This, together with the great hydroelectric potential of the Amazonian rivers, led Brazil to the status of aluminum exporter, as its 4.1 billion tons of raw material - bauxite - are only surpassed by two countries: Guinea and Australia. In order to implement Albras and Alunorte projects, the Brazilian government committed to build: the Tucurui hydroelectric power plant, at the Tocantins River, which would furnish electricity at reduced costs; the Port; the residential area; and the road access. Besides that, Brazil and Japan, in a joint effort, granted financing at low interest rates to several projects, as well as fiscal incentives. The site of the industrial project is an area of 19,000 ha, called Ponta Grossa, in the county of Barcarena, 35 km from Belem, capital of the State of Para. The port zone comprises 382 ha, plus the areas of Albras, Alunorte and the electrical substation of ELETRONORTE. Location The Port of Vila do Conde was inaugurated on October 24, 1985 and is located in the county of Barcarena, in the district called Ponta Grossa, on the Para River banks, latitude 1 32 42" South and longitude 48 45 00" West; local time GMT -3h. Access The access channel goes from Vila do Conde until the mouth of the Para River, being 500 meters wide and 170 km long. The draft ranges between 13 to 15 meters. The best way to go from the Port of Vila do Conde to the city of Belem is through a mix of road and river route system, implemented in 1987: 42 km of paved road from Vila do Conde to the Arapari terminal and 9 km by river until Belem. The road access from Belem to Vila do Conde is through BR-316 until PA-140 in the city of Santa Isabel do Para, continuing through PA-252 until Moju city in a non paved road. From Moju proceeding to the intersection with PA-151 and from there to Vila do Conde. The whole circuit is 315 km long and is seldom used. General Aspects The Port of Vila do Conde berth is constructed in a "T" shape with the slots located in the upper part of the "T", aligned with the stream direction of the Para River. There is no need for tug in berthing and unberthing maneuverings. The pier is connected to the land by a bridge 378 m in length. Berth for bulk and general cargo (291 m) and berth for liquid bulk (210 m) in a total of four berthing slots, as follows: CGS and CG (Solid Bulks & General Cargoes and Liquid Bulks) have two berthing slots: Outer Berth (BE-101) and Inner Berth (BI-102). Berth BE-101 is equipped to handle solid bulks and is used exclusively by Alunorte and Albras for importing bauxite and coke and exporting alumina. Berth BI-102 is for public usage and has one mobile crane with a capacity of 12.5 t to unload bulk pitch and is also used to unload imported coke. This berth also handles General Cargo for external markets, such as timber and aluminum ingots. Both the outer and inner berths have fenders for vessels up to 55,000 tpb, electricity outlets (440v) and fresh water available. The Liquid Bulk Berth has two berthing slots: BE-201 and BI-202, with port fenders and handle caustic soda, fuel oil and general cargo unloading operations. The Port of Vila do Conde is a typical Bulk Cargo Port. Cargo Operation Main cargoes operated at the Port of Vila do Conde: - Alumina - Aluminum ingots - Bauxite - Coke - Fuel oil - Timber - Pitch Facilities Main facilities at the port: warehouse; ingot staging area; workshop building; garage and storehouse; several buildings; elevated reservoir and cistern; several systems. The shed has 50 meters of width, 150 meters of length and 7.2 meters of height, and occupies an area of 7,500 sq. meters. It is covered by aluminum tiles of 0.8 mm. It has office and toilet facilities. The open storage area measures 13,000 sq. meters. The mechanics repair shop is located in a "T" shaped building, which has a supporting bar for rolling bridge. The structure is made of concreted cement and the roof is made of fibercement. Garage and storehouses are located in only one building, measuring 72 m by 20 m of concreted cement. The other buildings have concreted cement structures and fibercement roofs: administration offices, customs, control center, washing and lubrication, locker rooms, social worker office, cafeteria, fuel servicing for vehicles and equipment, lodging, transit hotel, and 3 other houses. The elevated reservoir has a concreted cement structure and has 200 cubic meters of water capacity. The water tank is 500 cubic meters. Equipment Solid bulks (bauxite, coke, alumina) are handled by modern equipment, such as a DN01 ship unloader, a DP-01 pneumatic unloader, a CN-01 ship loader, linked to two conveyers (48") with approx. 5,000 m of length, with a gangway of 500 t/h for coke, 51,500 t/h for alumina and 2,000 t/h for bauxite.
