As the largest industrial port of Korea, Ulsan Port not only performs the central role in national economic development via stable supply of raw materials to industrial complexes, etc. and timely support on exportation of manufactured goods, but also greatly contributes towards economic activation in Ulsan region via job creation and port related industry development, etc. At this, in order to promote continuous expansion and development of the roles and functions, Ulsan Port is being developed as the specialized Hub-Port for liquid cargoes in Northeast Asian region. As most of the cargoes processed in Ulsan Port are consisted of liquid form, concentrated effort is also given to securing safety in the port. MIN, KYONG-TAE, Director-General of Ulsan Regional Maritime Affairs and Fisheries Office Port of Ulsan, the Hub-port for liquid cargo in East Asia, is located on one of the major trunk lines of international maritime transportation, which is in the middle of Asia and America. Ulsan has the biggest Petrochemical complex in Korea with its worldwide reputation of large amount of liquid cargo consumption as well as of its storage. Two designated anchorages (M9 and M10) for the 20,00 to 50,000 DWT ship's trasnfer at sea, which enable ships to operate at relatively lower logistic cost and without a delay. Performance Standards in Civil Affairs Area 01 We will change our basic disposition in receiving our clients. By installing guides in the information center located at the entrance of the office building, we will guide our visitors through required particulars with kindness. In order to promote easy understanding on port operation information, we will provide real-time information to our clients via Internet (portmis.momaf.go.kr). We will determine, thus notify our clients of the location or anchorage or vessel connection prior to vessel arrival in port. By gradually expanding establishment of cargo information management system, we will lead the way in reducing distribution costs. 02 We will establish convenience in port facility utilization procedure. By establishing the system of automatic account transfer for port facility utilization charges at an earlier phase, we will maximize convenience in utilization charge payment. We will continuously promote system improvement to further simplify processes of permit or report, etc. in relations to port facility utilization. In case our client is requesting measures to be taken on excessive payment of port utilization charges, we will respond to your request with immediate actions. . In case the period of port facility utilization expires, we will inform you of the detail two weeks prior to the date of expiration. By minimizing standby period in accordance with port facility utilization, we will endeavor to promote convenience of port facility users. 03 We will improve quality of port service by establishing privatization and autonomy. By minimizing administrative obligations of port operation related companies and establishing autonomous competition system, we will endeavor to maximize the effects of port services. We will guarantee freedom in activities of port related companies as much as possible on matters of towage, pilotage, refueling and water supply, etc. The matters of wharf operation, such as of vessel position assignment and operation of storage area, etc. will be autonomously administered via consultation between wharf operation companies and users. Performance Standards in Port Construction 01 We will endeavor to perform port construction with sufficient reflection of opinions from residents and users. We will organize public hearing sessions for port development plans and execution design process. Also, we will introduce and practice construction monitoring system to actively accommodate opinions of residents and port users. In order to enable application of lodging of inquiries or complaints related to port construction, we will install an instruction sign indicating persons in charge, divisions in charge and necessary contact numbers in the construction site. 02 We will do our best to construct a reliable port with the highest quality. By indicating the real names of the people engaged in actual job site of port construction, we will endeavor for each staff to perform construction work with a sense of pride and responsibility on their given field of jobs. By performing thorough test/ inspection from the pace of manufacture on materials used in construction site, we will ensure that inferior materials would not be introduced into the job site. In order to improve quality and safety of construction, we will apply the latest materials/ technologies and carefully observe relevant regulations, such as of drawing designs and specifications, etc. Via construction assessment and penalty system on unreliable job performance in construction site, we will prevent elements of inferior construction in advance. By applying the latest technologies and methods of construction, we will provide compensational rewards or incentives in case of construction quality improvement, period shortening and budget reduction. 03 We will construct water-friendly port to harmonize with the surrounding environment and the citizens. We will carry out long-term safety check-up and examination on the basic port facilities and will attend to damaged facilities for repair and reinforcement at the appropriate timing, thus to improve durability and lifespan of the facilities. 05 We will perform transparent building administration and will do our best to prevent unfair transactions. The completed amount for construction is to be paid out at the appropriate timing by principle. We will ensure that the Inspection is to be carried out within 3 days from the day of application for inspection and the fund is to be paid out within the shortest possible time span. In order to prevent damages occurring to sub contractors, we will endeavor to pay out corresponding fund at the right timing and to remove the practice of unfair transactions. Performance Standards in Marine Transportation, Safety within Port and Affairs related to Crews 01 We will endeavor to establish a clean and safe port. We will perform round of inspection through port facilities and cargo working sites more than once a day in order to prevent generation of fly ash, falling off of cargoes from freight trucks and to secure safety measures on hazardous goods, etc. We will provide prompt information on the location of vessel anchorage, operation status, status of secession from the designated routes and speed limit, etc. We will actively look into elements of danger inflicted upon navigational safety, such as of obstacles within the port area, etc., thus will remove them appropriately. 