Burkina Faso Government has introduced a document named Cargo tracking note abbreviated as B.S.C. The cargo tracking note which is issued to all cargo from or to Burkina Faso by the shipper or her agent is one of the compulsory documents to be produced at customs clearance. Also, from May 15 2002 the representation reserves the right to reject any document not accompanied by the cargo tracking note. Yours faithfully The representative MEMORANDUM All customs offices are hereby informed that a document named cargo tracking note (BSC) has been established by the Inter ministerial order No.000056/MTTT/MEF of April 2001. In addition to other documents already in existence the cargo tracking note is one of the compulsory documents to produce for customs clearance procedure. The regional Directors and Heado of the customs offices, in their various fields, are in charge of the implementation of the above order as soon as it is received. Antoine Zongrana The Director General of Customs Introduction of Cargo Tracking Note Dear Sirs All are hereby informed of the implementation of the Inter ministerial Order No.000056/MTT/MEF of 17 April 2001, relating to the institution of a Cargo tracking note abbreviated BSC and accordingly the Memorandum No.003/MEF-SG-DGD of May 4 2001 of the custom Headquarters in Burkina. Burkina shippers Council makes available the relevant documents for completion of the various formalities. The cargo tracking note replaces the reservation of dock (preshipment notification) initially required. It is established at the departure in the ports of shipping according to the freights attached. As indicated in the order mentioned above failure to have the Cargo Tracking Constitutes a bridge at the customs clearance.. In order to facilitate customs process the representations of Burkina Shippers Council are authorized to deliver this document at a price of fifteen thousand francs (15,000 FCFA) for goods shipped in the ports where Burkina Shippers Council has no Agent or Representative. Consequently, you are advised from now on to take all necessary precautions in order to conform with the new regulations. We count on your co-operation for a proper implementation of this order. Such cases are liable to a fine of thirty thousand (30.000) francs CFA/BL with the obligation to produce the Cargo tracking note. Memorandum Introduction of cargo tracking note The aim of this letter is to define a procedure of how the cargo tracking note should be delivered. 1.AT THE PORT OF SHIPPING WHERE BURKINA SHIPPERS COUNCIL HAS AGENTS OR REPRESENTATIVES The cargo tracking note shall be established by the Representation or Agents of Burkina Shippers Council in the port of transit upon the demand of the consignee according to tariffs here attached. 2. FLOATING CARGO - GOODS BOUGHT IN THE SHED The cargo tracking note should be established by the representation in the ports of transit when formalities for transfer to Burkina are done. 3. VEHICLES Vehicles shipped in a port where Burkina Shippers Council has Agents must be a cargo tracking note from the scratch. Vehicles bought in the ports of transit must be covered by the cargo tracking not delivered by the Representation of Burkina Shippers Council in the port of transit. In case of changing of destination at the border in Burkina , a cargo tracking note must be taken to regularize the procedure 4.FINE FOR FAILURE TO PRODUCE THE CARGO TRACKING NOTE Failure to produce the cargo tracking note for goods shipped in a port where Burkina shippers council has an agent attracts a payment of a fine of thirty thousand (30.000 FCFA) per Bill of Lading. This fine does not constitute an exemption to produce the cargo tracking note. The fine must be paid to the Representation of Burkina Shippers Council in the ports of transit or at the Burkina Shippers Council's Headquarters ( Ouagadougou or Bobo) when stamping the Cargo tracking note. Article 1. To monitor maritime cargo, a cargo tracking note is established with the acronym as (B.S.C) whose copy can be found attached Article 2. For all cargo from or to Burkina Faso, the shipper of his Agent must take delivery of the cargo tracking note and signed by Burkina Shippers Council or her Agent Article 3. Each bill of lading or multimodal transport document must be at least covered by a cargo tracking note. The forms of the cargo tracking note must be obtained from Burkina Shippers Council or her agent. Article 4. The forms of the cargo tracking not which should be duly filled and signed by the shipper of his agent must be sent to Burkina Shippers Council or her agent latest 5 working days after the departure of the vessel. Article 5. Burkina Shippers Council or her Agent reserves the right not to sign any cargo tracking note not properly filled specially those related to unacceptable transport fares. This refusal is not an interdiction to ship the cargo concerned, a new cargo tracking note shall be issued within a limited period as prescribed in article 4 here above. Article 6. The procedure for signing the cargo tracking note by Burkina Shippers Council or her Agent does not nevertheless give right to the latter to change the vessel or transporter. Article 7. Shipping by a Maritime transporter of a cargo not covered by a cargo tracking note constitutes an offence which exposes the said transporter to the payment of a fine of fifty thousand (50.000) FCFA to Burkina Shippers Council. Article 8. The cargo tracking note must accompany any customs clearance Article 9. This order cancels all former regulations contrary notably to decree No.82-0358/CMRPN/PRES of 15th September 1982 concerning the sharing of cargo from or to Upper Volta. Article 10.
