In setting the infra- and superstructure framework for all port activities, port planning is a multidisciplinary task. It takes into account operational, technical, economic, social and environmental aspects. Within master plans, HPC defines all works and facilities required for a fully functioning port. Issues covered include port layout, port approach channel, breakwaters, quay walls, rail/road connections, tug boats, sewage systems etc. For terminal design HPC advises on all aspects such as layout, dimensioning, equipment concepts and specification, aiming at a harmonised and coordinated handling approach. Associated manpower and organisational requirements are also detailed. In order to meet uncertainties in developments, the proposed investments are phased according to growth figures. Equipment solutions are system-compatible which allows modular adjustments based on standardisation of elements. Environmental effects are assessed for all relevant planning issues. The technical planning process is generally complemented by continuously monitoring economic feasibility and cost efficiency. Feasibility studies can be used as bankable papers for financing purposes. Port management directs, controls and is ultimately respon-sible for all port businesses.