02 We will thoroughly practice regulations from port state control. In order for marine environment protection from accidents generated by foreign-based vessels within the coast area of Korea, we will actively and strongly administer port state control. By listing various data obtained from port state control on the website, thus by providing corresponding information to the users of Ulsan Port, we will endeavor to prevent operation of vessels failing to satisfy the given standards. 03 In order to promote convenient and comfortable journey for users of passenger vessels, we will continuously execute passenger terminal utilization related services. At the occurrence of emergencies, we will be engaged in authorized procedures in crew embarkation/ disembarkation even in holidays, thus will endeavor not to generate hindrances in vessel arrival and departure. By activating issuance of private license for marine engineers (re-issuance) and application/ issuance of crew pocket book via mail, we will dissolve the inconvenience of having to visit the office for reception of license and crew pocket book. To promote protection of rights for crews, we will constantly inspect and supervise particulars of various rights and obligations based on employment regulations and the corresponding statute. In order to prevent maritime accidents caused by human errors, we will continuously perform trainings on maritime safety to inner port transportation as well as vessel companies, thus will endeavor to establish consciousness on marine safety management. Performance Standards in Marine Environment 01 We will create clean blue sea filled with the power of life. By administering daily inspection activities of patrol ship, we will prevent actions to generate sea pollution, such as throwing of wastes and discharging of pollutants, etc. To clients who make report on illegal actions of throwing wastes or of occurrence of floating wastes, we will notify on the results of our actions via a phone call or e-mail in the shortest possible time. 02 We will create affluent coastal area via environmentally friendly management. . In coastal development, we will promote the maximum harmony with the surrounding environment and will actively facilitate opinions from residents, thus will reflect them in our policy. By installing and operating marine environment management unit, we will administer concentrated inspection activities on illegal deeds causing marine pollution in the coastal area. Via active sea purification activities, we will create clean sea environment, thus will establish friendly marine space. 03 We will perform environment administration opened to the citizens. By utilizing publicity materials on environmental preservation and hosting of Open Sea School , etc., we will improve level of consciousness on environment issues of the youth and citizens. In connection with the citizens, we will organize the sea cleaning day , etc., thus will solidify cooperative system with the citizens on activities of marine environment purification. We will actively accommodate opinions from civil organizations or environmental experts on issues of marine environment. Performance Standards in Fishing Industry Management 01 In order to improve income level and competitiveness of fishing industry, we will focus on, thus promote new farming technology development. In order to develop breeds to suit the coastal area of Ulsan and to distribute new farming breeds, we will operate research/ training activities for fishing industry. Based on the results of such activities, we will distribute newly developed farming breeds to suit regional characteristics to establish them as the new source of income. Via technological development of regional specification and promoting of local specialties, we will diversify income sources in fishing towns. Also, we will distribute differentiated marine product manufacturing technology to enhance competitive power of fishing industry. Via specialized fishing technology distribution and practical technology development, we will lead the way in promoting establishment of fishing towns with secured welfare system. 02 Via timely technological instruction on farming business, on-site technological guidance and organization of encouragement bodies to prevent disasters, we will promote safety in farming business and will minimize damages in fishing industry. Whenever it becomes necessary for on-site instruction for farming and fishing management technologies, we will immediately dispatch a professional instructor to the required site for assistance. Via continuous activities of forecast in fishing ground of the major farming zones, we will endeavor to actively publicize occurrence of blight and disasters in minimizing damages of fishing industry By operating red tide forecast unit, we will promote continuous performance of red tide forecast activities and preventative trainings for more than once or twice per week. By promoting self-regulated fishing business, such as of environmental enhancement/ preservation in farming ground and establishment of village fishing ground, etc., we will contribute towards effective utilization of fishing ground and improvement of productivity. 03 We will exert the best effort in fishing technology consultation and training of the successive generation in fishing industry. To promote convenience of people engaged in fishing industry, we will install exclusive instructors and operate consultation center to provide various technological information related to fishing business. In pursuing the project of training successive generation of fishing industry, we will promptly and fairly attend to areas of project application, on-site investigation and review. What is port state control? Port state control is a process in which the port state investigates vessels of foreign nationalities entering domestic ports on whether the vessel equipments, vessel body, crews and the cargoes are endangering safety of human or polluting marine environment within the costal are of the country based on international safety standards and regulations. In 1970s In 1980s In 1990s In 2000s Safety check-up was performed by a number of advanced nations including the US and Australia, etc. upon vessels entering domestic ports. Countries in Europe has organized Paris MOU to enforce administration of unified and effective PSC. The necessity of PSC has been acknowledged in international convention. With the conclusion of Tokyo MOU (1994), reinforced PSC was performed in each region Indirect enforcement of control has been performed on vessels falling short of standards via not only sharing PSC information among port states, but also providing information on cargo as well as vessel owner. As of 2003, approximately 8 MOUs have been concluded and are in the trend of increase. Unless defects are completely attended to or sufficient supplementation has been made to satisfy conditions of navigation, port departure cannot be permitted by principle.
