 2,82 per each stantion; if stanchions and dunnages are to be taken from loaded cargo by Charter Party, they have to be counted as the cargo by tallymen included in B/L; as per Master request, a standard package of sawn timber may be divided into two packages for Owners account (USD 1,51 per cbm); each parcel of goods ((B/L) is separated by crew with a vessel facilities and for Owners time and account; if Master refuses to load the cargo or part of the cargo delivered alongside according Master's order (which has been marked and signed by Master in cargo plan), it's transported back to storage at Owner's account (USD 5,52 per cbm); Master/Owners are responsible for number of packages only. All other claims are to be inserted in Mate Receipt or Letter of Protest. B/L could be remarked upon receiving of official confirmation from Shippers and Receivers side. Otherwise all claims are to be settled with a guarantee letter from Shippers or Receivers; cargo lashing is to be done by crew within 6 hours after completion of loading. All time extra is considered as real damage and looses of the port. In this case Owners are to pay USD 2,40 + VAT per hour for 1 meter of occupied berth line and have to reimburse real damage and losses of the Port. The Timber port does not accept vessels with LOA more than 120 m, draft more than 7,5 m ,and DWT more than 8000 mts. Vessels speed during mooring operations to berths no.29 and 30 should not exceed 0,15 meter per second. Berth no.30 limitations: max LOA is 86 meters, max draft is 4,7 meters. Tallies Loading and discharging of cargoes take place alongside a vessel with indispensable preparation of mutually signed by port tallymen and vessel tallymen Tally Sheets of appropriate form. Signatures of both parties should confirm each cargo 'lift' and total amount of loaded/discharged cargo. If a vessel does not provide ship tallymen, port tallymen counts shall be binding. In this case, cargo documents that were made according to counts of a port are to be signed by master without any remarks, regardless whether the master was provided with information about loaded/discharged cargoes or not. We offer to our clients 'Door-to-door' service of Russian export/import general, bulk cargoes and containers. The service includes railway and/or truck, and/or sea transportation, along with port handling (the port of Novorossiysk and other ports of Black sea and Azov Sea) and documentation. We have experience with handling of export/import off-gauge cargoes and rolling stocks. Since 29, April 2002 our company is nominated liner agents of ocean containers carriers 'Senator Lines'. USEFUL INFO FOR CARGO OWNERS: There are five stevedoring companies in the port of Novorossiysk: 1. Commercial port 2. Timber port 3. Fishing port 4. Geological port 5. Shipyard Official working hours are 24 hours a day excluding holidays ( January 1st-2nd, January 7th, March 8th, May 1-2nd, May 9th, June 12th, November 7th, December 12th). Commercial port This is the biggest stevedoring company of the port of Novorossiysk which handles general and bulk cargoes, alimentary cargoes, crude oil, containers, heavy lifts, rolling stocks. There are covered warehouses, open storage areas, 39 berths with depth 8,54 - 13,5 m. Lifting power of shore cranes is 5-48 tons. Grains and raw sugar in bulk are discharged directly from vessels into wagons or trucks. Grains could also be discharged into silo. Export grains are loaded directly from waggons to the vessel as well as from the silo. New bulk fertilizers terminal is in operation from 08.02.2001. Loading rate is 6000 tns per weather working day. The terminal accepts vessels with draft up to 13 m. Containers terminal handles as 20' so 40' containers. In December, 2000, the terminal was equipped for storage of 16 refrigerating containers. Small and irregular cargo parcels the port prefers to load/discharge directly into wagons or trucks, not using warehouses for storage. In special cases (on road operations, combined transport, lightering etc) commercial port works out, together with parties concerned, special terms of cargo-handling and handling of transport vehicles. Timber port The port operates with timber, timber productions, wood, steel, bagged cargoes, containers. The port has warehouses with total square 90151 sq.m. and open storage areas with total square 21724 sq.m. There are timber-drying facilities with capacity 250000 cubic meters per year. 5 berths with depth 6.0-9.75 meters are equipped with shore cranes with lifting power 4 - 20 tons for general cargoes, and 40-60 tons for containers. Container terminal accepts vessel with maximum LOA 120 m and draft 8,25 m. Fishing port Dry, general, alimentary, refrigerating cargoes, timber, rolling stocks, steels. The port has small covered warehouses, open storage areas. There are berths with depth 6.50 - 8.25 m. Lifting power of shore cranes is 3 - 12,5 tons. Geological port Ro-ro terminal. 4 berths with depth 8.25 m- 9 m. No shore cranes. Shipyard Handles dry cargoes only. The port has small covered warehouses, open storage areas. There are 7 berths with depth 7.25 - 10.25 m. Lifting power of shore cranes 20-40 tons. We offer to our clients 'Door-to-door' service of Russian export/import general, bulk cargoes and containers.
